Florida Supreme Court rules in Seminole compact case7/3/2008, Indianz.com The court noted that the tribe is subject to state jurisdiction under Public Law 280. "Based on these state and federal provisions, what is legal in Florida is legal on tribal lands, and what is illegal in Florida is illegal there," the opinion stated. The court did not determine whether the tribe can offer the games as a matter of law under the Indian Gaming Regulatory Act of 1998. Instead the court said it should be up to the state Legislature to determine what types of gaming are legal. "The agreement becomes official on Monday," Mike Hiles, information officer for the tribe, said on Wednesday.
High Tech Casino Cheats Plead Guilty7/3/2008, Technology News Daily A three-count indictment was returned in San Diego on May 22, 2007, and unsealed on May 24, 2007, charging Johnson and 13 others each with one count of conspiracy to participate in the affairs of a racketeering enterprise; one count of conspiracy to commit several offenses against the U.S., including conspiracy to steal money and other property from Indian tribal casinos; and one count of conspiracy to commit money laundering. As part of his plea agreement, Johnson agreed to have a separate indictment against him transferred to San Diego for plea purposes. The separate indictment, returned on May 24, 2007, in the Western District of Washington, charged Johnson and seven others for alleged violations related to card-cheating activity at the Emerald Queen Casino. | |
Levine's online poker proposal is closely monitored by gaming tribes 7/3/2008, Capitol Weekly A seemingly innocuous bill that would implore the Department of Justice to begin investigating the future of online poker has quietly been one of the most closely watched bills among tribal gaming interests this year. While hardly any tribal governments have taken formal positions on the measure, they have been actively working behind the scenes, monitoring the bill's progress. The bill, AB 2026 by Assemblyman Lloyd Levine, has been amended once again after a contentious hearing in the Senate Governmental Organization Committee. Levine had tried to actually legalize a system of California-only video poker, but pared back the scope of his bill after quiet opposition from gaming tribes and anti-gambling forces.
Seeking stable source of water, Sycuan looks to Otay district7/3/2008, San Diego Union Tribune EAST COUNTY - The Sycuan Indian band has decided that wells the tribe has long relied upon aren't the answer to its long-term water needs. Sycuan, which is planning to double the size of its casino and build a new resort hotel east of El Cajon, wants to annex its reservation to the nearby Otay Water District. That will allow the tribe to tap into water from the Colorado River and Northern California, like the rest of San Diego County. Neighbors, who sometimes have clashed with the tribe over development issues, are in favor.
Rumsey Tribe pays $6.25 million to state7/2/2008, Daily Democrat The Rumsey Band of Wintun Indians, operators of the Cache Creek Casino Resort, on Monday made a $6.25 million quarterly payment to the State of California under terms of its compact with the state. "Through the compacts, we have made major financial commitments to the state and Yolo County and recognize these funds are important sources of revenue to local and state government," said Tribal Chairman Marshall McKay. "We take our agreements very seriously; the compact is key to the Tribe's ability to provide for our people now and in the future."

AJR 39 - Assembly Member Huffman
Reaffirmation of the Winneman Wintu.
AB 1924 - Assembly Member Jeffries Changes the amount of charitable BINGO funds that may be used for overhead and other operational expenses. Amended 6-18-08
AB 2026 - Assembly Member Levine -
The California Gambling Control in conjunction with the Department of Justice, shall authorize and report its findings to the legislature by June 30, 2009, regarding authorizing interstate Internet Poker. Amended 6-18-008
SB 62 - Sen. Florez - Permits the transfer of funds from the General Fund to the Revenue Sharing Trust Fund for eligible recipient tribes should there be insufficient funds in the Special Distribution Fund.
SB 331 -Sen. Romero - Imposes a state mandated local program to address tresspassers on tribal lands
SB 996 Sen. Florez - This bill would require each tribal state gaming compact entered into between the State of California and a federally recognized Indian Tribe to be ratified by the Legislature in Separate Statute.
SB 1201 - Sen. Battin Increases the aggregate limit of gaming devices licenses available for issuance under the 1999 compacts to 122,000 slot machines without tribal state compact renegotiations.
SB 1328 - Sen. Cedillo - deletes the $250 limitation on bingo game payouts, thereby allows for an award of any denomination.
SB - 1570 - Sen. Vincent - Requires the Governor to use best efforts to ensure that satellite wagering on horese racing is one of the forms of gaming offered at any gambling facility authorized under a compact. SB 1626 - Sen. Steinberg -Game of Bingo to be played by machine with electronic cards. Slot machines? SB 1679 - Sen. Florez - Lottery Reform Bill: requiresthat not less than 87% of revenues be used for prizes and to benefit education, 13% for lottery expenses. Total revenue to education will be decided by the Commission but not less than 1,200,000,000. Requires 1 million to be committed to the Office of Problem and Pathological gambling. Defines, expands and loosens restrictions of lottery game themes.
SB 1695 - Sen. Florez - Prohibits the Governor from negotiating or concluding a gaming compact with a tribe that does not have land held in trust on which the gaming is to occur and that is not federally recognized. Bill passes the Senate.
SCA 20 -Sen. Vincent - Constitutional Amendment authorizes Roulette and Craps on California Indian lands for compact tribes.
SCA 25 - Sen. Florez -Will allow the legislature, to adjust annually the percentages for prizes, public education, lottery expenses and problem gambling awareness and treatment programs. Introduced 6-6-08
