Sycuan liquor bid threatens tranquillity

EAST COUNTY - The Sycuan Indian band, which owns a large casino in our community, recently applied to the ABC for a liquor license for that facility. The announcement of that application sent a chill through all of us who must drive the few narrow and winding roads that lead to and from the casino. Casino patrons, even mildly impaired, will represent a deadly threat to our friends and loved ones on those roads. We have nightmares of the slaughter that would result.

Important Federal Legislation to watch for: Dorgan said a priority of the committee will be passage of the Tribal Law and Order Act, which will impose accountability measures at the federal level, strengthen tribal justice systems at the local level, and reauthorize and improve programs to fund tribal justice systems. 
 
Crash Sparks Brushfire

SAN DIEGO -- A single-vehicle accident early Sunday knocked a power pole onto a roadway near the Barona Valley Ranch Resort and Casino, and touched off a small brush fire, a California Highway Patrol dispatcher said. 
 
Pauma Band offers casino 'games' on its website9/8/2008, Indianz.com
The California Gambling Control Commission is looking into a virtual casino being offered by the Pauma Band of Mission Indians. The tribe launched the games on the Casino Pauma website last month. Players can try their luck on slot machines, table games and card games. No money exchanges hands so the games are legal, according to the tribe and an expert in gambling law. But the state is trying to determine whether the virtual casino violates the tribal-state compact.

At Barona Valley Ranch Resort & Casino, the commitment to environmentally sound practices throughout the property isn't taken lightly. "We've tried to lead the charge in conservation and responsible resource management with our facilities," said Rick Salinas, general manager for Barona Valley Ranch Resort & Casino. The commitment, he said, stems from the resort's tribal owners, the Barona Band of Mission Indians. "The tribe has always tried to live in harmony with nature. They've had a longstanding commitment to nature and the environment here on the reservation."

 Class III Tribal State Gaming Compact Process9/2/2008, Federal Register SUMMARY: On July 2, 2008, the Bureau of Indian Affairs (BIA) proposed a rule to establish procedures for Indian tribes and States to submit Tribal-State compacts and compact amendments, governing the conduct of class III gaming activities on the tribe's Indian lands located within that State, for review and approval by the Secretary of the Interior (see 73 FR 37907). This notice extends the comment period for that proposed rule by 20 days, to September 22, 2008.  
 

NIGC Announces Extension on Comment Period for After-Acquired Lands Policy9/4/2008, National Indian Gaming Commission
Washington, DC September 4, 2008 - National Indian Gaming Commission (NIGC) Chairman Philip N. Hogen announced today that the agency is extending the time period for comments on how the NIGC should handle its decisions under the after-acquired lands provision of the Indian Gaming Regulatory Act (IGRA), 25 U.S.C. § 2719, in light of the Department of the Interior's new regulations on that topic (73 FR 29354). In an August 11, 2008, letter to tribal leaders, Chairman Hogen had asked for input on the issue by September 5, 2008. That timeframe has now been extended to September 30, 2008.

EPA sent reponses directly to the states on August 19 and tribes on or around August 20, 2008, and plans to make final designation determinations for the 2006 24 hour PM2.5 National Ambient Air Quality Standards.
