Officials Warn Indian Band Casino Could Close If Violence Continues6/15/2008, KNBC.com SAN JACINTO, Calif. -- The National Indian Gaming Commission has warned a Riverside County Indian band that its casino could be closed in a "worst-case scenario" if violence continues, it was reported Sunday. "Closure of the facility might be necessary" if violent incidents continue near the Soboba Casino, Gaming Commission Chairman Phil Hogen told the Riverside Press-Enterprise. But the local fire department has resumed responding to service calls on the reservation southeast of Riverside after law enforcement and fire officials noted that the situation appears to be calming down, and acts of violence have stopped.

SAN JACINTO, Calif. - After leading the Soboba Band of Luiseno Indians for nearly three decades, Robert Salgado is facing one of his greatest challenges - to set aside years of suspicion and to trust the Riverside County Sheriff's Department. It hasn't been easy. For the past three weeks, the two sides have met behind closed doors to prevent the kind of violence that led to the deaths of three tribal members in shootouts with deputies in May.

The Senate Indian Affairs Committee this week will take up a comprehensive proposal aimed at improving law enforcement on reservations. According to government data, American Indians and Alaska Natives suffer from the highest rates of violent crime in the United States. Native women are more likely to be victims of domestic violence than any other racial or ethnic group. Citing these concerns, the committee held four hearings and a series of listening sessions to solicit input on a draft discussion bill that was unveiled last November. The result of the process is a new proposal that is being distributed to tribes, states, law enforcement officials and other affected stakeholders.

SAN JACINTO, CALIF. -- After leading the Soboba Band of Luiseņo Indians for nearly three decades, Robert Salgado is facing one of his greatest challenges: to try to set aside years of suspicion and trust the Riverside County Sheriff's Department. It hasn't been easy for him.The Soboba tribe signed a five-year contract with the Sheriff's Department in 2005 to patrol the reservation but canceled it a year later. Salgado said he wasn't happy with the service. Deputies said they seized assault weapons and recovered $500,000 in stolen vehicles. Stone said the contract was canceled because authorities were arresting family members of top tribal leaders.

Federal gaming agency raises concerns with Soboba Band6/13/2008, The Press-Enterprise The federal agency that regulates Indian casinos warned the Soboba tribe recently that it could be forced to close its casino if violence on the reservation endangers people there. Phil Hogen, chairman of the National Indian Gaming Commission, confirmed Friday that he and his staff have been talking to the Soboba Band of Luiseņo Indians in the wake of two law enforcement shootouts on the reservation that left three tribal members dead.  

 
Mongols Motorcycle Club president blasts police response6/11/2008, The Press-Enterprise Police were out in force last week, cracking down on what they called an "outlaw biker gang" that passed through Temecula on its way to a weekend gathering in San Diego County. But if the Mongols Motorcycle Club is any indication, bikers are working on their image. The Mongols' president, 51-year-old Ruben "Doc" Cavazos, has a New York publicist and a new memoir about his life as a Mongol. Cavazos said Wednesday that police in Riverside and San Diego counties harassed the group without provocation, stopping Mongols on motorcycles and searching their RVs for contraband.

NORTH COUNTY ---- Several hundred members of the Mongols motorcycle club arrived Saturday afternoon at the La Jolla Indian Reservation campground near Palomar Mountain for an annual chapter meeting, authorities said. Law enforcement agencies consider the Mongols to be one of the most violent motorcycle gangs in the country. The San Diego County Sheriff's Department ramped up patrols of the area near the campground in an effort to prevent disturbances, authorities said. Sheriff's deputies were strategically placed along a roughly 15-mile span of Highway 76 between Pala Road and the Highway 79 interchange, Lt. Bill Donahue said.

 
Mongols Motorcycle Gang Arrests6/10/2008, KNX 1070 News By mid-afternoon traffic in both directions on the 15 slowed to a crawl, partly because drivers paused to watchthe police activity. As many as one-thousand Mongols were on the road Friday in Southern California, heading to the La Jolla Indian Reservation for a weekend gathering.

AJR 39 -  Assembly Member Huffman

Reaffirmation of the Winneman Wintu.  

AB 1924 - Assembly Member Jeffries Changes the amount of charitable BINGO  funds that may be used for overhead and other operational expenses.           AB 2026 - Assembly Member  Levine -

The California Gambling Control in conjunction with the Department of Justice, shall perform a study and report its findings to the legislature by June 30, 2009, regarding authorizing interstate Internet Poker.

SB 62 - Sen. Florez - Permits the transfer of funds from the General Fund to the Revenue Sharing Trust Fund for eligible recipient tribes should there be insufficient funds in the Special Distribution Fund.

SB 331 -Sen.  Romero - Imposes a state mandated local program to address tresspassers on tribal lands

SB 996 Sen. Florez - This bill would require each tribal state gaming compact entered into between the State of California and a federally recognized Indian Tribe to be ratified by the Legislature in Separate Statute. 

 SB 1201 - Sen. Battin Increases the aggregate limit of gaming devices licenses available for issuance under the 1999 compacts to 122,000 slot machines without tribal state compact renegotiations.
SB 1328 - Sen.  Cedillo - deletes the $250 limitation on bingo game payouts, thereby allows for an award of any denomination.
SB - 1570 - Sen. Vincent - Requires the Governor to use best efforts to ensure that satellite wagering on horese racing is one of the forms of gaming offered at any gambling facility authorized under a compact.
SB 1626 - Sen. Steinberg -Game of Bingo to be played by machine with electronic cards.  Slot machines?                                                                                                SB 1679 - Sen. Florez - Lottery Reform Bill:  requiresthat not less than 87% of revenues be used for prizes and to benefit education, 13% for lottery expenses. Total revenue to education will be decided by the Commission but not less than 1,200,000,000. Requires 1 million to be committed to the Office of Problem and Pathological gambling. Defines, expands and loosens restrictions of lottery game themes.
SB 1695 - Sen. Florez - Prohibits the Governor from negotiating or concluding a gaming compact with a tribe that does not have land held in trust on which the gaming is to occur and that is not federally recognized. Bill passes the Senate.
SCA 20 -Sen.  Vincent - Constitutional Amendment authorizes Roulette and Craps on California Indian lands for compact tribes.
