Government Affairs Update
With the budget process still not complete, the status of these bills may change in the next few days. We will keep you updated as things progress. HB1096, which would establish the Uniform Construction Code Review and Advisory Council, has passed in both the House and Senate. It went back to the House for concurrence due to an amendment the Senate added. It now goes back to the Senate for concurrence on an amendment in the House that added a section for "State-Affiliated Buildings," State-Funded Buildings," and "State-Related Institutions" granting a variance for buildings under this definition from the Uniform Construction Code. HB221 provides for incentives for both the public and private sector for Historic Preservation. This bill passed in the House 199-0, but is currently in the Senate Community, Economic and Recreational Development. AIA Pennsylvania, along with other organizations, has pushed for passage and funding for this legislation. SB1412 legislation to extend and expand the Keystone Opportunity Zones (KOZ) has passed in the Senate and has been referred to the House Commerce Committee. A similar bill that was introduced in the House added an amendment that would have expanded the Separations Act to both public and private sectors in the Keystone Opportunity Zones. AIA Pennsylvania will continue to monitor SB1412 as it makes its way through the House. Green Building legislation Special Session HB4, which would mandate "green" design and construction for any state funded building, is currently in the House Appropriations Committee, while Special Session HB5 was passed in the House and is now in the Senate Energy Policies Committee. We expect both of these bills to be a part of the Energy Initiative when it is passed.

| ARE 4.0 Starts this Summer
The following is a reminder from the State Architects Licensure Board:
The new ARE 4.0 will be offered beginning this July 2008. If you have not passed at least one section of the ARE before May 15, 2008, you will be automatically transitioned to ARE 4.0. Candidates who have passed at least one section of the ARE 3.1 will remain in ARE 3.1 and can continue to schedule appointments and test until June 2009. If you have not passed at least one section by May 15, and you already have an appointment for a date after May 15 you should re-schedule that appointment for a date prior to May 15 or the fee will be forfeited. Please see the NCARB website for more information on the transition and test appointments. If you have passed at least one section of the current ARE 3.1, you will be able to continue testing in that version of the exam until June 2009, so keep that date in mind as you plan your testing schedule. In June 2009, your exam records will be transitioned to ARE 4.0, which might require some retesting. It is highly recommended that you check out the exam section transition chart and more importantly, the reverse transition chart on the NCARB website to see what you will have to take if you don't finish in ARE 3.1. Please note that the Building Technology (BT) section is particularly important in this transition. If you have not passed BT in ARE 3.1 and you are transitioned to ARE 4.0, you will have to pass 4 sections of the ARE 4.0, so you want to concentrate on finishing that section before June 2009. If your candidate file is closed (over 5 years old) and you reapply after May 16, 2008 you will only be eligible to take the ARE 4.0.

| UCC Manuals for Sale
Why do you need a copy of the Uniform Construction Code (UCC) Manual? As practicing architects in Pennsylvania, you are expected to design safe structures. That usually translates to structures designed to meet the requirements of the building codes in the Commonwealth. The UCC is based on the International Building Codes. Pennsylvania has essentially adopted the set of International Building Codes, but with some significant changes. To provide the level of service that your client needs to have, you have to understand the regulations that implement the UCC and understand how they modify the International Building Codes. This is why we have published this manual.
