Groundbreaking Takes Place for New, Consolidated DHS Headquarters
|

Secretary Napolitano last week
joined federal and local officials at a groundbreaking ceremony at St.
Elizabeths where a new, consolidated DHS headquarters in Washington, D.C. will
be built. She emphasized the ongoing effort to consolidate disparate offices
into one DHS headquarters.
"The Department of Homeland Security
continues to unify our many components into one cohesive agency with a shared
central mission," the secretary said. "The
construction of our new headquarters at St. Elizabeths using Recovery Act
funding will help consolidate more than 35 offices in the Washington area while
creating thousands of local jobs."
Joining Secretary Napolitano at the
groundbreaking were General Services Administration (GSA) Acting Administrator
Paul Prouty and Sen. Joe Lieberman (I-Conn.), Rep. Eleanor Holmes Norton (D-D.C.),
Washington Mayor Adrian Fenty, Councilman Marion Barry, and the construction
team working on the DHS headquarters consolidation project.
The project will be the largest in
the Washington metropolitan area since the building of the Pentagon. The 2009
Recovery Act passed by Congress earlier this year allocated $200 million to DHS
and $450 million to GSA for the construction of the new DHS headquarters.

H1N1 Preparedness Guide for Small Businesses

 Secretary Napolitano today joined Small Business
Administration (SBA) Administrator Karen Mills and Centers for Disease Control
and Prevention Influenza Division Deputy Director Daniel Jernigan to announce a
preparedness guide to assist small businesses in planning for the H1N1 flu.
"Small businesses play an essential role in our
national effort to prepare for all disasters and emergencies-including the H1N1
flu," the secretary said. "This guide will help America's small businesses
maintain continuity of operations and resiliency as the fall flu season
approaches."
"Small business owners should take the time to
create a plan, talk with their employees, and make sure they are prepared for
flu season," added SBA Administrator Mills. "For countless small businesses,
having even one or two employees out for a few days has the potential to
negatively impact operations and their bottom line. A thoughtful plan will help
keep employees and their families healthy, as well as protect small businesses
and local economies."
Outbreaks of H1N1 flu are occurring now across the
country and will likely coincide with the return of seasonal flu this fall and
winter. The preparedness guide offers small business employers tools and
information to help them plan for and respond flexibly to an H1N1 outbreak of
varying levels of severity - which may lead to increased absenteeism and, if
the outbreak becomes more severe, may include restricted service capabilities
and supply chain disruptions. Additional preparations may be necessary if a
more serious outbreak evolves during the fall and winter.

Application Period to Open Fiscal Year 2009 Fire Prevention and Safety Grants

The Department of Homeland Security has posted the FY2009 Fire Prevention and Safety (FP&S) Grants Program Guidance on the Assistance to Firefighters Grants (AFG) Program Website. The application period is scheduled to begin on September 21, 2009 at 8:00 a.m. Eastern Standard Time (EST). Applications for these grants must be received by October 23, 2009, at 5:00 p.m. Eastern Standard Time (EST).
FP&S grants support projects that enhance the safety of the public and firefighters from fire and fire-related hazards. The grants are competitive, and their primary goal is to target high-risk populations. Grant awards are made in order to mitigate high incidences of death and injury and to carry out research for improving firefighter safety. Examples of the types of fire prevention projects that are supported by FP&S include smoke alarm installation, fire prevention and public safety education campaigns, juvenile fire setter interventions, media campaigns, and arson prevention and awareness programs. Organizations that are eligible to apply under the research activity should consult the Program Guidance for detailed information on priorities and areas of emphasis.
An applicant tutorial for the fire prevention activity will be available through the www.firegrantsupport.com Website. The tutorial provides you with valuable grant information and will walk you through the preparation and submittal of competitive applications. In addition, the applicant tutorial will provide an overview of the fire prevention funding priorities and evaluation criteria. Applicants who have questions regarding the Fire Prevention and Safety Grants opportunity should contact the help desk as soon as possible at 1-866-274-0960 or at firegrants@dhs.gov. During the application period, the help desk will operate Monday to Friday, from 8:00 a.m. to 4:30 p.m. (EST), but is prepared to revise hours of operation based on volume, demand, holidays and urgency to complete the FP&S Grants application period and processing for FY09.
The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grant Programs Directorate in coordination with the U.S. Fire Administration.

Incident Description: Incident Description: Firefighter Sharon was operating fire department apparatus, a 1978 Ford F350 Mini Pumper, and returning from a motor vehicle accident. As Sharon approached the fire department, he suffered a medical emergency. Subsequently, the apparatus left the roadway traveling approximately 150 feet before coming to a final resting position when the vehicle struck an unoccupied fifth-wheel camper trailer parked on the property neighboring the fire station. Firefighter Sharon was taken to New Horizons Medical Center by the Owen County EMS where he was later pronounced dead. The cause of the medical emergency and vehicle accident are still under investigation by the state police.
