Bad Economic Times & Higher Crime Rates
When the economy is on the decline, law enforcement officers know that they can expect crime rates to rise.
As more people lose their jobs and homes, they start to feel a sense of desperation, and sometimes turning to criminal activities appears to be the only solution.
The number of robberies, burglaries and auto thefts almost always increases dramatically when times get tough, and the worse the economy gets the more these and other crimes are likely to occur.
So what can you do to protect yourself?
One of the best ways to avoid crime is simply to be aware that you could become a victim at any time.
Try not to go out on your own late at night, but if that's not possible at least stay in areas that are well lit and have plenty of people around.
Never park your car in a dark, unattended lot where a predator may be lurking and waiting for someone.
Stay alert wherever you go, and pay attention to your surroundings. Watch for predators, and remember that they are looking for someone who appears to be timid that they can take advantage of.
Don't let yourself become a victim, always be cautious and do what you can to stay away from danger. |

One of our new features will be a Web-Blog by Ray the D.A. It will be titled, "Straight Talk from Ray the D.A."
You may wonder what a blog is anyway. Our blog, Straight Talk, will be a series of reports from me about criminal justice issues of the day. It will be written in an informal style much like a journal.
There are at least two reasons we decided to create Straight Talk.
First, these days it seems that everyone in the media is trying to release convicted felons from prison and create lots of Hug-A-Thug programs. Someone needs to speak-up for victims of crime. We want reports and reflections on criminal justice issues from the public safety and average citizen's perspective. Especially from someone who is actually in the trenches, not simply someone who sits on the sideline and criticizes.
Unfortunately, these days it is obvious to most that the reporting of the mainstream media (msm) reflects their agenda, not necessarily the news. And their agenda is pretty obvious to those who read, hear and watch it. According to most public opinion surveys these days the public has about as little confidence in the main stream media as it does in congress.
This msm bias is particularly obvious when it comes to their reporting and editorializing about criminal justice issues and the safety of the public, and specifically when it comes to releasing prison inmates and protecting law-abiding citizens from those criminals.
The other side needs to be heard.
Second, we want Straight Talk's readers to have the opportunity to share their thoughts on the particular subject. They will be able to do that by adding their comments.
We believe that Public Safety is our government's main job. Unlike the msm, we tell our readers up-front that we have an agenda and it will be reflected throughout Straight Talk. We will unapologetically deal with criminal justice cases and issues from that safety of the public perspective.
1. Comments must be "on or about the topic" in order to be posted.

Are we watching our government become a sleazy political organization which watches us all and punishes those who disagree?
Apparently anyone who disagrees with Janet Napolitano's political philosophy is a "right-wing extremist."
According to an official document issued by the Director of the Department of Homeland Security, right-wing extremists include "groups and individuals that are dedicated to a single issue, such as opposition to abortion or illegal immigration," as well as those who favor state and local authority over federal authority.
Military veterans who are returning from Iraq and Afghanistan are also a concern of Napolitano.
What about the millions of Americans who believe in lower taxes, smaller government and (gasp!) The U.S. Constitution?
Are they considered "extremists" too?
Is this silly report by Janet Napolitano a sign of things to come from her crowd? Does it forecast a willingness to begin witch-hunting and demonize anyone who dares to disagree with the direction we are being taken? |

TMI (Too Much Information) - Latin Kings Murder Case, More Than I Wanted To Know

One of the more interesting cases I observed while interning at the Commonwealth's Attorney's Office involved a murder committed by members of the Latin Kings in Lexington.
The case alone was very interesting because of the Latin Kings' involvement; I had recently seen a documentary about the gang's origins in the United States and it was very intriguing to witness its members and workings from such a close perspective.
However, I was not prepared for just how close this case came to me.
While reading through the trial notebook of the case, I came across an interview one of the defendants had with the police. I was shocked to learn that he and I worked at the same place, and had for a number of months before the murder had been committed for which he was on trial.
This news scared me initially; I had been in close contact for months with someone who is now waiting for sentencing for his involvement in a murder. I have given rides to some of the guys at work who I do not really know before; they just ask for a ride at the end of the night and I oblige them because they don't have a car. After seeing that this man had worked with me it occurred to me that I may have even given him a ride home one night, and here he was convicted of conspiracy to murder a man he was supposed to be friends with.
I found out that he has relatives who work with us as well. They had been getting angry with him for his involvement with the Latin Kings just days before the incident occurred. I now know that I should be more aware of the people around me and who I work with, since I obviously don't know much about them.
The other aspect of this case that surprised me is the age of the defendants. I am only twenty years old, yet six of the seven defendants in this case are younger than I am. In fact, some of them were as young as fifteen when the incident occurred.
I do not understand why they would involve themselves in the murder of their friend, especially at such a young age. The way I see it, you only get one shot in life, and it is wasteful and irresponsible to commit such a heinous act and be forced to spend such a large portion of your youth in prison.
I feel sorry for all of the defendants' family members. I can tell from the reaction of the defendants' relatives at work that this is hardly the path they would have chosen for him. He made the mistake of hanging around the wrong crowd, and will now pay for it by spending some of the best years of his life in prison. |

Who Says We've Lost The War On Drugs?
The legal-izers and their accomplices in the media - that's who!
The advocates for legalizing drugs and their accomplices in the media are at again. They are pushing for legalization of drugs again.
They always claim that legalizing drugs will reduce or eliminate the crime associated with drug dealing and usage. But their latest plan is to legalize drugs so governments can tax it and raise much needed revenue.
They, of course, never consider the societal devastation to health and families that legalization would bring.
The legal-izers persist in calling drug use a "victimless crime" and that people are being locked up for behavior that will only destroy the users. Besides, they shout, the War on Drugs has been a dismal failure, we should try something else.
Let's look at the facts about the War on Drugs, then you decide if it has failed.
The Facts:
In 1979, more than 14.1% of Americans had used an illicit drug during the previous 30 days;
By 2006, that figure had dropped to just 8.3%, the vast majority of that being marijuana use.
In 1979, 16.3% of youth aged 12 to 17 used illicit drugs;
By 2006, it had dropped to 9.8% (6.7% was marijuana use).
It is clear that our War on Drugs which includes tough law enforcement, education and leadership, has a significant effect on the problem.
The experts who study the affects of illegal drug use and abuse, The National Center on Addiction and Substance Abuse at Columbia University, know first-hand the impact of illegal drugs on users and our country. They say:
"Drugs are not a threat to American society because they are illegal;
They are illegal because they are a threat to American society." | Illicit drugs should remain illegal. The cost to human lives and families as well as to our society is far too high to do otherwise. |

"Non-Violent Property Criminal" Goes To Prison
Defendant threatens wife, endangers daughter in crime spree.

Brandon Riley | In August of 2008, a woman who was attending a ballgame at a city park reported that the window of her vehicle had been broken out and several items, including her purse, checkbook, and credit cards, had been stolen. A few days later, a patron of a local movie theater reported that several thousand dollars worth of merchandise had been stolen from her unlocked vehicle in the parking lot. These cases became related when the victim's credit cards began to be used at numerous area merchants. Review of the security video from these stores and the movie theater led to the identification of the suspect as Brandon Riley, age 21.
Police executed a search warrant at Riley's house and recovered stolen items, including property from the LFA at the theater, valued at several thousand dollars. Riley's wife told the police that he had threatened to harm her if she didn't drive him to the different crime scenes. Patrol officers made a traffic stop on a stolen vehicle Riley was driving shortly after the warrant was executed, but he fled at a high rate of speed with his juvenile daughter in the vehicle.

Prosecutor Brad Bryant | Riley was subsequently located and arrested. His criminal record shows that he was on probation for domestic violence assault at the time of his arrest, and he has five other previous convictions including DUI, Public Intoxication, and Resisting Arrest. He pled guilty to Theft, Wanton Endangerment, and Receiving Stolen Property and was sentenced to serve two years in the penitentiary. |

Convicted Criminals In The Home Incarceration Program (HIP) in Lexington
Inmates who are nearing the end of their sentences can be placed into the Home Incarceration Program (HIP) under certain circumstances. Offenders who are part of this program are technically still incarcerated; however, they are placed in the community under electronic monitoring rather than being behind the walls of a correctional facility.
