Summer Homework: Meet Your Lawmakers

    Meet your legislators 

CTPF has spent the spring working in Springfield on behalf of members to educate Illinois legislators about CTPF pensions and their importance to Chicago's teachers. After more than 12 months of intense pressure to approve legislation to 'reform' public pensions, the Illinois General Assembly adjourned the spring session on May 31, 2012, without passing reform legislation.

 

The lack of action on the part of the General Assembly has become a call to action for CTPF Members. The reprieve is likely to be short and summer is an important time for members to prepare for what could be a difficult fall veto session when the General Assembly returns.

Now is the time for CTPF member to reinforce the fair funding message by offering personal testimony directly to Illinois legislators from our united membership.

Legislators have returned home for the summer and most have local offices. CTPF encourages all members to get to know their elected representatives and to personally share CTPF information and priorities. The following materials may help in preparing for and meeting with legislators.

 

Ways to reach your Legislator

CTPF encourages all members to get to know their legislators personally. Locate your legislator by clicking here. If you can't meet personally with your representatives, there are several ways to share your views:

  • Call on the phone and leave a message about a specific topic and make your position clear.
  • E-mail your legislator (many have e-mail).

Prepare for your personal visit 

Your legislators welcome feedback from their constituents and a personal meeting is a great way to share your thoughts and ideas. To make the most out of your meeting, consider these tips.....

 

1. Educate yourself first

Before you meet with an elected official, make sure you educate yourself on CTPF priorities. Visit the CTPF member education and advocacy webpage at www.ctpf.org for background information about CTPF and important information about legislative priorities.  

 

2. Schedule an appointment with the right person

Legislators are interested in the views of their constituents so make sure you meet with the right person. Locate your legislator by clicking here. Many legislators offer walk-in or office hours when they are available. If you can't meet in person, try and call your legislator or send a fax summarizing your views.

 

3. Be prepared

You wouldn't start your day in the classroom without a plan, so use the same approach to your legislative meeting. Make sure you're on time and have an outline of what you would like to share. Bring your CTPF materials with you and think of the meeting as a chance to educate your legislator.  

 

Be respectful of his or her time and perspective. This is a chance to make your point and to share information; the experience should be cordial, not confrontational.

 

When the meeting ends, thank the member for his or her time and make sure you leave behind your CTPF flyer with your contact information.

 

Pension Primer:
Understanding the Acronyms 

wonderingThere are many acronyms used to name pension funds and related topics. Here's a quick review of some of the most common:

 

The Chicago Teachers' Pension Fund (CTPF). CTPF includes members employed in the Chicago Public and Charter School systems. The fund "stands alone" and has about 59,000 total members and more than $10 billion in assets. The fund is managed by a 12-member, independent Board of Trustees who hold fiduciary responsibility for the fund and its assets. 

 

Chicago Public School System (CPS) Board of Education. The primary employer for most CTPF members. 

 

Statewide Pension Funds

There are five pension systems which serve members statewide. These systems are all separate from CTPF and each has its own board of trustees or governing agency.

  • Teachers Retirement System of the State of Illinois (TRS).
    TRS includes 362,121 members from multiple employers who serve in downstate and suburban teachers (non Chicago systems).  
  • State University Retirement System (SURS). SURS serves 212,000 members through 65 Illinois employers including public universities, community colleges, and other affiliated state agencies.
  • State Employees Retirement System (SERS). SERS serves 125,000 State of Illinois active and retired employees.
  • General Assembly Retirement System (GARS). GARS serves 266 total active and inactive members who serve as employees of the Illinois General Assembly.
  • Judges' Retirement System (JRS). JRS serves approximately 984 active and retired judges.

Citywide Pension Funds

Employees of the City of Chicago participate in one of four pension funds:

  • Municipal Employees' Annuity & Benefit Fund of Chicago (MEABF)
  • Laborers' & Retirement Board Employees' Annuity & Benefit Fund (LABF)
  • Policemen's Annuity & Benefit Fund (PABF)
  • Firemen's Annuity & Benefit Fund (FABF)

Pension Reform Comparison

Governor Quinn and Mayor Emanuel have both proposed pension reform options. The Governor's plan would impact the State funds named above and the Mayor's plan would impact the Citywide pension funds. Click here for a summary of these plans. 

 

 

2012 Retirement Surge

The end of the year has arrived and the number of 2012 retirees is expected to increase more than 55% over the number of 2011 retirees. As of June 27, the number of retirees was approaching 2,200, compared to a total of 1,394 in 2011. Retirements in 2012 still trail the record setting 2005 year when more than 2,600 members retired. CTPF currently serves approximately 25,200 retired members and about 30,100 active members.  Number of retirees 2007-2012   

CTPF Teacher Trustee Election will be held Friday, November 9, 2012 
Trustee elections
The Chicago Teachers' Pension Fund Board of Trustees has set Friday, November 9, 2012, as the date for the 2012 Teacher Trustee Election.

 

Teachers and other active contributors will elect two Trustees to serve three-year terms from November 2012 to November 2015.

 

Candidate Eligibility

Candidates for a Teacher Trustee position must hold an Illinois State Teaching Certificate, be current CTPF contributors, and have been assigned on a regular certificate in the Chicago Public or Charter Schools for a minimum of 10 years.

 

Nomination Packets

Nomination packets are now available. Members interested in running for office should contact the CTPF Election Team at 312.604.1400 ext. 132 or 169 to request a packet. Candidate eligibility will be verified before the packet can be issued. Nominating petitions must be returned by 5:00 p.m., Monday, October 1, 2012.

Pension Reps Recognized for Service

Retiring Pension Representatives received special recognition during the June 16, 2012 luncheon.

Saturday, June 16, 2012, nearly 80 Pension Representatives attended CTPF's first annual Pension Representative Luncheon at the University Center in Chicago.

During the luncheon, retiring Pension Representatives were recognized for their service to the fund and new pension representatives were introduced.

"We really appreciate the work our Pension Reps do throughout the year and this was our way of saying thank you," explained Sheron Banks-Fallis, Member Services Manager. "We always like to meet in person with our representatives to get their feedback firsthand and we appreciate the time our members took to attend the luncheon."

Spring 2012 Legislative Update
The following information provides an overview of actions taken during the spring 2012 Legislative Session in Springfield.
 

 

Legislative Actions

Constitutional Amendment question will appear on
November 6 Ballot

Voters in the November 6 election will decide if  a 3/5 vote of the Illinois legislature or local governments should be necessary to adopt any benefit increase for any state pension or retirement system. The Amendment would be adopted if 3/5 of voters cast yes votes on the question or if a majority of voters approve the measure.  

  

Law grants TRS $2.7 Billion for 2013 Fiscal Year  

Public Act 097-0685  grants TRS $2.7 billion and awards CTPF $10.9 million. Chicago's teachers receive less than a penny for every dollar the State spends on downstate and suburban teachers' pensions.

Spring Legislative Success

SB 3597 CTPF Return to Work legislation currently waits for the Governor's signature. This bill outlines the return to work rules for members who seek CPS re-employment.

  

The legislation was sponsored by Senators Iris Y. Martinez (D) and William Delgado (D), and Donne Trotter (D), and Representatives Kelly Burke (D), Kimberly du Buclet (D), Esther Golar (D), Linda Chapa LaVia (D), and Monique D. Davis (D).

  

Summary: The legislation provides that a retired teacher may return to CPS employment on a temporary and non-annual basis or on an hourly basis without loss of pension, so long as the person (1) does not work as a teacher for compensation on more than 100 days in a school year and (2) does not accept gross compensation in a school year in excess of an amount that would be paid for 100 days of employment at the rate for a day-to-day substitute teacher.  

  

Members who retire with at least 5 years of service as a principal may work up to 100 days at the daily rate normally paid to retired principals.

  

CTPF is currently revising the return to work process and will provide more information to members once the bill is signed into law. 

  

Spring Advocacy and Education Efforts

 

Pension Law and Rules Committee Roundtable Meetings   

CTPF has sponsored monthly round table meetings where stakeholders from the Chicago Teachers' Union (CTU), Retired Teachers Association of Chicago (RTAC), Chicago Principals and Administrators Association (CPAA), and the Chicago Board of Education (BOE) have come together to find common ground and strategize on efforts to educate the members, legislators, and the public about CTPF pensions and legislative priorities.  

  

The committee will continue to meet over the summer with public meetings scheduled in the CTPF office on Thursday, July 12 and Thursday, August 9.  

  

Member Education and Advocacy Web Page

This past January, CTPF launched its Education and Advocacy Web Page. This page serves as a clearinghouse for information about legislation and actions that may impact CTPF members.

  • HB 4246 Fact Sheet - This is a summary of an important bill which requires the state of Illinois to pay the certified normal cost for CTPF, appropriate $191 million for CTPF in 2013, and holds CPS accountable for an annual contribution that will bring CTPF's unfunded liability, currently $6.8 billion, down to $0 by 2059.

Spring Event

May Lobby Day - May 16 CTPF participated in a joint lobby day effort with the Chicago Teachers Union, the Retired Teachers Association of Chicago, and the Chicago Principals and Administrators Association. The union offered transportation and support to members who traveled to Springfield to call attention to the issue of fair funding for CTPF pensions. Two buses of retirees and active members participated in the event and many members met with their individual legislators during the day.

Illinois Senate TestimonyExecutive director Kevin B. Huber offered testimony in subject matter hearings before the Illinois Senate Pension and Investments Committee on April 18, 2012, and before the Illinois House of Representatives Personnel and Pensions Committee on May 8, 2012.
