S. 2245 Wind Energy Bill

GOAL Legislative Alert
OPPOSE S.2245
The Massachusetts Senate is scheduled to vote on S. 2245 "An
Act Relative to Comprehensive Siting Reform for Land Based Wind Projects".
S.2245 would establish a special "expedited" permitting system for land based
wind power development projects.
This legislation has been labeled a priority of the Patrick
Administration and recently the Secretary of Energy and Environmental Affairs
Ian Bowles has expressed his "frustration" about the pace of this legislation.
For several months GOAL has sent letters to the legislature
asking many questions regarding the legislation. To date none of those
questions have been answered!
- How many
wind projects of 2 megawatts and over have been applied for?
- How many
of those projects have been denied and why?
- How many
projects have currently been given a pass on certain permitting processes
by Energy Facility Siting Board or other entities?
- How many
turbines are we projecting to have to allow statewide to have a reasonable
impact on Massachusetts energy needs? According to the Governor's goal of
2000 megawatts it could be over 1000!
- Why does
this particular industry need a fast track permitting system?
- If
Massachusetts provides a means for this particular industry to bypass the
normal environmental permitting system, will this lead to legal and
legislative challenges from other industries demanding the same ability?
- Are we
sacrificing a century's worth of environmental progress for a politically
correct, but not environmentally correct, moment in history?
- If
so-called "green energy" can't pass the muster of the current
environmental laws, then how can it be called environmentally friendly?
- Should not
the challenge for "green" industry be that it should be able to set an
example for all other industries by easily passing any environmental
challenge set before it?
Since none of these questions have been answered throughout
the bill's process, GOAL can only assume that the legislation is being pushed
through to aid a temporarily politically favored industry. Such legislation is
simply bad public policy. GOAL urges all of our members to contact their state
senators and ask them to OPPOSE S.2245, The Wind Energy Siting bill.

We are extremely pleased to announce that Hank Garvey will be conducting the Coach Education Program for Level 1 Shotgun at the Hampton Inn on February 20 & 21, 2010. This course will greatly benefit your programs and staff in many ways. Please visit the information link above for a full course description.
Class times are 8am to 5pm on both days. The location of the class is at:
Hampton Inn Bedford/Burlington 25 Middlesex Turnpike Bedford, Ma.
Please bring your gear, trap and skeet gun on second day. We will have a chance to break a few in a purely recreational sense! Shooting portion of the class will be conducted at Minute Man Sportsman's Club within 3 miles of class.
Total class tuition is $165 Payment in full is due by February 17, 2010
Please note that non-GOAL members will incur a $10 administration fee.

Chief Range Safety Officers Course
This is an advanced
course, students are required to be NRA Certified Range Safety Officers before
they can enroll.
NRA Chief Range Safety Officers are people who possess the
knowledge, skills, and attitude essential to organizing, conducting, and
supervising safe shooting activities and range operations. This course requires
the NRA Range Safety Officer certifications as a prerequisite. The successful
completion of this course will allow individuals to educate, train, and certify
NRA Range Safety Officers.
***This course does not encompass the functions
and responsibilities of a Range Officer, who conducts NRA competitive shooting
events as defined by Rule 11.5 of the NRA Rule Books.
The Range Safety Officer course which Chief Range Safety
Officers instruct consists of:
- Range
Safety Officer's roles and responsibilities
- Range
standard operating procedures
- Range
inspection and range rules
- Firearm
stoppages and malfunctions
- Range
Safety Briefings which include emergency procedures
Application for the course *Pre-registration

Class Payment Policy
Payment needs to be made at the time of registration via credit card. Cash and
payment by check will be accepted but need to be received in the GOAL office no
latter than 7 days (1 week) from registration
Registration will not be considered complete until payment is received.
Payments not received in the office in 7 days will result in loss of placement
in class.
Cancellation
and No Show Policy
7 days notice is the minimum requirement to cancel. Arrangements to be placed
into another class can be made or a refund can be issued.
Cancellations
after seven days will be charged for the class if the position can not be
filled.
No-Shows will be charged for the class. Under certain circumstances,
arrangements to attend another class can be made.

 Member Clubs, we are looking for your letters in support of H. 2259 our Civil Rights and Public Safety Bill which will reform our current unconstitutional gun laws. Please contact Kim Golinski at the GOAL Office if you have any questions or need any help!
GOAL is proud to offer the NSSF "First Shots" firearms
training seminar for the 2010 training schedule. Upon successful completion of
this course attendees are eligible to apply for a Massachusetts license to
carry or firearm identification card (FID). This class is designed for beginners but
is also a great refresher course.
GOAL is asking that our Affiliated Clubs host this seminar. Dates have been
set aside and can be reserved by calling Kim Golinski at the GOAL office at
508-393-5333 x 203.

Environmental
non-profit seeks to honor youth activists & environmentalists
(San Francisco, January
28, 2010) -- Action For Nature, a San-Francisco-based non-profit,
is now taking applications for the 2010 International Young Eco-Hero
Awards, which honor youth ages 8 to 16 for their outstanding
accomplishments in environmental advocacy, environmental health, research
and protection of the natural world.
Award recipients will
receive up to $500 cash, an award certificate, and other forms of recognition.
The application deadline is February 28, 2010.
Action For Nature's
mission is to encourage young people to take personal action to nurture and
protect a healthy environment on which all life depends. Now in its eighth year
of the International Young Eco-Hero Awards, the organization has honored 90
young people from 13 countries and 24 states in America.
Previous award winners
have continued to receive other prestigious leadership, environmental and
science awards, such as the Brower Youth and Intel Science awards. They've also
taken part in local, national and international media interviews.
Alec Loorz, a 2008 award
winner, has continued to educate youth and adults about global warming and has
spoken to more than 20,000 people. Alec, who is now 15, is the youngest member
of Al Gore's speaking panel, and was recently asked to assist with a
presentation before the U.S. Senate.
Former award winner
Otana Jakpor, 16, researched air purifiers and ozone emissions and successfully
advocated for change in California. Her findings resulted in the first-ever state
regulation of ozone-generators. She has since been honored by the Environmental
Protection Agency and has become an official spokesperson for the American Lung
Association. She has also had her work published by several science journals.
