Administration Releases Detailed Fiscal Year 2010 Budget Proposal; Proposes Cutting Funds to FIRE Grant Program

On Thursday, May 7th, the White House released the appendix for the Administration's Fiscal Year 2010 budget proposal, detailing requested funding levels for programs and offices in the federal budget. The Administration initially released a blueprint of the $3.6 trillion budget in February, giving a snapshot of the President's spending plan.
The Administration has proposed funding the Staffing for Adequate Fire and Emergency Response (SAFER) program at double the level it was funded in FY2009, increasing funding to $420 million for this crucial program. The United States Fire Administration (USFA) also receives a modest increase of approximately $600,000. The State Homeland Security Grant Program receives the same level of funding as FY2009 ($950 million) and the Urban Area Security Initiative (UASI) receives a $50 million increase.
Unfortunately the Administration proposes funding the popular FIRE grant program at only $170 million - a cut of nearly 70% from Fiscal Year 2009. The program, which received $3.2 billion in requests in Fiscal Year 2008, provides funding for critical equipment, training, and apparatus directly to local fire departments. The program also provides grants for fire prevention and safety programs and firefighter health and safety research.
 While the Administration's budget proposal is meant to serve as a guideline for federal spending, Congress will ultimately determine funding levels for these programs. The House and Senate Appropriations Committees have begun work on crafting Fiscal Year 2010 spending bills. CFSI has reached out to members of Congress regarding the budget proposal and will continue to provide updates as the appropriations process moves forward.

FY 2010 Budget Request Focuses on Secretary Napolitano's Priorities

Secretary Napolitano last week unveiled the department's $55.1 billion budget request for FY 2010, which is part of President Obama's federal budget proposal that was sent to Congress on May 7. The request is focused on the secretary's five major priorities - counterterrorism; border security; immigration law enforcement; disaster preparedness, response, and recovery; and DHS unification and maturation.
"Our proposed budget strengthens current efforts that are vital to our nation's security, bolsters our ability to respond to emerging and evolving threats, and enables DHS to embrace new responsibilities," said Secretary Napolitano. "This budget represents a critical investment in the protection of the American people." In addition to enhancing each priority area, the proposed DHS budget furthers the secretary's major reform goals - government efficiency, transparency, and cohesion - to bring about a new culture of responsibility and fiscal discipline at DHS. The FY 2010 budget request was based on alignment with the department priorities, and programs were assessed based on effectiveness and risk.
The secretary also laid out three cross-cutting initiatives to bolster activities in each priority area - increasing cooperation with state and local law enforcement, international allies, the private sector, and other federal departments; expanding the DHS science and technology portfolio; and maximizing efficiency in operations.

Senate Confirms Timothy Manning as the new FEMA Deputy Administrator for the National Preparedness Directorate

The U.S. Senate last week unanimously confirmed the nomination of Timothy Manning as FEMA Deputy Administrator, National Preparedness Directorate. Commenting on the Senate's action, Secretary Napolitano said, "Tim brings an excellent portfolio and experience to the position, and I am pleased to have him join the DHS and FEMA leadership teams."
Before joining FEMA, Manning served as the Director of New Mexico's Department of Homeland Security and Emergency Management and as Homeland Security Advisor to the Governor. In addition to the state's intelligence and anti-terrorism programs, Manning oversaw the daily administration of the state's disaster and emergency preparedness, mitigation, response, and recovery efforts.

Senator Bernie Sanders (D - VT) has introduced the Volunteer Firefighter and EMS Support Act of 2009 (S. 882) to promote retention and recruitment of volunteer emergency responders. Incident Description: On May 9, 2009 at 2240 hours, Captain Nelson responded to a motor vehicle collision. He carried out emergency response procedures that included Incident Command, EMS assistance, and traffic safety control measures while on scene. He cleared the scene and returned to service at approximately 2315 hours. He was relieved of duty at 1400 hours on May 10, 2009. Approximately eight hours after being relieved of duty at 2141 hours on May 10, 2009, he suffered a heart attack in which Shreveport Fire Department EMS responded to and transported him to the Schumpert Medical Center. He was pronounced dead shortly after arriving at the hospital.
