From the desk of
Charles Weis, Ph.D.
County Superintendent of Schools

At the Santa Clara County Office of Education, we are committed to the notion that our schools must give students the skills and the means necessary to be successful citizens and workers in the 21st century workplace.

The ability to speak, read and write two or more languages is increasingly becoming a key factor in workplace success.  Citizens of the global economy need language skills and cultural awareness to thrive in a multicultural, multilingual and globally connected world. This rings especially true here in Silicon Valley, with its rich diversity in language and culture. It is no accident that employees perform work here that ripples all across the globe.

The County Office's Education Seal of Biliteracy is awarded to graduating seniors in county school districts who have mastered standard academic English and any other language. Students who wish to receive the seal must submit an application and meet four eligibility requirements.

We congratulate those students who earn the Seal of Biliteracy, knowing they are about to make their way in the world bolstered by an essential tool for success.

Workshop attendees to develop writing voice

Brush up on descriptive writing skills at an upcoming workshop that will draw on familiar objects and illustrated children's books for inspiration.

Participants in "Giving Voice to What We Know: Awakening the Familiar to Spark Voice in Descriptive Writing" on Dec. 1 will explore common themes and experiences as prompts to help students move from brainstorming to publication of stories, poems and nonfiction narratives.

The workshop is designed for third- to eighth-grade teachers, teaching artists, parents and administrators, and will be held from 4 to 7 p.m. at the COE, 1290 Ridder Park Drive, San Jose.

Registration costs $30 per individual, and $15 for county public school teachers. Fees cover materials and a snack. Register online, and contact Nicole Cota for more information.

COE opens Special Education facility

Foothill High School AnnexThe Foothill High School County Annex has had a long journey, from sharing sites throughout Santa Clara County to portable buildings in San Jose.

But the school's 30 students finally got a new, permanent learning space late last month, when the Santa Clara County Office of Education officially opened the facility, which serves emotionally disturbed students.

COE officials, educators, students and community members gathered Oct. 20 to celebrate the new special education facility, marking the occasion with student-baked cookies, and speeches from County Superintendent of Schools Charles Weis and Principal Nancy Guerrero.

"The dream has become a reality, and we are so excited to be here," Guerrero told the crowd.

COE student honored

Chi Diem HangBorn with cerebral palsy and no use of her arms, Chi Diem Hang never attended school and was labeled "mentally retarded" in her native Vietnam.

But when she immigrated to the United States and enrolled in the COE's Orthopedic Impairments program in October 2007, teachers immediately realized just how wrong Chi's crude label was.

In just three years, Chi has learned English; taken pre-algebra; and used her feet to write, drive her electric wheelchair, and operate her "talker," a machine that vocalizes typed words. Her accomplishments recently earned her special recognition from the Santa Clara County Board of Education.

Summit addresses student online safety

Digital Citizenship SummitAbout 200 educators, counselors, parents and community members explored methods of creating safe digital environments for children and thwarting cyber bulling at the recent fourth-annual Digital Citizenship Summit.

Co-sponsored by the COE and Yahoo!, the summit drew attendees from throughout the state.

The group heard presentations from national experts, as well as some best practices from other school districts that can be applied to build a collaborative network of support to help children make safe and ethical decisions online.

"I love the idea of addressing issues early on," said Diana Paradise, a COE Technology for Learning Partnership coordinator who helped organize the event.

"If you create a sound, well-applied, very collaborative system to support our children, our educators and our families, you can address issues so much more effectively," she said.
