Surprise twist in casino rules

Background: State and federal officials have been struggling since 1999 to establish internal security guidelines to protect the integrity of the games at Indian casinos and keep an eye on the cash. What's changing: A U.S. court tossed out a set of federal standards in 2006. Since then, California's gambling commission has sought to incorporate the federal rules as a state mandate. The future: Tribal opposition is expected to head to court.

The two robbers were described as being in their 20s. One, known only as John, had "Soboba Rez" tattooed on his left forearm. The other had the word "Soboba" tattooed on his neck in large letters.

SAN JACINTO, Calif. -- At a time of heightened tensions between the Riverside County Sheriff's office and the Soboba Band of Luiseno Indians, deputies Sunday sought two suspected gunmen from the reservation who are believed to have committed an armed home invasion robbery in nearby San Jacinto. Deputies said no shots were fired and no one was injured in the latest incident, which was reported about 11 a.m. Saturday at a home in the 1100 block of East Main Street in downtown San Jacinto, according to San Jacinto police Sgt. Rick Garcia. Witnesses trailed the suspects, who were armed with chrome-plated handguns, as the men drove past a tribal checkpoint and entered the Soboba Reservation. The vehicle was located by a sheriff's helicopter outside a home on the Soboba reservation and seized for evidence by Hemet-based deputies, Garcia said.

11 people indicted on federal bribery charges involving Pechanga casino 9/12/2008, The Desert Sun
A San Diego federal jury indicted 11 people for alleged involvement in a bribery scheme involving a dozen casinos nationwide, including Pechanga Resort & Casino in Temecula, over a five-year period, the Justice Department announced today. The government alleges the defendants and unnamed co-conspirators formed and participated in a conspiracy called the ``Tran Organization'' from March 2002 to July 2007. In addition to Pechanga, the organization was active at two Indian gaming facilities in San Diego County -- the Barona Valley Ranch Resort and Casino in Lakeside and the Sycuan Resort and Casino in El Cajon, court papers allege.

 Class III Tribal State Gaming Compact Process9/2/2008, Federal Register SUMMARY: On July 2, 2008, the Bureau of Indian Affairs (BIA) proposed a rule to establish procedures for Indian tribes and States to submit Tribal-State compacts and compact amendments, governing the conduct of class III gaming activities on the tribe's Indian lands located within that State, for review and approval by the Secretary of the Interior (see 73 FR 37907). This notice extends the comment period for that proposed rule by 20 days, to September 22, 2008.  
 

NIGC Announces Extension on Comment Period for After-Acquired Lands Policy9/4/2008, National Indian Gaming Commission
Washington, DC September 4, 2008 - National Indian Gaming Commission (NIGC) Chairman Philip N. Hogen announced today that the agency is extending the time period for comments on how the NIGC should handle its decisions under the after-acquired lands provision of the Indian Gaming Regulatory Act (IGRA), 25 U.S.C. § 2719, in light of the Department of the Interior's new regulations on that topic (73 FR 29354). In an August 11, 2008, letter to tribal leaders, Chairman Hogen had asked for input on the issue by September 5, 2008. That timeframe has now been extended to September 30, 2008.
