Patient Protection and Affordable Care Act (PPACA): 1st 90 Days
 
Although employers can expect continued amendment to the original Act, the following timeline highlights changes effective within the next 90 days.
 
Medical Loss Ratio

Requires plans to report the proportion of premium dollars spent on clinical services, quality, and other costs and to provide rebates (effective 1/1/11) to consumers for the amount of the premium spent on clinical services and quality that is less than:
 
*85% for plans in large group market
 
*80% for plans in individual and small group markets
 
Small Business Tax Credits
(<26 Employees <$50k)
 
*35% tax credit 2010
     -25% tax-exempt
 
*50% tax credit 2014
     -35% tax-exempt
 
*Employer pays 50% of employee-only premium
 
*Subsidy available for 2 years per employer for 6 years
 
*Phase Out
     -Wages $25k to $50k
     -10 to 25 FT workers
 
Seniors
*$250 rebate
 
*Free preventative screenings
 
Medicare Part D
*Brand-name prescription drug discounts

State and Federal laws require all employers to maintain updated posters regarding various employment laws and information for applicants and employees.  Below, you will find some of the details which appear in these informative posters.  If you haven't done so, ensure your firm is compliant and has posted the most current available.
 
Virginia Posters

(VOSH) Virginia Occupational Safety and Health Act: the "Job Safety and Health Protection" poster advises an employee of their rights and responsibilities under the OSHA law.

(UC) Virginia Unemployment Compensation Act: the "Notice to Workers" poster advises an employee when they are eligible for unemployment insurance benefits and how to apply for benefits.

(VWC) Virginia Workers' Compensation: the "Workers' Compensation Notice" advises employees and employers of their rights and responsibilities under the Workers' Compensation Law in case of injury or occupational disease.

(EITC) Virginia Earned Income Tax Credit rev. 6/09: mandatory posting effective 7/1/09.
Temporary Help Continues to Lead Private Sector Job Growth in April, Reports BLS
U.S. Staffing Firms Provide Flexible Work Force for Companies and New Jobs for American Workers 
 
Temporary help firms continued to add jobs in April, according to the most recent employment data released by the U.S. Bureau of Labor Statistics. Temporary help services employment rose by 26,200 additional jobs (2.0%), seasonally adjusted, from March to April.

BLS commissioner Keith Hall, in his statement to Congress, noted that temporary help services led job growth in the professional and business services sector and has added 330,000 new jobs since September. The U.S. staffing industry has created more new private sector jobs than any other.

"We are very encouraged about the strengthening of overall job growth," says Richard Wahlquist, president and chief executive officer of the American Staffing Association. "But businesses remain cautious about adding too many permanent workers too soon. A growing number are turning to staffing firms for flexible work force solutions as the economy continues to recover. This is good news, because it means more jobs for American workers."

The Fundamental Value Provided by Staffing Firms

HR professionals, and others who make organizational staffing decisions, benefit from the flexibility that staffing firms provide. This flexibility manifests itself in many ways.

For routine needs, staffing firms can deliver workers for daily, seasonal, or cyclical assignments in a timely manner. This approach to staffing is inherently more efficient than the traditional approach-advertising a position, wading through stacks of résumés, running background checks (if necessary), and then having to wait two weeks or more for new hires to start. Not only can staffing firms help HR professionals fill positions with qualified candidates fast, HR professionals don't have to worry about the cumbersome process of setting up payroll and benefits for new workers, and assignments can be terminated at any time.

In fact, without the services of staffing firms, it would be nearly impossible for many organizations to staff up for short-term projects or find temporary replacements for employees who are sick or on vacation. The red tape alone would make it extremely difficult, and access to a ready pool of workers would be a continual challenge.
