Attorney General Brown undermines casino regulation 9/17/2008, S. F. Chronicle Uh-huh. Brown's actions don't make much sense - until you remember that he's a likely candidate for governor in 2010. Here's the basic story: The National Indian Gaming Commission used to enforce basic standards for gambling tribes across the country. (These standards, known as minimum internal controls, cover important security measures like internal audits, surveillance, money transfer and slot machine calibration.) In 2006, a federal court decided that the commission lacked the authority to do so - meaning that state gambling regulators had to impose rules of their own. It should have been easy enough for the state commission to impose an emergency regulation adopting national standards, but of course, it wasn't. Now more than 40 gaming tribes have gone nearly two years without minimum internal controls, and they continue to resist them - only now they're doing so with the attorney general's help. | |

Soboba Tribal Member Arrested for Home Invasion 9/16/2008, CBS channel 2 By KPSP Local 2 News One of two men accused of committing an armed home invasion robbery in San Jacinto was arrested Tuesday morning, after reportedly taking refuge on the Soboba Indian Reservation. David Neil Morreo a Soboba Tribal member was arrested around 3:45 AM at a home in San Jacinto.
Prisoner Arrested for Murder of Teen on Pala Reservation 9/16/2008, San Diego- Channel 6 A man already serving time at Donovan State Prison was booked Tuesday on suspicion of murdering a teenager on the Pala Indian Reservation two months ago, a sheriff's official reported. John Edward Maxcy, 29, was arrested at the Otay Mesa-area penitentiary, where he was serving time on an unrelated charge, homicide Lt. Dennis Brugos said. Maxcy allegedly killed 18-year-old Devin Blackowl and left his body in a dirt lot in the 34600 block of Lilac Road, according to Brugos. A security guard found the slain youth the afternoon of July 24.
Soboba tribal member arrested 9/16/2008, The Press Enterprise After a 12-hour standoff, authorities on Tuesday arrested a Soboba tribal member suspected of robbing a woman and taking refuge on the Soboba Indian Reservation. Riverside County sheriff's investigators tracked David Neil Morreo, 34, Monday afternoon to a home in San Jacinto, where he barricaded himself inside before a SWAT team invaded the home at 3 a.m. according to a sheriff's report.

Class III Tribal State Gaming Compact Process9/2/2008, Federal Register SUMMARY: On July 2, 2008, the Bureau of Indian Affairs (BIA) proposed a rule to establish procedures for Indian tribes and States to submit Tribal-State compacts and compact amendments, governing the conduct of class III gaming activities on the tribe's Indian lands located within that State, for review and approval by the Secretary of the Interior (see 73 FR 37907). This notice extends the comment period for that proposed rule by 20 days, to September 22, 2008.
NIGC Announces Extension on Comment Period for After-Acquired Lands Policy9/4/2008, National Indian Gaming Commission Washington, DC September 4, 2008 - National Indian Gaming Commission (NIGC) Chairman Philip N. Hogen announced today that the agency is extending the time period for comments on how the NIGC should handle its decisions under the after-acquired lands provision of the Indian Gaming Regulatory Act (IGRA), 25 U.S.C. § 2719, in light of the Department of the Interior's new regulations on that topic (73 FR 29354). In an August 11, 2008, letter to tribal leaders, Chairman Hogen had asked for input on the issue by September 5, 2008. That timeframe has now been extended to September 30, 2008.

EPA sent reponses directly to the states on August 19 and tribes on or around August 20, 2008, and plans to make final designation determinations for the 2006 24 hour PM2.5 National Ambient Air Quality Standards.
