The federal government will likely weigh the potential economic development against crime, traffic and addiction, when drafting an impact study centered on a proposed Indian-owned casino in Calexico. Those were the most prominent issues raised by Imperial Valley residents Thursday at a meeting held by the U.S. Bureau of Indian Affairs.

OROVILLE - A long-simmering battle between Butte County and the developers of a proposed Indian casino, near the intersection of Highways 99 and 149, is moving into the federal courts. This week in closed session, the Butte County Board of Supervisors voted unanimously to file suit in U.S. District Court in Washington, D.C., in an effort to block approval of the proposed Mechoopda casino. In January, the National Indian Gaming Commission, a federal agency that regulates Indian gambling establishments, issued a ruling approving the project. This is not the final approval according to Doug Elmets, a spokesman for the tribe, but it is close.

  • Agua Caliente Band to open new hotel at casino

    The Agua Caliente Band of Cahuilla Indians is preparing for the opening of a $300 million hotel at its Agua Caliente Casino in Rancho Mirage, California. The 16-story, 340-room hotel isn't the only addition at the facility. There's a a 10,000 square foot full service spa, new restaurants and clubs and a new casino floor. The hotel is set to open to the public on April 18.

  • California tribes add slot machines to casinos

    Three California tribes whose gaming compacts were approved by state voters have added thousands of slot machines to their casinos. The Morongo Band of Mission Indians has added more than 900 machines at two casinos. The tribe is looking to add 500 more in the coming months. The Pechanga Band of Luiseno Indians has added 1,300 slot machines. Another 500 Class II machines are being converted to slot machines. The Agua Caliente Band of Cahuilla Indians is adding 1,900 machines to one casino in the coming weeks. Another tribe, the San Manuel Band of Mission Indians, has added 1,500 machines.

    Internet Poker-bwin releases preliminary 2007 results

    Fourth quarter poker revenues were up at bwin Interactive Entertainment AG, operator of bwin poker, according to the preliminary results for 2007 that the company released today. The company's fourth-quarter gross gaming revenues rose by 24.9% to €102.3 million in 2007. The majority of which came from sports betting with poker bringing in the second most for bwin. From bwin poker, the company saw fourth-quarter revenues up 26.7% from the same quarter in 2006, bringing in €21.8 million. According to a bwin press release, this places the company among Europe's largest poker providers. Poker revenue also rose for the year overall, as it went from €59.4 million in 2006 to €82.3 million in 2007.

    Land into Trust For Gaming:

  • 3/21/2008, Elk Valley Rancheria
    On March 18, 2008, the U.S. Department of the Interior, Bureau of Indian Affairs accepted the Elk Valley Rancheria, California's Martin Ranch property in trust for gaming purposes. The 203.5 acre parcel will be the site of the Elk Valley Resort and Casino. The Martin Ranch property is located one (1) mile from the Tribe's Rancheria boundaries. Chairman Dale Miller stated: "We are excited about our economic future. We successfully completed a process that took nearly seven years. We satisfied the most rigorous environmental review and various changes in federal policy. We could not have done so without the support of the local community and the steadfast commitment of the Tribal Council and Tribal staff and consultants. Of course, we also have our General Counsel, Bradley Bledsoe-Downes and he has been an invaluable asset to Elk Valley Rancheria and has accomplished that which other Tribes have not been able to accomplish. Another great asset is David Zweig of Analytical Environmental Services (AES). Our success in this process was expedited and completed because of their expertise, commitment and knowledge in the field."

    State Legislation to Watch

    AJR 39 -  Assembly Member Huffman

    Reaffirmation of the Winneman Wintu.

    AB 1314 -Assembly Member Strikland

    BINGOAn Act to amend section 326.5 of the California Penal Code.

    AB 1924 - Assembly Member Jeffries Changes the amount of charitable BINGO  funds that may be used for overhead and other operational expenses.

    AB 2026 - Assembly Member  Levine -

    The California Gambling Control in conjunction with the Department of Justice, shall perform a study and report its findings to the legislature by June 30, 2009, regarding authorizing interstate Internet Poker.

    AB 62 - Sen. Florez - Permits the transfer of funds from the General Fund to the Revenue Sharing Trust Fund for eligible recipient tribes should there be insufficient funds in the Special Distribution Fund.

    SB 331 -Sen.  Romero - Imposes a state mandated local program to address tresspassers on tribal lands

    SB 996 Sen. Florez - This bill would require each tribal state gaming compact entered into between the State of California and a federally recognized Indian Tribe to be ratified by the Legislature in Separate Statute. 

     SB 1201 - Sen. Battin Increases the aggregate limit of gaming devices licenses available for issuance under the 1999 compacts to 122,000 slot machines without tribal state compact renegotiations.
    SB 1328 - Sen.  Cedillo - deletes the $250 limitation on bingo game payouts, thereby allows for an award of any denomination. (currently limit $250.00 per pot)
    SB - 1570 - Sen. Vincent - Requires the Governor to use best efforts to enusre that satellite wagering on horese racing is one of the forms of gaming offered at any gambling facility authorized under a compact.  
    SB 1626 - Sen. Steinberg - Regulates the game of BINGO.
    SB 1679 - Sen. Florez - Lottery Reform Bill:  requires that not less than 87% of revenues be used for prizes and to benefit education, 13% for lottery expenses. Total revenue to education will be decided by the Commission but not less than 1,200,000,000. Requires 1 million to be committed to the Office of Problem and Pathological gambling. Defines, expands and loosens restrictions of lottery game themes.

    SB 1695 - Sen. Florez - This bill limits the locations of tribal casinos.  Does it limit the political power of local elected?

    SCA 20 -Sen.  Vincent - Constitutional Amendment authorizes Roulette and Craps on California Indian lands for compact tribes.

    S. 1347 - Sentaor Feinstein: A bill to amend the Omnibus Indian Advancement Act to modify the

    date as of which certain tribal land of the Lytton Rancheria of California is deemed to be held in trust and to provide for the conduct of certain activities on the land.  Passed the Senate 11-6-07 and sent to the House.
