This rule applies to ALL liquids that pass through the security checkpoint, even if they are in sealed gift packs. The lotion for grandma, smell-good oil for Aunt June and little Emily's snow globe must comply with the 3-1-1 rule.
It is better to pack gifts in checked baggage or mail them. Save room in your carry on for essentials like medications. More travelers means more delayed or lost luggage.
