Course Description:
Overviews the changes from the 2006 to the 2009 IBC®. Identifies changes in organization and code requirements and the applicability of these requirements to design, plan review and inspection. This course uses the Significant Changes to the IBC 2009 Edition by Doug Thornburg and John Henry.

*In an effort to lower the cost of our seminars and make them more affordable, we will not be providing lunch to participants. Each seminar location is within walking distance of local restaurants. Beverages will be available throughout the day.

Q:  What is Emeritus Membership? 
      How can I qualify for it?
 
A:  Emeritus membership is open to AIA Architect or Associate members whose membership has been in good standing for a minimum of 15 successive years and qualifies as one of the following:
  • At least 65 years of age
  • Incapacitated and unable to work in the architecture profession.
When a member upgrades their membership to Emeritus, they are no longer required to fulfill the AIA/CES requirements to retain membership.  Also, there are no yearly dues, just subscriber fees if you wish to receive AIA publications. 
 
To request an upgrade to Emerius status, complete the Upgrade Form on AIA National's website and return it via e-mail, fax or regular mail to the address listed at the bottom of the form. 
 
2010 Legislative Agenda Adopted
 
At its January 19th meeting, the AIA Pennsylvania Board of Directors adopted its legislative agenda for 2010.  The legislature is beginning the 2nd year of a 2-year session.  Bills that are not passed before the end of this year must be reintroduced in the next legislative session.  Among the top priorities for the remainder of this year are:
 
Sustainable Communities 
Continue to advocate for high performance building standards for state-funded buildings.
Professional Practice
Oppose interior design practice act and title registration.
Public Contracts
Support renewal of the School Mandate Waiver Program.
 
Hearings on Interior Design Title and Practice Act & Department of Education Mandate Waivers Program
 
February 10th will be a busy day for the Government Affairs leadership at AIA Pennsylvania.  We will be testifying at two public hearings scheduled for that day. 
 
The House Professional Licensure Committee will be holding a hearing on HB1521, the title and practice act for interior designers.  AIA Pennsylvania remains opposed to the bill and to a proposed amendment that would amend the Architects Act to include the interior designers.  This amendment can be interpreted to narrow the scope of the "practice of architecture" in the Commonwealth. The bill's current language seeks to give interior designers the ability to stamp and seal drawings.  AIA holds that only architects and engineers licensed through examination, and who must meet rigorous education requirements, posess the necessary education, training and experience requirements to protect the health, safety and welfare of the public in building design.  Other individuals may posess useful skills in designing the built environment, but fragmentation of responsiblity for the building design process endangers and misleads the public as to respective areas of competence and expertise.  John R. Hill, AIA, 2008 AIA Pennsylvania President and current chair of our Licensure Committee will testify on behalf of AIA Pennsylvania at the hearing. 
 
A. Stevens Krug, AIA, AIA Pennsylvania President, will be testifying on behalf of AIA Pennsyvlania at a hearing of the Senate Education Committee on the potential renewal of the PA Department of Education Mandate Waivers Program, which is scheduled to sunset in June. Under the School Mandate Waivers program, a school entity may apply for a waiver from the Separations Act requirement to utilize single prime contracting.   AIA Pennsylvania believes that school districts should be allowed to choose the most cost-effective project delivery system(s) to be used for the erection, construction and alteration of schools.  There are often costs associated with construction that are not reflected in the bids such as those associated with liability exposure, contractual disputes, project delay claims by contractors, the proejct's day-to-day budget, schedule, and scope.  These sorts of issues make a direct comparison of bids based on delievery method difficult to do.  This is particularly true given the complexity of construction today.  Therefore, it should not be a requirement for school districts to obtain single prime bids before receiving a mandate waiver.

Strategic Plan

The AIA Board approved the 2010-2015 Strategic Plan at their December Board meeting.  There will be a session at Grassroots with leadership from all levels of AIA to discuss the plan and how it can best serve as a framework for all components while maintaining flexibility at the local level.  The concept is that we all work around a shared vision, mission, and broad strategies while implementing them in ways that best reflect each individual community.

State Official Recognizes AIA Pennsylvania 
 
At the January 14th meeting of the State Architects Licensure Board, AIA Pennsylvania was recognized by Department of State Deputy Secretary Basil Merenda.  According to Merenda "AIA has shown leadership in the profession in filing unlicensed practice cases.  We have the highest number ever."  In a report presented by the department to the Board, it was shown that there has been a 30% increase in the number of unlicensed complaints filed with the department from 2007 to 2009. 
 
There are currently 7,446 licensed architects in Pennsylvania, and 1,694 registered firms.
 
As a benefit to its members, AIA Pennsyvlania will continue to file valid complaints for unlicensed practice on behalf of its members. For more information about filing a compalaint, visit our website.  
 
2010 East Coast Green Conference
 
AIA New Jersey has begun launching its East Coast Green Conference: Meeting the Architecture 2030 Goals. Their website is up and being populated at www.aia-nj.org/ECG.
Their goal is to have this be a regional conference with participation from the entire East Coast for speakers, exhibitors, sponsors, etc. The call for speakers is now open and information is available on their website.
 
Exhibitor, sponsorship and registration information will be released shortly. Keynote speakers currently confirmed are Mr. Mazria from Architecture 2030 and Mr. Bill Reid from Integrative Design Collaborative.  Robert Kennedy Jr. has been contacted about speaking also.
 
Working in conjunction with the local USGBC-NJ chapter, a pre-conference day of national LEED workshops, an opening exhibitor reception, and live band are planned for September 15th.
 
The event will be held at Bally's Hotel and Casino in Atlantic City, NJ on September 16th and 17th.
