Why do you need a copy of the Universal Construction Code (UCC) Regulations and Statutes?

 

As practicing architects in Pennsylvania, you are expected to design safe structures. That usually translates to structures designed to meet the requirements of the building codes in the Commonwealth.  The UCC is based on the International Building Codes.  Pennsylvania has essentially adopted the set of International Building Codes, but with some significant changes.  To provide the level of service that your client needs to have, you have to understand the regulations that implement the UCC and understand how they modify the International Building Codes.  This is why we have published this manual.

Government Affairs Update
 

Bill Watch

AIA Pennsylvania has been tracking approximately 225 bills (so far) during this legislative session, January 2007 - November 2008.  This second year of the session we are closely watching the following bills:

 

HB1096 (Buxton), which would establish the UCC Advisory Council, received its first consideration on the Senate floor and has been re-referred to the Senate Appropriations Committee.  This bill was passed in the House last October, 192-0.

 

Special Session HB1 (M. Smith) was passed in the House on March 11 (126-74) and was referred to the Senate Energy Policies Committee.  This bill establishes the Clean Energy Program. This legislation seeks to expand the market for clean energy technologies, funding for alternative and renewable energy projects, and the development of energy generation by supporting a broad cross section of clean energy technologies.

 

HB1188 (Goodman), which would provide additional powers to the Commissioner of Professional and Occupational Affairs, including strengthening the Bureau of Professional and Occupational Affairs ability to fine those practicing architecture without a license, was passed in the House on March 10, 199-0.  It is currently in the Senate Consumer Protection and Professional Licensure Committee.

 
On March 19, Senator Michael Waugh introduced SB1318.  This bill would mandate the use of a prototypical school facility design clearinghouse when building schools in the Commonwealth.  A school district may apply for an exemption to use another design; the department may exempt a school from participating in this program for a particular project if the school entity can demonstrate that:
  • the designs in the clearinghouse are not feasible for that particular project due to specific geographic or other limitations of that area
  • the designs or the project involves remodeling, rehabilitating or expanding an existing structure
This bill is currently in the Senate Education Committee.

Caroline Boyce, Executive Director and Elmer Burger, II, AIA, President attended the Build Pittsburgh event on April 24th in downtown Pittsburgh. Mr. Burger informed attendees about AIA Pennsylvania's government affairs initiatives and encouraged members to contribute to the Pennsylvania Architects PAC. The two will be visiting all eight local chapters this year.
