Sweet & Off-the-Radar Romantic
Cute, little romantic hideaways that come to my mind (and that have great Happy Hours) include Belly Timber and The Farm Cafe (intimate dining in big old houses), The Chart House (stellar views!), The Driftwood Room, Alu, and The Gilt Club. Also, must mention Riverview Restaurant (on the Sandy River in Troutdale) is worth the trip!

Other Romantic Restaurants
The "Steakhouses" and "Traditional/Classics" as listed in the book (p. 66-81) all fit the bill just fine, with some notables being El Gaucho (4-7 Daily; HH all evening Sundays!), The Heathman Hotel (Get HH all the time!), The Benson Hotel's Palm Court, Portland City Grill (but of course! And all-evening Sundays too) and Wilf's (stay for some jazz).

Something different? Try a divebar crawl!
Not really into a big ordeal for Valentine's Day? Keep it casual and hit some dives! We did it last year with some friends and plan to repeat this year -- it was fun! (Of course, it technically doesn't beat the fine-dining experience, but you can celebrate your love in high-style on a less-crowded day instead).

** Valentine's Day is one of the most popular nights out. For the most part, don't expect any Happy Hour menus that night, but rather go fancy other days of the month.
