In U.S. Supreme Court ruling February 25, 2009 By Katie Mulvaney Projo.com Narragansett Indian Tribe loses fight for sovereignty over 31-acre parcel in Charlestown The U.S. Supreme Court yesterday ended the Narragansett Indian Tribe's decade-long fight for control over 31 acres in Charlestown, spelling a major victory for Rhode Island and other states looking to impose their laws on Indian lands. In an 8-to-1 decision, the high court found that the U.S. Department of Interior cannot place the land in trust for the tribe because the Narragansetts were not under federal jurisdiction when Congress passed the Indian Reorganization Act in 1934. The Narragansetts gained federal recognition in 1983. 
 
Court rules for state in American Indian land case By RAY HENRY The Associated Press Tuesday, February 24, 2009  PROVIDENCE, R.I. -- The U.S. Supreme Court on Tuesday limited the federal government's authority to hold land in trust for Indian tribes, a victory for Rhode Island and other states seeking to impose local laws and control over development on Indian lands.

 Alturas Rancheria: Yreka casino opening 'just rumors' Mike Slizewiski Feb. 24, 2009 Siskiou Daily News Despite rumors to the contrary, Darren Rose of the Alturas Rancheria denied that the opening of the long-stalled casino south of Yreka is imminent.
"No, nothing has changed," Rose said this weekend, stating that the rumors are just that - rumors and nothing more.
The talk around town had built up enough steam recently that a local chapter of Gamblers Anonymous has formed, with its first meeting to be held at 7 p.m. Tuesday, Feb. 24 at the Greenhorn Grange in Yreka. 

Our Opinion: Casino a good thing, but beware By IMPERIAL VALLEY STAFF February 24, 2009 11:27 PM PST We've long thought the Calexico casino project would be good for the city and it's nice to finally see a bit of movement on that front, but we hope the city isn't putting all its eggs in one basket prematurely. On Monday, the Calexico Planning Commission gave its nod of approval that will move the issue onto the Calexico City Council, which in March will be tasked with approving the project's environmental impact report, a related zoning change and the development's specific plan.
That will make the project that much closer to fruition depending on whether an off-reservation designation is awarded to the Manzanita Band of Kumeyaay Indians and whether the state awards a new compact.But who knows when or if that will happen.

State Legislation:
HR 9: Price - Resolved by the Assembly of the State of California, That the week of March 1 to March 7, 2009, inclusive, be recognized as National Problem Gambling Awareness Week and the agencies and organizations described above be commended for their concerted effort to raise public awareness of problem gambling; and be it further  
SB 126: Cedillo - Legislation is also needed to clarify that existing law requires that all charitable bingo must be played using a tangible card and that the only permissible electronic devices to be used by charitable bingo players are card-minding devices.  
AB 293: Mendoza - (not sure of the intent of this bill)So far, addresses definitions etc.  This is a wait and see.
 
Federal Legislation:
S. 338 US Senator Feinstein:  Requires a two-part determination for the expansion of the gaming facility or scope of gaming at Casino San Pablo operated by the Lytton Band.  Provides greater scrunity by the public and local government. Restores the management of the localtion and scope of gaming to the State of California. PLEASE SEND A LETTER OF SUPPORT.
