The unanimous vote came after more than a dozen tribes reaffirmed their opposition to the proposed regulation, which would require California's $8 billion Indian gaming industry to adhere to internal controls as least as stringent as those adopted by the National Indian Gaming Commission. Both sides have warned that the clash appears headed toward a legal fight that could settle the underlying debate over whether the state has the power to unilaterally impose regulations on Indian casinos

It remains unclear whether the Quechan Tribe obtained private funding needed to secure bonds for building a new resort after Tribal President Mike Jackson issued a "no comment" on the matter Monday. A global credit squeeze led Fitch Ratings to downgrade $155 million in bonds issued for the new casino and report that the tribe is likely to be in jeopardy of default if it cannot gain the final $25 million of the $214 million project. Jackson said the tribe would have the funding by Friday following the Oct. 3 report by the Securities and Exchange Commission-recognized independent rating agency.

Amador County and the state have a very different interpretation from that of the pro-casino group. In the state's response to the DEIS, Andrea Hoch, the governor's legal secretary, reiterated the state's position that the tribe's "restored lands" justification for Indian gaming was "not supported by the facts or law and, therefore, the proposed acquisition did not qualify." This is an issue that will undoubtedly be resolved in federal court, where a claim to qualify for something that is unsupported by facts carries little weight. Meanwhile, pro-casino candidates will talk of "smart growth" or some other misleading euphemism for what this casino project actually represents. I'm more inclined to be reminded of the old joke about putting lipstick on a pig.
 
Attorney General Announces take down of illegal gambling ring10/10/2008, Office of the Attorney General of California
LOS ANGELES -Attorney General Edmund G. Brown Jr. today announced that California Department of Justice special agents, assisted by the FBI, brought down an illegal gambling ring on Wednesday which took bets on the winning numbers of the California Daily 3, paid out the cash and hoarded the profits. "The California State Lottery helps to fund education for millions of children in California," Attorney General Brown said. "It should not be exploited by criminals for their own personal gain. I want to thank the FBI for working with my office to put an end to this illicit scheme."

H. R. 2963 - Congressman Issa Transfers without regulatory environmental process 1,178 ac. in Riverside and San Diego Counties to the Pechanga Band.  AMENDED TO INCLUDE: 
No Gaming. Maintained as open space and construction consistent with this purpose.
No existing right of ways or right of use prior to the date of enactment are affected. 
H.R. 3490 - Congressman Radanovich Declares that specificed federal lands are to be held in trust by the US for the benefit of the Tuolumne Band of Me-Wuik Indians  for non gaming purposes.
H.R. 5608 Congressman Rahall - mandates that adminstration directly consults with tribes on policies that directly affect their lives.
H. R. 5680 Congressman Grijalva - A bill to extend leases for Morongo and transfer money to CRIT.
S. 2676 - Senator Vitter - Common Sense Indian Gambling Reform Act of 2008. To make technical corrections to IGRA. Consultation with local government.
S. 3320  - Tribal Law and Order Act - to be introduced in early 2009.
