CALIFORNIA COASTAL COMMISSION
The California Coastal Commission is planning to hold their hearing on the Dana Point Harbor Revitalization Plan during the October meetings in Oceanside.
The meetings will be held at the Oceanside City Hall on October 7th, 8th and 9th.
But it hasn't been announced yet on which one of these days Dana Point is scheduled.Boater participation is critical so please save all three days for now.

DANA POINT BOATERS HAVE SPOKEN | As most boaters with slips and/or currently on the wait list well know, OC DPH completed a poll last week on four alternatives for slip layout redesign that the Boater Focus Group has chosen for final consideration by boaters at large. These four alternatives were selected after careful, sometimes "difficult" group discussion within more than a dozen group meetings. Some 26 different designs and design refinements were analyzed in all. The four which were selected for final consideration all met ADA, DBW guidelines and all made proper tradeoffs of the many conflicting factors involved, including the proper amount of "slip remix". That is, the appropriate reduction in the number of slips under 30' in order to make way for additional slips 30' and over.
Well, last night the Boater Focus group met and heard the results of the boater poll. Alternative 3.5O has been selected by a total of 606 voters, either current slip renters and/or boaters who have paid a deposit to be on the wait list. The margin was of 2 to 1 over the nearest contender, with one vote allowed per boater.

- Votes were verified against the slip rental and wait list rosters. For
those boaters with a slip today and also on the wait list, their vote was counted in the slip renter category (either permanent or temporary status as appropriate).
- The wait list tally is somewhat skewed, arguably appropriately so,
because there is no wait list today in the under 30' slip size categories. Hence all wait listed boaters are in queue for slips in the larger slip categories and their voting pattern demonstrated this.
Alternative 3.5O (to see this layout click here) reduces the number of slips under 30' by a total of 324 and increases the number of slips in the mid-size categories, slips in the 30 to 44' range, by a total of 121. This is a far cry from OC DPH's original 1140 slip reduction number, called out in the current LCPA proposal. Given the demand for larger slips, as evidenced by the continuing wait list, versus the current vacancy level for the smallest slips, it seem clear that boaters feel that alternative 3.5O makes the most sense.
The total number of slips in the harbor will be reduced from 2409 to 2200, a 209 slip reduction. This reduction is largely a result of new ADA and DBW guidelines, somewhat mitigated by channel narrowing, a 70-30 power-sail ratio and 33% double-wide slips in all slip size categories, except pickle forks.
The next step for DPBA members is to attend our next DPBA General Meeting to get answers to any remaining questions and prepare for the upcoming Coastal Commission Hearing, on October 7th, 8th or 9th in Oceanside.
In response to suggestions from many members, our next DPBA General Meeting is going to be held right here in the harbor. The location is the Sailing and Events Center. (Yes, this is where OC DPH has held boater meetings in the past.)

2009 PIT TAX APPEAL FILING REMINDER
| Just a quick heads up that the time left to file an appeal of your 2009 Possessory Interest Tax Bill in coming up soon.
If you wish to appeal directly to the County of Orange then you have until September 15th. OC GOV has removed the one-stop information from their website which enabled this process for boaters in past years. The available sources of information we could find for this year are as follows: COUNTY AUDITOR-CONTROLLER, COUNTY ASSESSOR and (best) COUNTY CLERK OF BOARD.

The DKC deadline is two weeks earlier, September 1st, to accommodate the extra work DKC will be doing in your behalf. An aside, word has obviously gotten out that having DKC represent Dana Point Boaters is trouble free and can also be a good investment. As so far, even more boaters than last year have decided to participate.

One of the biggest weekends of the year is coming up in Dana Point Harbor Friday through Sunday, September 11th to 13th. There  will be sail boat racing (Cruising, PHRF & one design classes) and new this year, The J/24 Audi Cup. There'll also be a fishing tournament, parties and last but not least, 8, and we hear as many as 11 Tall Ships anchored right here in the harbor at "Danalina" (aka the turning basin anchorage).
