H.670, An Act Relative to the Sale of Firearms. We like this one!
Bill to Cut AG Authority. State Representative Daniel Webster of Pembroke has filed a bill to curb the Massachusetts Attorney General's authority to regulate firearms under the consumer protection laws in Chapter 93A.
As Massachusetts gun owners are all too aware of, former Massachusetts Attorney General Scott Harshbarger abused his authority under guise of consumer protection in the mid 1990's. In his effort to end run the legislative process he tried to ban handguns in the Commonwealth by implementing bogus standards on the sale and manufacture of handguns in the state.
These regulations (940 CMR 16.00) came to be known simply as the "AG regs". These regulations have prevented licensed firearm retailers from selling many high quality handguns to licensed citizens. They are so far reaching that they have even blocked the sale of new Olympic style target pistols even after we worked to pass a law to exempt them.
Rep. Webster's Bill H.670, An Act Relative to the Sale of Firearms would change the consumer protection laws to remove the fraudulent Attorney General's regulations and authority to make any further such regulations on firearms. SECTION 1. Section 2 of Chapter 93A of the General Laws, as appearing in the 2008 Official Edition, is hereby amended by inserting, in line 11, after the word "chapter" the following words: ; provided that such rules and regulations shall not govern, limit, or otherwise relate to firearms or the sale of firearms.
GOAL will continue to follow this bill and update as it progresses.

Comm2A Launches the Massachusetts Firearms Licensing Survey
| |
|
Thursday, 31 March 2011 12:44
| |
Commonwealth Second Amendment (Comm2A) is pleased to announce the launch of the Massachusetts Firearms Licensing Survey. This long term project seeks to track firearms licensing practices and trends in the Commonwealth's cities and towns. While anecdotal data about firearms licensing is abundant, and in many cases legendary, the ability to gather accurate, empirical data will be invaluable in helping Comm2A to prioritize its activities and to provide well researched information to its stakeholders.
It's been long understood that Commonwealth residents frequently encounter a variety of obstacles to becoming lawfully licensed gun owners. Some of the obstacles and undue burdens placed in the path of lawful gun ownership include non-statutory licensing requirement, soft denials, altered applications, and the failure of licensing authorities to accept and process applications within the statutorily mandated time frame. The long term collection of data from applicants for new and renewal licenses will enable the organization to highlight and challenge licensing customs and practices that do not conform to state law or the Bill of Rights. Individuals who have applied for Massachusetts license within the last six months are strongly encouraged to share their experiences by way of this survey.
