Course Description:
Overviews the changes from the 2006 to the 2009 IBC®. Identifies changes in organization and code requirements and the applicability of these requirements to design, plan review and inspection. This course uses the Significant Changes to the IBC 2009 Edition by Doug Thornburg and John Henry.

Course Description:
This seminar identifies the changes from the 2006 to the 2009 IFC. It also discusses changes in organization and code requirements and the applicability of these requirements to design, plan review and inspection.
 
Objectives:
Upon completion of this seminar, participants will be better able to:
  •  Identify the most significant differences between the 2006 IFC and the 2009 IFC.
  • Explain the differences between the current and previous edition.
  • Identify changes in organization and code requirements.
  • Identify the applicability of design, plan review and inspection requirements.
IECC Update Seminar
AIA Learning Units: 3 (HSW & SD)
 
Course Description:
This seminar introduces participants to the major changes from the 2006 IECC to the 2009 IECC. Participants will discuss the changes, reasons for the changes, and take part in knowledge review activities. Information presented will allow participants to apply these new code requirements to design, planreview, and/or inspection. This seminar introduces participants to the major changes from the 2006 IECC to the 2009 IECC with an emphasis on the increase in energy efficiency improvements. It is estimated that the 2009 IECC will be 18-22 percent more energy efficient than the 2006 IECC. Knowledge Review questions are included toencourage participation. Information presented will allow participants to apply these new code requirements to design, plan review, and/or inspection.

AIA Pennsylvania Opposes Professional Services Tax

Consistent with AIA National policy, AIA Pennsylvania is opposing Governor Rendell's proposal to apply the Pennsylvania sales tax to architectural services. On February 9th, the Governor presented his proposed budget for 2010/2011.  To address budget gaps, Governor Rendell proposed for Pennsylvnaia to join the ranks of states that tax natural gas extraction and tobacco products, and also to lower the states sales tax rate from 6 percent to 4 percent, but to spread the tax over 74 goods and servcies that are currently exempt; this includes architectural services.  The Governor said that all revenues would be put into a special Stimulus Transition Reserve Fund that could not be touched until July 2011 to help cover the estimated $2.3 billion budget gap that will result from the loss in federal stimulus dollars.  
 
AIA opposes the imposition of sales tax to architectural services.  Click here for the AIA Issue Brief on Taxation of Architectural Services.  AIA Pennsylvania and approximately 50 other organizations have created The Pennsylvania Coalition Opposed to an expanded Sales Tax (PennCOST).  The coalition represents a broad and diverse range of interests and constituents within Pennsylvania, strongly opposing the Governor's proposal to expand the sales and use tax as part of the upcoming budget. Among the coaltion partners are the Pennsylvania Society of Professional Engineers, the American Council of Engineering Companies/PA, the PA Association of Retailers; the Pennsylvania Chamber of Business and Industry; the Pennsylvnia Bankers Association and the Insurance Federation of Pennsylvania.

Notification of Documents from the Department of General Services
 
In a letter dated January 27th, 2010, Gary R. Taylor, P.E., Director of the Bureau of Engineering & Architecture wrote:

"This letter is to notify the Design Professionals working on active projects, for the Department of General Services, that the Bureau of Engineering & Architecture has now released the New 2010 Agreement & General Conditions for Professional services and the 2010 Edition EA Project Procedure Manual, including Division 1 - General Requirements of Specifications. The Bureau of Construction has also released their new 2010 General Conditions of Construction Contract and Administrative Procedures as well.  You can find all these documents on our website at: www.dgs.state.pa.us / Construction & Public Works /2010 Edition Design & Construction Documents."

"Projects  that are currently in various stages of design will be reviewed and may be amended to proceed under the 2010 Professional Agreement, however, most will be allowed to continue under the terms of the 1999 Professional Agreement. Even so, all Design Professionals should immediately begin using the 2010 General Conditions of Construction Contract.  Inclusion of the 2010 General Conditions of Constrcution Contract will require appropriate front-end specifications, including Division 1 - General Requirements into the Construction Document. Please contact your DGS Project Coordinator if you have any questions."

Hearings Postponed due to Snow Storm
 
February 10th was to have been a busy day for the Government Affairs leadership at AIA Pennsylvania, but mother nature intervened.  The House Professional Licensure Committee hearing on the title and practice act for interior designers, and the Senate Education Committee hearing on the potential renewal of the Department of Education Mandate Waiver Program were cancelled due to the snow storm.  The Mandate Waiver Program hearing is now scheduled to take place on March 17th.  A. Stevens Krug, AIA, AIA Pensylvania President, will be testifying on our behalf. We are waiting for word on the rescheduleing of the other hearing.  Thank you to the AIA Pennsylvania members who responded to our advocacy alert on the interior design title and practice act legislation and the proposed amendment. 
 
AIA Pennsylvania Announces New Government Affairs Manager

On March 1st, AIA Pennsylvania welcomes Robert C. Keaton to its staff as Government Affairs Manager. Bob has over 20 years of experience in Pennsylvania state government.  He served as Executive Policy Specialist in the Policy Office of former Governor Tom Ridge.  In that capacity he was the executive liaison between the Governor and the Departments of Banking, Insurance and Securities.  He worked for the Harrisburg based lobbying firm of Triad Strategies, LLC working with clients such as the American Heart Association, the Pennsylvania Health Care Association, and the Center for Advanced Manufacturing Technology.  Most recently he served as Director, State Government Affairs for Sunoco, Inc. 

Bob brings to AIA Pennsylvania excellent experience developing and implementing successful lobbying strategies; relationships with departments, agencies, legislators and their staffs; and first hand knowledge of the workings of state government.  
 
Fallingwater Hosts AIA Pennsylvania

In honor of AIA Pennsylvania's 100th Anniversary, we, along with many other Past Presidents, Past Executive Directors, members and guests attended a 100th Anniversary Dinner on Architects Day last year. 
 
At the dinner, Caroline Boyce, Executive Director suggested that any past presidents in the crowd who had a story about their tenure were welcome to pass them on during dinner.  Here is a story that we think all AIA Pennsylvania members would enjoy. Accompanying the story are some brief video clips from a documentary courtesy of WQED Multimedia. The documentary, Frank Lloyd Wright: The House on the Waterfall, was funded, in part, by the AIA College of Fellows.

 What is the MDPP?  How does it work?
 
A:
  The MDPP is the Member Dues Payment Plan that was started by AIA National in 2009 and carried over to 2010 to help members with payment of their dues.  The plan breaks your dues down into monthly installments that are debited from your credit card.  Enrollment for the payment plan began in January and will end in April.  Final payments on the MDPP will be in June.  The sooner you sign up for the program, the more monthly installment they will be able to break your total dues into.  

All active 2009 members including renewing Architect, Associate and International Associate who receive a 2010 dues renewal invoice are eligible if they meet the requirements for a waiver or deferral of Institute dues under Section 3.03 of National's Rules of the Board. New and reinstated members are not eligible to participate in the 2010 MDPP.
