Open Season: Victory for state's gun owners!

Massachusetts' law-abiding gun owners chalked up another victory recently in late June when Rep. Antonio Cabral agreed to put his anti-gun bill (H.639) into a "study, where it will die," pledged Rep. Cabral. The state representative from New Bedford filed the bill which had the potential to ban all manual action firearms, including bolt, pump, lever and slide action rifles and shotguns, as well as semiautomatic rifles, which would have put an end to hunting and most informal and formal target shooting in the state. It also would have cost billions in lost revenue, taxes, conservation program funding, etc.

At the meeting with Rep. Cabral, his aid, Al Medeiros, Rod and Gun Club of New Bedford President David Junier and other club members and invited guests, Rep. Cabral said that his original intent was to ban AR-15s and similar rifles, that were used by the shooter in the Foxy Lady incident four years ago, but he began to realize that the language of the bill was over-zealous and too far-reaching.

National High Power Rifle Champion Kurt Palmer introduced Rep. Cabral to the AR-15 rifle, explained its background, its place in national, international and Olympic competition and demonstrated how its action is no different than semi-automatic firearms manufactured more than 100 years ago

Youth Hunting Bill Success!

GOAL Shield Logo Youth Firearm Identification Fees Reduced by 75%

 

On July 11, 2011 the Fiscal Year 2012 Appropriations Act (State Budget) was signed into law. This budget contained an outside section, Section 93, that amended the Firearm Identification Card law Chapter 140, Section 129B.  

 

The amendment reduced the application fee for anyone under the age of 18 from $100 to now $25.  "While this might seem like a small victory to some, this fee reduction shows a great change in the political leaning on Beacon Hill. Just a few short years ago there was no way that such a change would have taken place," said Jim Wallace Executive Director of GOAL. "This change on Beacon Hill is a direct result of the hard work of our members in their efforts to educate their local legislators on the positive impact the shooting sports has on our youth."  

 

The fee reduction took affect the day of the signing of the budget, July 11, 2011. If anyone has any issues with licensing authorities not being aware of the reduction please contact the GOAL office.  

 

GOAL would like to thank the legislators who supported this effort and especially Senator Stephen Brewer who sponsored the outside section.  

 

SECTION 93.

Section 129B of chapter 140 of the General Laws is hereby amended by inserting after clause (9B), as so appearing, the following clause:-

 

(9C) Except as provided in clause (9B), the fee for an application for a firearm identification card for any person under the age of 18 shall be $25, which shall be payable to the licensing authority and shall not be prorated or refunded in the case of revocation or denial. The licensing authority shall retain 50 per cent of the fee and the remaining portion shall be deposited into the General Fund. Notwithstanding any general or special law to the contrary, licensing authorities shall deposit quarterly that portion of the firearm identification card application fee which is to be deposited into the General Fund, not later than January 1, April 1, July 1 and October 1 of each year.

Women On Target, In The Press!
Women On Target!

The N.Leominster Women on Target group. The ladies had a great day!


Not only did they have a great day, they made the local paper!  GOAL LOVES positive stories about firearms in the press.  Thanks again to N. Leominster R&G and everyone involved in making this event the tremendous success it was!

The story;

LUNENBURG -- About 24 women proved gender doesn't matter when it comes to shooting firearms Saturday.

The National Rifle Association sponsored the Women on Target program run by the Gun Owners' Action League at the North Lunenburg Rod & Gun Club tucked away at the end of a long driveway off Lunenburg Street.

Linda Donnelly, of Fitchburg, was smiling broadly after her turn shooting a .20-gauge shotgun.

"It was fantastic," she said. "I got four out of five, it was my first time."

The association is running 14 familiarization courses throughout the state this year including Saturday's, Green said.

"We provide an educational opportunity for women to learn about guns, gun safety and shooting sports," said Jon Green, director of education and training for Gun Owners' Action League.

New Interpretations and Possible Legislation Could Imprison Law Enforcement Officers for Decades

A lot has been happening lately in the gun world as legislation, regulation and government agency "advisories" have been creating quite a mess. Just recently I was going over some of the legislation that has been filed to increase penalties for firearm offenses. One in particular is S.1207 "An Act Increasing the Penalties for Illegal Possession of Firearms" filed by Senator Eileen Donoghue. This bill drastically increases a host of penalties for gun related crimes and creates mandatory sentencing for the same. While going over this legislation I took into account the so-called "Assault Weapon Law" advisory letter from the Executive Office of Public Safety and Security (EOPS). Read more about the letter at: www.goal.org/newspages/eops_error_letter_to_ffl.html   As GOAL members know all too well, most of the unsigned and undated letter was factually incorrect and did not properly represent the assault weapons law as it stands today.

Women On Target

The GOAL Foundation presents Women On Target events all over Massachusetts. If you are interested in a great day of fun and education for ladies only please contact us by clicking here!

 

These events are designed to introduce women ages 16 and beyond to the enjoyment of the shooting sports.

 

Guests will learn about firearm safety and proper shooting fundamentals in a non-competitive relaxed atmosphere.

 

Guests will also participate in a seminar on Massachusetts firearms law, and will receive a Massachusetts Basic Firearm Safety certificate allowing them to apply for a Firearms Identification Card or Class "A" or "B" License to Carry Firearms.
