February 23, 1909 as the Pennsylvania State Association of Architects. It was created as a way to link the eastern and western parts of the state and to create a unified voice for the profession within Pennsylvania.

Q:  Pennsylvania Architectural License Renewal - When is it due and how do I renew my license? 
 
This is a timely question, as the biennial renewal cycle is this year, and renewal notices should be appearing in your mail box in about a month with official instructions for Firm and License renewal this cycle. Consider this a "heads up" to keep an eye on your incoming mail.
 
Licenses expire June 30th of every odd-numbered year.  Therefore, both Architecture Firm and Architect renewal applications are due no later than June 30, 2009.  The State Bureau of Professional and Occupational Affairs typically mails renewal notices 2 to 3 months prior to the license expiration date.  Notices are mailed to the most recent address the licensee has reported to the board.  Remember, it is your responsibility to renew your license.  If for some reason you do not receive the renewal notice, you are still responsible.  Failure to renew your licenses can result in a permanent disciplinary action appearing on your record, so please do not fail to renew.
 
The website for the State Architects Licensure Board is www.dos.state.pa.us/arch.  You can check on the current status of your license and read the most up-to-date versions of the State Architects Licensure Law and accompanying regulations.
 
Legislative Update
 
We are already tracking a number of bills in the new 2009-2010 Legislative Session.  One of the primary objectives of our Legislative Agenda is Sustainability. There have been several bills introduced that focus on energy efficiency and "green" buildings, as well as historic preservation.
 
HB116 (Harper) and HB444 (M. Smith), the High-Performance, State-Funded Buildings Standards Act would require the design, construction and renovation of buildings that receive a State appropriation to comply with specified energy and environmental building standards. 
 
HB43 (Harper) and HB445 (M. Smith) would amend the Tax Reform Code establishing the High-Performance Buildings Tax Credit for either the construction of a high-performance building or the rehabilitation of a building which is not a high-performance building into a high-performance building.
 
Also introduced early in the session is HB42 (Freeman), the Historic Preservation Incentive Act which would establish the Historic Preservation Incentive Grant Program to provide grants to owners of eligible properties that undertake eligible residential building improvements.

UCC Review & Advisory Council
 
Last fall, AIA Pennsylvania succeeded in passing House Bill 1096.  Now Act 106, it established the UCC Review & Advisory Council.  The Governor's office recently announced the appointment of the members of the Council with two of AIA Pennsylvania's members among those who were appointed.  They are Dallas Miller, AIA of HAAS Building Solutions in State College and Carl J. Handman, AIA of Eyerman, Csala, Hapeman & Handman of Wilkes Barre.
 
The Council's purpose is to evaluate proposed revisions to the UCC and make recommendations to the Department of Labor & Industry and the Legislature.  It also reviews new and amended provisions contained in triennial revisions of the codes issued by the International Code Council to any of its codes.
 
Are you Licensed in the state of Michigan?
 
There are new penalty sections for unlicensed activities that become effective in 2009.
 
In Michigan, architects, professional engineers and professional land surveyors are licensed under Article 20 within the Occupational Code.  There are about 28 licensed disciplines in the Occupational Code.
 
Section 601 (amended) is the section that applies to all licensed categories.
 
Paragraph 7 is the 2008 increased penalty section. The old law had a $500 penalty for practicing architecture, professional engineering & professional land surveying without a license; effective March 31, 2009 the fine will increase to $5,000 plus imprisonment. It also makes it a felony if the licensee's actions lead to death or serious injury.
 
Paragraphs 8 & 9 are the Injunctive Relief sections. 
 
Section 2006 was added in 2008 so that an unlicensed person cannot collect fees for their illegal activities. 

National Trust for Historic Preservation Issues Call for Nominations for the 2009 National Preservation Awards
 
Each year the National Trust for Historic Preservation celebrates the best of preservation by presenting National Preservation Awards to individuals and organizations whose contributions demonstrate excellence in historic preservation.

You may nominate a deserving individual, organization, agency, or project for a National Preservation Award. The postmark deadline for all award nominations, including the Louise du Pont Crowninshield Award, Trustees' Award, Advisory Council on Historic Preservation Award, National Trust/HUD Secretary's Award, and National Preservation Honor Awards, is March 2, 2009. Those nominations not selected to receive a Trustees', ACHP, or HUD Award will automatically be considered for an Honor Award.
