Changes Are Proposed to the Constitution
According to DCDT's Constitution & Bylaws, it can be amended by "a two-thirds vote of the members present and voting at any annual business meeting provided that (a) the membership was informed of the intent to amend the Constitution in the notice of the meeting and (b) the proposed amendment was submitted to the President and reviewed by the Board at least thirty days before the annual meeting".
The following are three areas where changes are being proposed in DCDT's Constitution and Bylaws:
Merger or division of state subdivisions of DCDT (related to Bylaws, Article IX - Federations-Level Sub-Division, to be a new section 5)
1. When two states would like to merge into one subdivision, the bylaws must be edited to reflect that merge, changes in subdivision name, and officer contact information must be submitted to the regional representative within 4 months of the merger.
2. If a merged subdivision decides to break into multiple state subdivisions, the funds, at the date of the division, will be split between the subdivisions, based on an evenly distributed split. For example, if one subdivision divides into two, the funds will be split 50/50.
Leadership state subdivisions of DCDT (related to Bylaws, Article IX - Federation-Level Sub-Divisions, to be added as Section 4, under Step 4).
3. All terms for officer positions, as well as the succession of leaders, at the subdivisional level will follow the DCDT national leadership term limit and succession pattern. This is as follows: "The terms of office shall be as follows: The President, President-Elect, Vice President, and Immediate Past President shall each serve one year. The Secretary shall be elected in odd numbered years and shall serve for three years. The Treasurer shall be elected in odd number years and shall serve for three years, with the third year being designated as a mentorship year for the incoming Treasurer."
The constitution/bylaws of each subdivision must state term limits explicitly.

4. All references to or discussion of the CCWAVES representative and/or organization, will be deleted" from the current Const/Bylaws.

 PAT SITLINGTON EMERGING RESEARCHER AWARD
The Division on Career Development and Transition (DCDT) invites graduate students to submit proposals for poster presentations in consideration for the "Pat Sitlington Emerging Researcher Award." Selected master's and doctoral students will have an opportunity to present their research project to experienced researchers in the field of transition education. In addition, an expert panel of judges will evaluate the presentations to select an overall winner, to receive a $250 prize, and award second and third place to poster session participants. Interested graduate students should submit their proposal to DCDT; follow all the online submission program guidelines and choose Student Research as the submission type.
The deadline for submissions is May 13, 2011.
Selected participants must present their projects during the President's Reception at The Division on Career Development and Transition 17th International Conference in Kansas City, Missouri, October 13-15, 2011.

PALS / GALS Government Relations Request
Dear DCDT Members,
The DCDT government relations committee is developing a PALS / GALS program. The PALS (Political Action Liaisons) and GALS (Graduate Action Liaisons) group consists of a current transition professional (PAL) and a graduate student working in the area of transition (GAL). Each state will have one PAL and one GAL affiliated with the DCDT government relations committee. These individuals will help the committee chair promote DCDT policy and advocacy issues within their respective state. For example, if DCDT were interested in contacting legislators around the country regarding a relevant transition matter then the PALS / GALS representatives would contact their state transition constituents in order to encourage their involvement. The overarching goal is to promote consistent participation in relevant DCDT policy and advocacy matters.
I am requesting that each DCDT regional representative provide a list of individuals by state in your respective region willing to serve as a PAL or a GAL we can begin to build this network. Please contact Lyman Dukes, government relations committee chair, at ldukes@mail.usf.edu or at 727-873-4054.
