Unfortunately, there have been several pedestrian robberies in the past week in our area.  That includes a robbery of an older woman this afternoon on Flat Shoals between Bouldercrest and I-20.  The East Atlanta Security Patrol officer was able to capture one of the three perpetrators, and a second was arrested late this afternoon.  If you or anyone you know has been victimized in a pedestrian robbery in the past few days, be sure to contact Zone 6 at 404-371-5002.  It may be possible to link multiple crimes to the same men, but APD needs your help. 
 
We have posted the crime statistics for the month of September.  The number of auto larcenies has been trending down considerably in September and into October , but the number of burglaries has been trending up.  Keep in mind that our crime statistics are not exactly tied to each month, so some months have five weeks and most have four weeks.  September does include five weeks of crime data, so that does make it best to compare September 2007 with September 2008, rather than to compare the numbers to August or July which only have four weeks of data.
 
In other crime news, there is a new program in DeKalb County for residents who wish to patrol their own streets.  Read more about how you can participate in this non-confrontational neighborhood patrol program.  The deadline to apply for participation is the end of October, so act today if you are interested.  This should be of great interest to our readers who live in unincorporated DeKalb County.
 
Also new this week is information on HUD's Neighborhood Stabilization Program for DeKalb County.  There will be over $18 million available to help acquire and rehabilitate foreclosed properties.

EACA looking for new leaders in 2009
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

EACA is actively seeking new leadership for next year.  Current President Myron Polster and Vice-President Heath Turner are not eligible to return in those positions in 2009, and Sarah Palin will be in Washington or back in Alaska, so we need some new blood at the top.  This is a great chance to improve your neighborhood in areas such as Public Safety, Code Enforcement, Land Use and Zoning, Education and Transportation to name just a few.  Elections will be held at the December 9th EACA meeting for all four officer positions, including Secretary and Treasurer.

EAV-O-Ween is Great Fun for All

Come to the East Atlanta Village in your best costume... kids, adults, and dogs... everyone is welcome.  EAV-O-Ween begins at 6:00 on Halloween and while the family fun ends at 9:00, the party will continue well into the night throughout the EAV.  Read the official EAV-O-Ween flyer for a list of the many activities that are a part of this scary but family-friendly event.

HUD'S Neighborhood Stabilization Program Public Information Meeting

The DeKalb County Community Development Department is holding a Public Meeting to share information about the Neighborhood Stabilization Program and receive public input on important components of the proposed DeKalb Action Plan.  HUD has allocated $18,545,013 to DeKalb County to be used for the acquisition and rehabilitation of foreclosed properties.  This Public Meeting will be held on Tuesday evening , October 21st from 6:30 - 8:00 at the Maloof Auditorium at 1300 Commerce Drive in Decatur.

Local Flavor Dominates Annual Best of Atlanta List

The Annual Creative Loafing Best Of Atlanta List has been published and the Porch Press coverage area had an amazingly strong showing, taking 34 of the 300 some awards. The polling is admittedly unscientific but the trend that more and more metro citizens are recognizing the great amenities, restaurants, shops and events that we have is a truly great sign. Several even won multiple awards. Apparently, being south of I-20 no longer carries the same negative connotation we've been saddled with for years.

Neighborhood Deputies Training

Councilmember Natalyn Archibong would like to invite the neighborhood organizations in District 5 an opportunity to participate in the Neighborhood Deputies Program.    
 
The City of Atlanta has re-implemented the Neighborhood Deputies Program (NDP) in the Department of Planning and Community Development to aid the Bureau of Code Compliance and Neighborhoods in addressing the minor code and zoning violations prevalent in Atlanta's communities.  This program trains volunteer residents to patrol their neighborhood, identify code violations and issue community warning notices to violators.  Some of the problems identified include:  trash, junk vehicles, illegal auto repairs, overgrowth, and abandoned houses.
 
The program goals are to:
 
Educate residents about code and zoning violations;  
Involve residents in the code enforcement process;  
Identify community and governmental resources to assist residents in maintaining or revitalizing their neighborhoods;  
Develop leadership in implementing volunteer clean-up and fix-up programs for neighborhoods; and  
Provide a NDP brochure and a NPD Code Violations Manual to assist volunteers in understanding the City of Atlanta codes and process.  
The training is schedule for November 1, 2008 at 9 a.m. at City Hall, Committee Room 1.    Please fill out the application if you would like to participate.

Volunteers in
 Patrol

The DeKalb County Police is currently taking applications for the new Volunteers In Patrol (V.I.P.) program.  This is a non-confrontational neighborhood patrol program that the DeKalb County Police is kicking off as part of the Department's Interactive Community Policing strategy.  The new program is designed to:
  • deter crime
  • improve the quality of life
  • provide a safer environment for neighborhoods
  • impact crime by having citizens patrol their own neighborhoods
  • Allow volunteers to report suspicious or criminal activity to Interactive Community Policing (ICP) or 911 (if an emergency)

September Crime Reports

As you read many of the detailed crime reports, you may notice that many of the victims of residential burglaries are out of town when the crimes occur.  APD offers directed patrols for any resident who will be out of town, and all that is required is faxing a form to Zone 6.  Please be sure to take advantage of this service, as your beat officers will make use of these forms as they patrol the neighborhood.

East Atlanta Security Patrol
 

The East Atlanta Security Patrol is an effort to provide additional police patrols for both residential and commercial properties here in East Atlanta.  Currently the Security Patrol is providing about 30 hours per week of coverage, mostly on days and times where we're experiencing the highest dates of residential burglaries.  Coverage is focused on our member households, with extra emphasis for residents who are out of town.  Time spent near any given member household is also adjusted based on current crime patterns.  Additional foot patrols are provided in the East Atlanta Village, with the number of hours dependent on the contributions of member businesses.
 
If you wish to join the Security Patrol, be certain that you live in the city of Atlanta, and within EACA borders.  The patrol does not currently extend to unincorporated Dekalb County since it is staffed by off-duty Atlanta police officers.

Drew Charter School - Spotlight on Success

Drew Charter School, Atlanta Public Schools' first charter school, was recently recognized by the Georgia Department of Education as a 2008 Title I Distinguished School.  Drew also received the Superintendent's Distinguished Achievement Award for improvement in grade 6 Science on the Criterion-Referenced Competency Test for the 2007-2008 school year, and was one of ten schools in the state with the greatest gains in the percentage of students who met and exceeded scoring levels.

Congratulations to the principal, Nicholas Stapleton, teachers, staff, students, and community leadership for these prestigious awards!  

Drew Charter is located in the East Lake community in Atlanta, which began revitalization in the mid-90s under the auspices of developer Tom Cousins, who purchased the East Lake Golf Club in 1993.  The East Lake Foundation (formed by Mr. Cousins in 1994) raised the funds and built the Charlie Yates Golf Course as a training ground for neighborhood children. The first nine holes were completed in 1998 and the Drew Charter School was established to support low-income children from the East Lake neighborhood.

Burgess-Peterson Academy needs your help!  We have lots of upcoming events and need the community's assistance to support our students.  We will be holding a volunteer kick-off on Thursday November 6th from 5-6 p.m. where interested volunteers can come to the school and learn about all of the possible volunteer needs we have at East Atlanta's only elementary school.  This is a great opportunity for the community to participate in the transformation of Burgess-Peterson Academy into a high-performing elementary school.

The EAV Farmers Market started May 1st at its new location in the parking lot of Village Hardware and continues every Thursday through November, from 4PM to Dusk.

 

In addition to fresh local produce there will be a regular selection of hormone-free beef and pork, artisan cheeses and breads.

 

Thanks to a grant from EACA and partnership with the State, the EAV Farmers Market will be able to accept EBT food stamps this year from the 4,400 recipients in the 30316 zip code.

The city of Decatur, in partnership with the Decatur Preservation Alliance and the Dekalb History Center, will be holding the first ever Decatur Old House Fair on Saturday October 25th from 10-5.  This will be a great opportunity for owners of old houses to come together and attend how-to seminars and shop the exhibit hall of professionals, retailers, and suppliers that have expertise and products to assist old house owners in rehabilitating and furnishing their homes.
 
Tickets will be available in late September, and will be $10 in advance and $15 the day of the event.  Ticket cost includes access to all seminars, a comprehensive program book that will list all the exhibitors and speakers as well as non-profit, federal, state and local government resources.

New Ramp Meters On Downtown Connector
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
 
The Georgia Department of Transportation will sequentially
activate 11 new meters on I-75/I-85 (Downtown Connector) entrance ramps
between University Avenue and Freedom Parkway. The first three meters will
be turned on during afternoon rush hour on Monday, October 20. The remaining
eight will be activated over the next two days, with the entire corridor
operational by Wednesday October 22.

Ramp meters are turned on just before heavy rush hour traffic begins, and
stay on until traffic begins to subside at the end of the peak period. They
resemble standard traffic lights, and are installed approximately two-thirds
of the way down the entrance ramps. Every 3-5 seconds the meter cycles from
red to green, allowing one vehicle at a time to merge onto the freeway. On
two-lane ramps, the left and right lanes have alternating green lights, so
the left lane goes while the right is stopped, and vice versa.

"Although motorists will spend a little extra time on the ramp, they should
see a decrease in overall travel time," Georgia DOT Operations Director
Steve Henry said. "We'll monitor these new ramp meters very carefully. If
traffic starts to back up on the ramp, sensors will speed up the meters to
allow more vehicles to move through. If our cameras show traffic spilling
out onto the surface streets, we can turn them off completely."

Seventy-two ramp meters currently operate in metro Atlanta:

* 4 on I-75 northbound between Midtown and Cumberland Mall (operating
since 1996)

* 4 on I-75/85 southbound (operating since 2005)

* 14 on I-285 (north side)

* 11 on I-85 (northeast)

* 11 on I-285 (east side)

* 8 on I-75 (south side)

* 20 on I-75 (northwest side)

They have collectively reduced average rush-hour commute times in these
corridors by significant margins. Early studies show the strongest results
to date on I-285 westbound between GA 400 and I-75. Other benefits include
reductions in merging accidents and vehicle emissions.

"There will be a short learning curve period in the first few days as the
public adjusts," Georgia DOT Atlanta Regional Media Coordinator Mark
McKinnon said. "We realize that we may need to tweak specific meters. Please
bear with us, and keep in mind that there is no one 'silver bullet' solution
to eliminate congestion. Ramp meters are just one of several tools that can
help fight it."

Ramp meters have been used for over 20 years in more than 20 cities across
the country. They are placed on entrance ramps to help control the flow of
traffic from the surface streets onto the freeway. Without metering,
vehicles push their way all at once onto the interstate in a disorderly and
potentially dangerous manner. Once these vehicles reach the merge point,
they force their way into the travel lanes, causing additional congestion
due to stop-and-go merging activity on the freeway. When this happens on
already traffic-heavy freeways, there is a total breakdown of free-flow near
the on-ramps, which has a ripple effect on traffic for many miles. Even with
no stalls or accidents, heavy on-ramp traffic causes congestion that both
extends and continues throughout the rush-hour.

The new ramps that will be operational during the week of October 20th are:

* University Avenue to I-75/I-85 north and southbound

* Ralph David Abernathy Boulevard to I-75/I-85 southbound

* Pulliam Street to I-75/I-85 southbound

* Fulton Street to I-75/I-85 northbound

* 10th Street to I-75/I-85 southbound

* MLK Drive to I-75/I-85 northbound

* J. W. Dobbs Avenue to I-75/I-85 northbound

* Spring Street / Linden Avenue to I-75/I-85 northbound

* Freedom Parkway to I-75/I-85 northbound (two meters)

The Georgia DOT urges travelers to call 511 for updated information about
this or any other construction project on interstates and state routes.
Georgia 511 is a free phone service that provides real-time traffic and
travel information statewide, such as traffic conditions, incidents, lane
closures, and delays due to inclement weather. Callers also can transfer to
operators to request assistance or report incidents 24 hours a day, seven

One of our most frequently asked questions is how to contact an EACA officer or committee chair.  The answer is quite simple.  Visit our contact page and find the name of the person or committee that you wish to contact.  You may also travel directly to our contact page by clicking on the Contact link from anywhere on the EACA website.  If you aren't sure who the correct person or committee to contact is, feel free to direct your inquiry to the EACA president.
