State Architects Licensure Board--
Requirements for Examination Eligibility;
Regulation No. 16A-419 (#2629)

On August 15, 2007, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the State Architects Licensure Board (Board). This rulemaking amends 49 Pa. Code Chapter 9. The proposed regulation was published in the August 25, 2007 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on June 13, 2008.

This regulation will require the candidates who do not pass the entire Architect Registration Examination within five years to retake any division of the examination that is more than five years old, instead of having to retake all divisions within a new five-year period.

We have determined this regulation is consistent with the statutory authority of the Board (63 P. S. §§ 34.6(a) and (d)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

By Order of the Commission: This regulation is approved.

NCARB Approves 6 Month Rule

After much discussion, the National Council of Architectural Registration Boards (NCARB) voted to ADOPT Resolution 2008-07, commonly known as the "6 Month Rule."  This rule will require mandatory reporting of IDP Training Units every 6 months. Under this new rule, training that is not reported within that time period will begin to expire on the basis of a "Rolling Clock."

Key Points:
* Effective July 1, 2009 or later for new Record Holders (as detailed in the resolution)
* Effective July 1, 2010 or later for current Record Holders - those that establish an NCARB Record before July 1, 2009 (as detailed in the resolution)
* The extension to the 6 month reporting period for parents adopting or having a child was changed from 3 months to 6 months.

It is important to note that the required 6 month reporting period is linked to the successful implementation of NCARB's Online IDP Reporting System.  Therefore, the exact timeline and phasing of these new rules are currently unknown.  The AIA is currently developing strategies to help with a smooth transition to this regulated reporting period.

The final resolution language that was adopted by the NCARB Member Boards, as well as the other approved resolutions, can be found on the NCARB website:

UCC Manuals Still Available

Why do you need a copy of the Uniform Construction Code (UCC) Manual?

As practicing architects in Pennsylvania, you are expected to design safe structures. That usually translates to structures designed to meet the requirements of the building codes in the Commonwealth.  The UCC is based on the International Building Codes.  Pennsylvania has essentially adopted the set of International Building Codes, but with some significant changes.  To provide the level of service that your client needs to have, you have to understand the regulations that implement the UCC and understand how they modify the International Building Codes.  This is why we have published this manual.
