As announced at the Fall Meeting, the 2010 FAMA/FEMSA Hill Day will take place Wednesday, April 28, and Thursday, April 29, 2010, in Washington, D.C., in conjunction with CFSI's 22nd Annual National Fire and Emergency Services Dinner. Building on the success of last year's Hill Day in October, FAMA and FEMSA members who participate this year will be organized into state teams that will visit their senators and representatives. These meetings will be arranged by the FAMA/FEMSA Governmental Affairs Committee's senior advisor Dave Gatton and Dustin Joyce.

Your participation in the 2010 Hill Day is critical to continuing our industry's efforts to promote our Washington agenda in support of our nation's fire service. Holding our Hill Day in concert with the CFSI Annual Dinner allows us to deliver our message just as Congress is forming the annual federal budget while at the same time providing us the opportunity to interact with the wide range of fire service leaders who will be attending the CFSI Dinner and Seminars.

To participate in the FAMA/FEMSA Hill Day, please complete the online registration format FAMA (click here to register)or FEMSA(click here to register). The Hill Day registration fee of $50.00 per person can be paid securely online by credit card. Our Hill Day orientation session will begin at 11:00am on Wednesday, April 28, at the Hilton Washington. (Click here for an agenda for Hill Day 2010.)Congressional meetings will be scheduled for you for Wednesday afternoon, April 28, and Thursday morning, April 29.

To purchase your ticket for the CFSI Fire Dinner on Thursday, April 29, please visit the Congressional Fire Services Institute's Web site at www.cfsi.org/dinner_registration.asp. Tickets are $275.00 per individual, payable by credit card or check directly to CFSI. When you purchase your ticket to the Fire Dinner, please mention that you are a member of FAMA or FEMSA; CFSI will work to seat FAMA and FEMSA members together.

Those attending Hill Day and/or the Fire Dinner are responsible for booking their own hotel accommodations. Links to book your accommodations online for CFSI's preferred rate are available at www.cfsi.org/dinner_hotel.asp.

The evening of Wednesday, April 28, CFSI is holding a "Voices of the Fire Service" reception at the Longview Gallery, 1234 9th Street NW, Washington, D.C. Application Period Open: Fiscal Year 2010 Assistance to Firefighters Grants


The Department of Homeland Security has posted the FY 2010 Assistance to Firefighters Grants (AFG) Program Guidance on the AFG Web site. The application period is scheduled to begin on Monday, April 26, 2010, at 8:00 a.m. Eastern Time (ET). Applications for these grants must be received by Friday, May 28, 2010, at 5:00 p.m. Eastern Time (ET).

Nationally, the AFG awards, which will be distributed in phases, will ultimately provide approximately $390 million to fire departments and nonaffiliated emergency medical service organizations throughout the country. AFG awards aim to enhance response capabilities and to more effectively protect the health and safety of the public with respect to fire and other hazards. The grants enable local fire departments and emergency medical services organizations to obtain training, conduct first responder health and safety programs, and buy equipment and response vehicles.

An applicant tutorial is available at www.firegrantsupport.com. The tutorial provides valuable grant information and will walk you through the preparation and submittal of competitive applications. In addition, the applicant tutorial will provide an overview of the funding priorities and evaluation criteria.

The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grant Programs Directorate in coordination with the U.S. Fire Administration.

Applicants who have questions regarding the Assistance to Firefighters Grants opportunity should contact the help desk at 1-866-274-0960 or at firegrants@dhs.gov. During the application period, the help desk will operate Monday to Friday, from 8:00 a.m. to 8:00 p.m. (EDT), but is prepared to revise hours of operation based on volume and demand.

DHS Secretary Janet Napolitano to Keynote 22nd Annual National Fire and Emergency Services Dinner

(Washington, DC) The Congressional Fire Services Institute (CFSI) announces that Secretary of Homeland Security Janet Napolitano will deliver the keynote address at the 22nd Annual National Fire and Emergency Services Dinner. The dinner will take place April 29, 2010 at the Washington Hilton.

Secretary Napolitano was confirmed by the U.S. Senate in January, 2009 to serve as the third Secretary of the Department of Homeland Security. Her mission is to lead our nation's collective efforts to secure our country from threats of terrorism and natural disasters. Her two predecessors also addressed the dinner.

Prior to joining the Obama Administration, Secretary Napolitano was Governor of Arizona. Elected to two terms, she was named by Time Magazine as one of the top five governors in the country. She also served as the state's Attorney General and U.S. Attorney for the District of Arizona.

Hosted by the Congressional Fire Services Institute, the annual tribute to the fire and emergency services is expected to draw 2,000 fire and emergency services officials from throughout the nation. In addition to Secretary Napolitano, the program will include remarks from many leaders of the Congressional Fire Services Caucus and awards recognizing individuals and organizations for their contributions to our nation's fire and emergency services.

The theme for this year's program is "Making the Right Decisions." The dinner culminates a two-day event that will include a series of educational seminars covering a broad range of federal and national first responder issues.

First Round of Staffing for Adequate Fire and Emergency Response Grants Awarded

The first round of awards for the Fiscal Year 2009 (FY09) Staffing for Adequate Fire and Emergency Response (SAFER) grants program have been awarded to 48 career, volunteer, and combination fire department. The U.S. Department of Homeland Security (DHS) announced today $55 million was awarded with additional awards coming.  
 
Since 2005, SAFER has awarded 1,137 grants totaling more than $500 million to fire departments to increase their cadre of front-line firefighters. DHS received 2,128 applications for nearly $1.25 billion in grant requests in FY09.
 
SAFER provides grants for hiring firefighters to help fire departments combat staffing shortages. The grants also enable volunteer fire departments to assist with recruitment and retention of volunteer firefighting personnel.  
 
SAFER grants are administered by the Department of Homeland Security Preparedness Directorate through its Office of Grants and Training, in cooperation with the United States Fire Administration, also within the Preparedness Directorate.

NVFC Announces 2010 Award Winners


The National Volunteer Fire Council (NVFC) has named the recipients of its five national awards. Outstanding individuals and programs from across the country were nominated for the Lifetime Achievement Award, Fire Prevention Award, Junior Firefighter of the Year, and Junior Firefighter Program of the Year Award. The awards will be presented during a special banquet at the NVFC's Spring Board Meeting on April 30 in Alexandria, VA. Additionally, the NVFC's Legislative Committee has named the NVFC Legislator of the Year for 2010.

Bill to Prevent Volunteer Firefighter and EMS Responder Tax Increase Introduced in Senate


On March 18, Senator Chris Dodd (D-CT) along with original co-sponsor Senator Susan Collins (R-ME) introduced the Volunteer Responder Incentive Protection Reauthorization Act (S. 3136), which would extend income tax exemptions on property tax benefits and up to $360 per year of "other benefits" that volunteer firefighters and EMS personnel receive as reward for their service. VRIPA, which was enacted in 2007, expires at the end of this year. In addition to extending the benefit, S. 3136 would increase to $600 the amount of "other benefits" that are exempt from federal income tax in a given year.

Loomis had climbed the silo to investigate the situation and was returning back down the ladder when the silo exploded. Assistant Fire Chief Loomis died from injuries sustained in the explosion. The incident remains under investigation.
