IFC Update Seminar

Course Description:
This seminar identifies the changes from the 2006 to the 2009 IFC. It also discusses changes in organization and code requirements and the applicability of these requirements to design, plan review and inspection.
 
Objectives:
Upon completion of this seminar, participants will be better able to:
  •  Identify the most significant differences between the 2006 IFC and the 2009 IFC.
  • Explain the differences between the current and previous edition.
  • Identify changes in organization and code requirements.
  • Identify the applicability of design, plan review and inspection requirements.
IECC Update Seminar
AIA Learning Units: 3 (HSW & SD)
 
Course Description:
This seminar introduces participants to the major changes from the 2006 IECC to the 2009 IECC. Participants will discuss the changes, reasons for the changes, and take part in knowledge review activities. Information presented will allow participants to apply these new code requirements to design, planreview, and/or inspection. This seminar introduces participants to the major changes from the 2006 IECC to the 2009 IECC with an emphasis on the increase in energy efficiency improvements. It is estimated that the 2009 IECC will be 18-22 percent more energy efficient than the 2006 IECC. Knowledge Review questions are included toencourage participation. Information presented will allow participants to apply these new code requirements to design, plan review, and/or inspection.

LEED v3 GA & BD+C Exam Prep Seminars:
Two 8 Hour Workshops on June 24 & 25 in 
Philadelphia, Pittsburgh, and Harrisburg
 
Day 1 (06/24/2010 from 9:00 am - 5:00 pm) -
LEED Green Associate Seminar
 
The Green Associate (GA) Exam Prep Seminar will provide an overview of all the content covered on the GA exam.
All candidates who wish to become a LEED Accredited Professional (AP) need to start by first becoming a Green
Associate (referred to as Tier 1 accreditation). Topics covered include project registration and certification process, overview of concepts that are covered across all LEED rating systems, intro to the computer-based testing environment, and a road map for how to organize your post-seminar prep.
 
AIA Credits: 8.0 HSW/4.0 SD LU
 
NOTE: Unless you have past experience on a LEED project OR are employed in a sustainable eld of work, it is a mandatory requirement that you attend a Green Building Seminar before USGBC will issue you a LEED Green Associate test date.

Day 2 (06/25/2010 from 9:00 am - 5:00 pm)
LEED AP, Building Design + Construction (BD+C)
 
For those interested in achieving a Tier 2 LEED credential, the LEED BD+C seminar is meant to prepare candidates to become a LEED AP with a specialization in the Building Design and Construction Rating System. The BD+C
rating system is the most utilized and is applicable for most new construction or major renovation of a commercial,
institutional or high-rise residential project. The seminar will thoroughly prepare candidates for this exam, as it
covers the point structure and requirements of every LEED credit.

AIA Credits: 8.0 HSW/4.0 SD LU
 
NOTE: In order to be eligible to sit for a LEED AP+ Exam, you must have experience on a LEED project within the last 3 years. Call 1-800-355-1751 if you have any further questions on this or any of the other new requirements.
 
Which seminar should you take?
 
Individuals who have no LEED credential but wish to eventually become a LEED AP that specializes in New
Construction & Major Renovations are encouraged to sign up for the GA seminar as well as the BD+C seminar.
Candidates who are not sure what their LEED AP specialty will be, or who wish to prepare only for the GA exam can
sign up for the GA one-day seminar.

Legislative Update

Uniform Construction Code (UCC)

Pennsylvania Home Builders Association - Commonwealth Court .  On March 1, 2010, the Commonwealth Court of Pennsylvania denied the request for an injunction by the home builders, chiefly the Pennsylvania Builders Association (PBA), to halt the implementation of the adopted 2009 International Building Codes.  The main objective made by PBA is to stop the implementation of the sprinkler requirement in the 2009 International Residential Code.  The PBA has filed a motion asking for Summary Relief. That will be argued in Commonwealth Court in June.

House Bill 1196, sponsored by Representative Scott Boyd (R-Lancaster). This measure allows for variances to the UCC and was written primarily to address the lifestyles of the Amish that do not comply with the standards of the UCC. An amendment was added that deals with log homes to comply with recommendations of the UCC Review and Advisory Council (RAC). The main issue of concern is a potential sprinkler amendment that would be contrary to the RAC recommendations. AIA PA sent letters to all legislators addressing our support for the bill in its current form with no additional amendments. The bill is currently on the Senate calendar, and we continue to work for its passage without any further amendments.

Sustainable Communities

House Bill 444, the High Performance State Funding Standards Act, sponsored by Representative Matt Smith (D-Allegheny). The legislation is currently before the Senate Environmental Resources and Energy Committee. The Governor's Office supported this legislation in October at the Build Green Conference in Philadelphia, and the House Urban Affairs Committee, chaired at that time by Representative Frank Dermody (D-Allegheny), held a pubic hearing in November. Elmer Burger, II, AIA gave testimony on behalf of AIA PA. Initial feedback from the Senate Republicans is that they are open to working toward passage of this legislation. This bill continues to be part of the budget negotiations and the comprehensive energy agenda.

House Bill 42, sponsored by Representative Bob Freeman (D-Northampton), passed the House of Representatives and is currently in the Senate Community, Economic and Recreational Development Committee. AIA PA is working with the PA Works Coalition to ensure passage. This bill is being discussed as part of the budget negotiations.

Professional Practice

House Bill 1521 Interior Design Licensure legislation introduced by Representative Tim Solobay (D-Washington/Fayette) is currently in the House Professional Licensure Committee. A hearing was planned in February but was canceled due to snow. The Committee is aware of AIA opposition and discussions of a hearing have been put on hold until the budget is passed.

Sales Tax - The Pennsylvania Coalition Opposed to an Expanded Sales Tax, formerly Penn Cost, continues to advocate against the Governor's proposed expansion of the sales tax (including architectural services). Most believe that this year the sales tax is off the table, but the size of the shortfall next year might keep this issue on the table. Currently, Senate Republicans have publicly said no to taxes and now House Democrats have jumped on the bandwagon.

Public Contracts

Two pieces of legislation regarding mandate waivers for school construction are currently in the House and Senate Appropriations Committees respectively. Neither bill has school construction mandate waiver language.  The legislation must pass with mandate waiver language by June 30, 2010, for mandate waivers to continue. We continue to work with both the legislature and our coalition partners to find agreeable language.
