Citizen Architects
With a new Governor come changes to appointments to state committees and boards. AIA Pennsylvania is active in nominating qualified architects to fill positions on key committees and boards. Following is an update on 2 of the committees.
Department of General Services Selections Committee

Congratulations to A. Stevens Krug, AIA, President of Spiezle Architectural Group on his appointment to the Selections Committee. Steve is a member of AIA Philadelphia. This committee makes recommendations to DGS on qualified design professionals to undertake State projects.
The term of Vern L. McKissick, III, AIA, owner of McKissick Associates Architects, is ending. AIA Pennsylvania thanks him for his service on the Selections Committee and his distinguished service as Chair of the Committee. Vern is a member of the AIA Central PA Chapter.
UCC Review and Advisory Council
Congratulations to Karen Welsh, AIA and Christian H. McQuail, AIA on their recent appointments to the UCC RAC. This is the committee that makes recommendations to L & I and the General Assembly on proposed revisions to the UCC and on the revisions in the triennial code. Karen is Principal of UpStreet Architects and is a member of the AIA Middle PA Chapter. Chris is the founding Partner of Arcus Design Group-Architects, Inc., and is a member of AIA Philadelphia.

AIA Pennsylvania thanks Dallas Miller, AIA and Carl Handman, AIA for their distinguished service on the UCC RAC. Dallas is a member of the AIA Middle PA Chapter, and Carl is a member of AIA Northeastern PA. Dallas and Carl were among the first appointees to the UCC RAC.

Tri-States Conference
Last month, AIA New Jersey, AIA New York State and AIA Pennsylvania held the 2011 AIA Tri-State Design Conference. The goal was to unite members of our profession and explore intellectually stimulating and thought provoking topics. Over 300 architects attended the conference containing continuing education seminars, expo and social events. For a complete list of vendors and sponsors, click here.

Young Architect Awarded
Former AIA Pennsylvania Associate Director, Michael Kelly, AIA, was recognized last week by the AIA Philadelphia Chapter. He was presented with the 2011 Young Architect Award. Michael has had a distinguished career on behalf of emerging professionals across the state, having also served as Regional Associate Director to the National Associates Committee and our repersentative to the Young Architects Forum.

50th Birthday of Prevailing Wage Act "celebrated" with Reform Package By: PSBA Office of Governmental & Member Relations
This week the House Labor & Industry Committee approved a package of prevailing wage reform bills that amend the act in various ways. The measures may be considered during the week of Oct. 17 when the House returns to session.
The Prevailing Wage Act of 1961 requires workers on public projects costing more than $25,000 to be paid the prevailing wage in their region. That threshold has not changed since 1963. How that rate of pay is determined was not part of the original act but often reflects union wages and may not be representative of the actual wage rates paid on most private sector construction projects in a municipality.
While all the bills in this package propose positive reforms to the Prevailing Wage Act, HB 709 and HB 1191 will have, by far, the greatest impact on reducing school district costs. The bills that were reported out of the committee include:
HB 709 redefines "public body" under the law to exclude school districts unless they opt-back in.
HB 1191 exempts political subdivisions from compliance with the act and provides for a local opt in.
HB 1271 defines road repairs as maintenance outside the definition of prevailing wage.
HB 1329 raises prevailing wage threshold from $25,000 to $185,000 by changing the definition of public work.
HB 1541 changes the definition of "public work" to mean a construction project where at least 51% of the dollars are public funds, but keeps the threshold at $25,000.
HB 1685 directs the Secretary of Labor & Industry to use the classification of workers from the federal occupational classifications.
Later in the week, a group of House Republican lawmakers and organizations conducted a news conference to call for the modernization of the Prevailing Wage Act on its 50th birthday and to support the package of bills reported out of the House Labor and Industry Committee.
Among the organizations supporting the package are: PSBA, the Pennsylvania League of Cities and Municipalities, Pennsylvania State Association of Township Commissioners, Pennsylvania State Association of Township Supervisors, ABC Keystone-Central chapter, County Commissioners Association of Pennsylvania, Pennsylvania State Chamber of Business and Industry, the Commonwealth Foundation, the Pennsylvania Association of Conservation Districts, Pennsylvania Manufacturers' Association, Manufacturer and Business Association and the Pennsylvania Farm Bureau. |
