If you missed the seminars at the end of last year, it's not too late to get your copy of the manual.
Why do you need a copy of the Universal Construction Code (UCC) Regulations and Statutes?
As practicing architects in Pennsylvania, you are expected to design safe structures. That usually translates to structures designed to meet the requirements of the building codes in the Commonwealth. The UCC is based on the International Building Codes. Pennsylvania has essentially adopted the set of International Building Codes, but with some significant changes. To provide the level of service that your client needs to have, you have to understand the regulations that implement the UCC and understand how they modify the International Building Codes. This is why we have published this manual.

Legislative Overview
Special Session on Energy
Special Session HB1 was passed in the House on March 11 (126-74) and was referred to the Senate Energy Policies Committee. This bill establishes the Clean Energy Program.
This legislation seeks to expand the market for clean energy technologies, funding for alternative and renewable energy projects, and the development of energy generation by supporting a broad cross section of clean energy technologies.
Historic Preservation Incentive Program
Look for another push concerning HB221 sponsored by Rep. Tom Tangretti. This bill was passed in the House last July (199-0) and was referred to the Senate Community, Economic and Recreational Development. It received its first consideration last October and was re-referred to the Committee at that time. Rep. Tangretti has championed a historic preservation bill for many sessions. With his retirement approaching in November, many groups have come together, including AIA Pennsylvania, to push for the passage of HB221.
Prototypical School Designs
On March 19, Senator Michael Waugh (R-28) introduced SB1318 which would mandate that all school districts use a pre-approved state-standardized plan for all new school construction in order to receive state subsidies toward their construction project. AIA Pennsylvania opposes this bill.
To be granted an exemption from using these prototypical school designs, the school must demonstrate that there is: specific geography or other limitations, or that this will be a renovation, remodeling or expansion of existing facilities.
An additional measure in Senator Waugh's legislation would require the development of designs on a regional basis for six regions of the state: North East, North West, South East, South West, North Central, and South Central.
It also notes that the original design professional of record will retain ownership of the prototype design. SB1318 has been referred to the Senate Education Committee. |

| AIA Pennsylvania Board of Directors Roadtrip

AIA Pennsylvania's Board of Directors took a trip to Erie earlier this month. Despite being cold and snowy the group had a great time. The agenda included:
* Tour of the Tom Ridge Environmental Center and Preque Isle State Park.
* Social hour with local chapter officers and dinner at a local restraunt.
In an effort to reach out and be seen, the AIA Pennsylvania Board of Directors does one board meeting per year "on the road" visitng a local chapter. |
