Clash With Tribe Spurs Effort to Shut a Casino

Separately, a residents group here in San Jacinto, a city that borders the reservation, has written to Gov. Arnold Schwarzenegger claiming that crime near the casino and restrictions on deputies violated the tribe's state gambling compact. The residents also want the governor to reject a proposal by the tribe to add more land to its federal trust, for a second casino and for a hotel and gas station, although there is a dispute about whether the matter falls under state or federal jurisdiction. Sheriff Sniff described the Soboba as having "a culture of violence," citing incidents of illegal weapons possession, car theft, drug possession and, most recently, gang activity, among some members. "There is an imminent danger to the thousands of people that flow in and out of that casino," he said, "and to the people who live in communities around the reservation."

Regarding the article on safety issues ("Critics: Not in our town," Aug. 22), I would guess that Jerry Uecker and his merry band are not yearning to go down in the history of this Valley as respected men like Record, Goepp, and others who worked diligently and without fanfare to unify this great old Valley. Rather, in their casual arrogance, they would shut down a thriving enterprise that employs hundreds of people in this Valley for, what it appears, their own self-interest.

Charities and gambling companies Another famous movie cliché is that the hero is on the side of the law. Senate Bill 1369 is not about charities vs. tribes; rather, it is about casino-style gaming companies propping up and using charities to continue raking in outrageous profits in an unregulated industry. The Bee has always served the public interest on gambling issues. Nonetheless, this time The Bee needs to look deeper into the story ("B-I-N-G-O V-E-T-O," editorial, Aug. 24). The tribes offered to give the charities in Sacramento an entire year's worth of revenue from the machines, but the charities refused. Why? Some charities unfortunately have become puppets of slot machine operators who want to operate in urban areas of California. These small charities are apparently willing to break the law for pennies from corrupt machine manufacturers and parlor operators. Unscrupulous parlor operators, under the pretense of charity bingo, have exploited charity gaming law, developing a cottage industry exempt from the California Franchise Tax Board. This bill will benefit charities all over the state, big and small, through coalitions that can set up bingo games staffed by volunteers, directly benefiting the charities consistent with the will of the voters in the authorization of bingo through Proposition 9 in 1976.

Why it's newsworthy: Some of the contributions made in 2008: $145,000 to the California Democratic Party $7,200 to Assembly Speaker Karen Bass, D-Los Angeles $7,000 to San Bernardino County District Attorney Michael A. Ramos $2,500 to San Bernardino Mayor Pat Morris $500 to San Bernardino County Assessor Bill Postmus

Class III Tribal State Gaming Compact Process9/2/2008, Federal Register SUMMARY: On July 2, 2008, the Bureau of Indian Affairs (BIA) proposed a rule to establish procedures for Indian tribes and States to submit Tribal-State compacts and compact amendments, governing the conduct of class III gaming activities on the tribe's Indian lands located within that State, for review and approval by the Secretary of the Interior (see 73 FR 37907). This notice extends the comment period for that proposed rule by 20 days, to September 22, 2008.  
 
Intertribal court has new home on Rincon reservation

VALLEY CENTER, Calif. - Six years after $150,000 was secured from the Justice Department to create a judicial system for a cluster of Indian tribes in San Diego County and an incremental process to reach permanence, the Intertribal Court of Southern California has its home. Area Indian tribes dedicated the new justice center, which includes a court room, Aug.1 on the Rincon Band of Luise�o Indians reservation. Now, 10 member tribes can settle disputes, resolve criminal matters and seek other legal assistance at the centrally located reservation in the heart of San Diego County's Indian country.
