NPPD Under Secretary Reinforces Shared Responsibly of Preparedness
National Protection and Programs Directorate (NPPD) Under Secretary Rand Beers served as the keynote speaker at a two-day conference hosted by the Chicago Office of Emergency Management and Communications. The under secretary focused his remarks on counterterrorism, preparedness, and resiliency activities. He, along with other speakers, also discussed the department's Improvised Explosive Devices (IED) detection, mitigation, awareness, and training programs. Making reference to the recent arrest of a man who possessed materials consistent with the manufacture of homemade explosives in New York City, the under secretary said, "The recent events in New York underscore the importance of sharing the responsibility of securing America's critical assets and strengthening partnerships between federal, state, and local governments." The under secretary's sentiments were echoed by other officials, such as Ray Orozco, Executive Director of Chicago's Office of Emergency Management and Communications, and R.J. Holly of the Federal Bureau of Investigations, each of whom expressed his commitment to strengthening partnerships throughout all levels of government to protect the citizens of Chicago and the surrounding region. The conference featured a presentation by Charlie Payne, Chief of the DHS Office of Bombing Prevention (OBP). His presentation highlighted methods and capabilities local, state, and private sector entities can deploy to prevent against IED attacks, including comprehensive programs to educate and train emergency personnel and raise public awareness of the risks from IEDs. More information about the OBP IED programs is available at http://www.dhs.gov/xabout/structure /gc_1184010933025.shtm. Source: DHS Back to Top

Secretary Announces More than $380 Million in Preparedness Grants
Secretary Janet Napolitano announced more than $380 million in grants - funded by the American Recovery and Reinvestment Act (ARRA) - to pay for fire station construction and port and transit security initiatives nationwide while creating jobs and stimulating local economies. The ARRA grants will protect critical infrastructure facilities and transit systems, and strengthen community response efforts by supporting new fire station construction and upgrades. "Infusing these Recovery Act dollars into local projects across the country will strengthen the nation's preparedness while helping to reinvigorate America's economy," said Secretary Napolitano. "These grants will enhance the resiliency of our critical infrastructure and improve our emergency response capabilities by supporting risk-based initiatives integral to our national security." Numerous critical homeland security programs will be funded through the grants. The Port Security Grant Program is awarding $150 million in ARRA funding to protect critical port infrastructure from terrorism and enhance maritime domain awareness and risk management capabilities. The Transit Security Grant Program is awarding $72 million in ARRA funding for capital projects, such as improvements to high-density tunnels, stations, and bridges. The Fire Station Construction Grant Program is awarding $166 million for fire departments to build new or modify existing fire stations in ways that enhance response capabilities and protect communities from fire-related hazards. These ARRA grant announcements come in addition to more than $1.34 billion awarded earlier this year for DHS port, transit, and firefighter assistance grants. In awarding ARRA funds, DHS prioritizes shovel-ready projects that infuse resources into local economies quickly while meeting critical security needs. DHS has obligated more than 30 percent of its ARRA funds to date, and is on track to obligate more than 50 percent by the end of September 2009. More information about this can be found at http://www.dhs.gov/ynews/releases/pr_1253638502878.shtm.
