| UPDATED: 2009-2011 Freshman Congressional List |
|
 Attached in PDF is an updated list of freshman representatives and senators in Congress. As of today, three seats in Congress remain vacant: Illinois 5, New York 20, and one of Minnesota's Senate seats. A special election to fill the House seat of Illinois's 5th congressional district, vacated by Rahm Emanuel, the new White House Chief of Staff, has been scheduled for April 7, 2009, with a primary on March 3. On January 23, 2009, New York Governor David Paterson appointed Democrat Kirsten Gillibrand, who had been the representative from New York's 20th congressional district, to the Senate seat vacated by Hillary Clinton, who was sworn in as the new Secretary of State on January 21. That leaves Gillibrand's House seat vacant, and Governor Paterson is expected to schedule a special election to fill the seat in late March 2009. The results of the election between Norm Coleman (R, incumbent) and Al Franken (D) for one of Minnesota's Senate seats remain in dispute.

CFSI ACCEPTING NOMINATIONS FOR NATIONAL FIRE SERVICE LEADERSHIP AWARDS

(Washington, DC) The Congressional Fire Services Institute (CFSI) is accepting nominations for the CFSI/Motorola Mason Lankford Fire Service Leadership Award and the Senator Paul S. Sarbanes Fire Safety Organization of the Year Award. The presentations of these two distinguished awards will take place at the 21st Annual CFSI National Fire and Emergency Services Dinner on April 2, 2009 in Washington, DC. Jointly sponsored by CFSI and Motorola, the Mason Lankford Fire Service Leadership Award was established in 1998 to recognize fire service leaders for their advocacy of fire/emergency services and life safety issues at the local, state and federal levels of government. The award is named after the late-J. Mason Lankford, Jr., who was instrumental in helping former Congressman Curt Weldon establish the Congressional Fire Services Caucus in 1987 and CFSI in 1989. Lankford's message always addressed the needs of all first responders and his dedication to the fire service continues to guide the mission of the CFSI. The Senator Paul S. Sarbanes Fire Safety Organization of the Year Award was established in 2007. Named in honor of former Senator Paul Sarbanes of Maryland, the award is co-sponsored by the Congressional Fire Services Institute and National Fallen Firefighters Foundation. The award recognizes organizations for their outstanding contributions to firefighter health and safety. During an illustrious 36-year career in Congress, Senator Sarbanes was a strong advocate for the nation's fire service, having served as Chairman of the Congressional Fire Services Caucus and introducing legislation that created the National Fallen Firefighters Foundation. With corporate support from VFIS and State Farm, CFSI and NFFF are able to raise greater awareness for firefighter health and safety through their sponsorship of the Sarbanes award. DHS Establishes Voluntary Private Sector Preparedness Program Seeks public comments in writing and at public hearings

DHS last month published a Federal Register notice asking for comments about a voluntary private sector accreditation and certification preparedness program that will assess whether a private sector entity complies with one or more voluntary preparedness standards the department will adopt. Congress authorized the Private Sector Preparedness (PS-Prep) program as part of legislation it passed in 2007 implementing recommendations of the 9/11 Commission.
DHS said it will work closely with the private sector in developing the PS-Prep program's standards and emphasized that no private sector entity will be required to comply with any standard adopted under the program. However, DHS is encouraging all private sector entities to consider seeking certification on an appropriate standard adopted by DHS, once those standards become available later this month.
The purpose of PS-Prep is to encourage private sector preparedness. The program does so by providing a mechanism for a private sector entity - a company, facility, not-for-profit corporation, hospital, stadium, university, etc.- to receive a certification from an accredited third party that it is in compliance with a private sector preparedness standard adopted by DHS. The department has selected an accreditation body, ANSI-ASQ National Accreditation Board, to develop and oversee the certification process, manage the accreditation, and accredit qualified third parties to carry out the certification in accordance with the accepted procedures of the program.
As part of its commitment to developing a program built upon a collaborative process, DHS is fully engaging the private sector through a range of partnerships, public forums, comments, and other outreach efforts. Private sector entities can get involved in the program by submitting comments, suggesting private sector standards to be adopted by DHS, and participating in one of the public forums on the topic. Details about these forums will be posted at www.fema.gov. DHS has posted the Federal Register notice about the PS-Prep program at http://www.regulations.gov. Municipal Water Supply System Challenges

 There are numerous challenges in administering a local water supply system to ensure adequate water supply and pressure for fire protection. Water storage capacity, system demand, supply interruption, number and performance of fire hydrants, use of non-potable water, and alternative water supply are some of the issues that confront both water utilities and fire departments.

FY2009 AFG Workshop Schedule Posted

 The Assistance to Firefighters Grants Program Office has posted the schedule for the conduct of applicant workshops for the FY2009 Assistance to Firefighters Grants (AFG). The schedule is available at www.firegrantsupport.com. The schedule will be updated daily with any new/updated information about the scheduled workshops. As such, users are encouraged to revisit the site to update themselves on locations, times and any other AFG information.
Applicant workshops are conducted by AFG regional staff and are free to all attendees. Each workshop is about 2 hours long. All workshops provide the same informational material and is reflected in a PowerPoint presentation. The material is also posted at the AFG website: www.firegrantsupport.com. While the application period has not been established, you will be able to find the latest information on the grant opportunity on the AFG website as it becomes available including the application period, the online applicant tutorial, frequently asked questions, and the FY2009 AFG Program Guidance.
The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grants Program Directorate in coordination with the U.S. Fire Administration.

Provisional Report Shows Decrease in Number of Line-of-duty Deaths Due to Heart Attack Heart Disease remains leading cause of on-duty firefighter fatalities

The United States Fire Administration (USFA) announced there were 114 line-of-duty firefighter fatalities in the United States in 2008. Preliminary estimates indicate that heart attacks and strokes were responsible for the deaths of 50 firefighters (43.8%) in 2008. This shows a decrease from 54 of the 118 (45.7%) firefighters in 2007. However, heart disease remains the leading cause of on-duty firefighter deaths.

There is still time to nominate an outstanding volunteer firefighter for the NVFC Fire Prevention Award. Recognize the fire prevention efforts and achievements of a volunteer firefighter you admire by nominating them for this prestigious national award. Nominations must be received by February 13.
Sponsored by First Alert, the NVFC Fire Prevention Award annually honors a volunteer firefighter for remarkable efforts made in the area of fire prevention. The award was established in the memory of volunteer firefighter and NVFC Board member Marc Mueller, who energetically promoted the causes of volunteer firefighters and supported all efforts to elevate the volunteer fire and emergency services to their highest level.
To nominate an individual for the NVFC Fire Prevention Award, submit a nomination packet including:
- a background sheet or resume containing an overview of the individual's experience, education, and other pertinent information
- letters of recommendation supporting the nominee
