At the State House
|  H653 "An Act Relative to the Licensing of Firearms for Persons 70 years of Age or Older" filed by State Representative William "Smitty" Pignatelli has started moving through the legislative process. The bill was filed by Rep. Pignatelli in an attempt to correct yet another poorly written chunk of Massachusetts gun laws. In this case the law was intended to provide persons 70 and over with a no cost renewal. The problem with the current language in the law is that is states: "Any person over the age of 70..." Some licensing authorities insist that in order to get a free renewal that "over the age of 70" actually means 71. H653 was sent to the House Committee on Ways and Means and had a minor technical amendment. The new bill number is H3700. GOAL would like to further amend the bill as currently it only pertains to Licenses to Carry. We would also like the bill to amend the FID card statute. The bill now resides in the House Committee on Bills in the Third Reading. http://www.malegislature.gov/Committees/House/H36 H3700, "An Act Relative to the Licensing of Firearms for Persons 70 years of Age or Older" SECTION 1. Section 131 of chapter 140 of the General Laws, as amended by section 3 of chapter 466 of the acts of 2010, is hereby amended by striking out, in line 267, the words "over the age of 70" and inserting in place thereof the following words:- 70 years of age or older.

Governor Calls Out "Gun Lobby", GOAL Returns the Favor

On Wednesday, October 5, 2011 the Joint Committee on the Judiciary held a public hearing in a packed room. The hearing was scheduled to have 164 bills on the agenda ranging from Second Amendment bills to white collar crime to animal rights. GOAL had a few bills before the Committee including our bill, S.782 "An Act relative to the criminal firearms and trafficking division".
However the star of the show was once again Governor Deval Patrick who, during testimony, called on the "gun lobby" to support his bill creating harsher penalties for gun offenders. H.3441 "An Act to provide law enforcement with tools to prevent youth violence".
Of course, as usual, this is supposedly done in the name of the children. First, it is sad that the Governor still refuses to correctly call us a civil rights lobby since indeed the Second Amendment is just that. Secondly, the Governor has the nerve to try and call us out publicly when he has refused to meet with us for nearly five years now.
When the Governor was finished testifying he left the room followed by his security detail, the media and Jim Wallace, GOAL's Executive Director. Jim waited for the Governor to make his remarks to the media in the hallway outside the hearing room and then presented the Governor with his business card and told him in front of everyone that he would be glad to meet with The Governor anytime and had been trying to do so for five years.
Several media outlets picked up on the brief exchange and printed articles about it. For now the ball is back in the Governor's court and for once the press knows it. We'll see if the Governor responds. James L. Wallace Executive Director Gun Owners' Action League |

AMU Pistol Clinic To Benefit The GOAL Foundation
| Members of the Army Marksmanship Unit have agreed to run two 2-day pistol clinics for young or old, sponsored jointly by The GOAL Foundation and each host club. The first program will be run at Taunton Rifle & Pistol Club in Taunton, MA on December 19-20. The second will be held on December 21-22 at Riverside Gun Club in Hudson, MA.
In both cases the clinic will take place from 9 am - 4 pm. The fee for each two day seminar is $100.00 payable to The GOAL Foundation. Shooters will be required to bring a .22 caliber handgun and 500 rounds of ammunition and/or an air pistol with a sufficient amount of pellets. Comfortable clothing and shoes should be worn. Lunches will be provided for all participants each day.
Because there are a limited number of position, only 26 spaces are available at the Taunton clinic and 20 at the Riverside clinic. Shooters will be taken on a first-come, first-serve basis. Only credit card customers will be confirmed when they call. If paying by check, please understand that no spots can be reserved until funds have cleared.

| Join this fun event and meet USA Shooting National Team members Corey Cogdell, Olympic Bronze Medalist from the 2008 Beijing Olympics and Jon Michael McGrath 2011 World Cup Gold Medalist. Come and get a chance to receive fantastic training from the SCTP Directors of Development and SCTP MA coaches.
This event is a chance for junior athletes to get fantastic coaching, break some clays, meet and hear great insight from the USA Shooting athletes. You will meet real Olympic shooters, talk with them and learn about how they started as an SCTP shooter and now are on the USA Shooting Team. Each junior athlete will have 3 hours of training; shoot 100 rounds of Trap, Skeet or Intl Double Trap. The fee is $75 for attending the event including your training, shells, targets and cookout. Mass SCTP currently has 6 teams with over 100 athletes shooting clays. We want more kids to enjoy this great sport and be able to compete in Mass SCTP. Are you a member of a gun club in New England that has a few juniors shooting clays? This is the time to join in and get a team started at your club. Come with a few junior athletes, get some training and learn more about SCTP. If you sign up as an SCTP team this weekend, you will receive a generous endowment of $10,000 from the Midway USA Foundation for your new SCTP team.  | |

We need more SCTP teams and this event is a perfect chance for you to talk to the SCTP Directors of Development, sign up your juniors, start your team and get some starting money. Coaches or prospective coaches can attend a Coaches Clinic Saturday morning or Sunday morning with 4 members of USA Shooting/NRA National Coach Development Staff and have a chance to shoot with the USA Shooting Athletes. So come on out and join this fun event. Break some clays, sign up your team and meet a lot of the great athletes that we have in Mass SCTP. GOAL will be hosting a Club Seminar at 9am on Sunday, December11, 2011 at the Royal Plaza Best Western in Marlboro, MA. This seminar is open to all, and will feature workshops and lunch. Workshop topics will include insurance, legal issues, junior programs, elections and more.
This informative and educational day is a great learning opportunity for anyone involved in managing or operating a shooting range or rod & gun club.
