ASIA-PACIFIC REGIONAL ADVISORY COUNCIL
The DBF feels strongly that the regional involvement of key local individuals and experts is the best way to attain consensus on key issues and to promote our potential involvement. In this regard the Dispute Board Federation maintains regional advisory councils. The most recent to be formed was the Middle East and North Africa (MENA) Regional Advisory Council which is Chaired by Mr Waleed Hammad who is also the Vice President of Corporate Procurement for the Abu Dhabi Ports Company. The DBF is now in the process of forming its Asia-Pacific Regional Advisory Council and so far has received acceptances from several key individuals in the region. Their expertise covers Malaysia, Singapore, Vietnam, Cambodia, Laos, and Indonesia. We hope to have more details on this development in next month's Newsletter. On other matters the DBF has new programmes and activities in Scandinavia and South America. These activities will offer our members and others interested in Dispute Boards and Dispute Resolution the benefit of viewpoints from different parts of the globe all whilst providing training in both regional and international topics related to procurement, adjudication, and construction/contractor issues regarding the implementation of dispute boards.  We are also very pleased to announce that the DBF has partnered with Qatar Airways to provide those attending the various programmes we give with the finest in air travel and at the best prices. Public Policy Centre on Conflict Resolution
The Dispute Board Federation has been involved in immediate Post-Conflict Dispute Resolution in developing countries for many years and feels strongly that future conflicts can be avoided, peace maintained, and corruption lessened through the effective study and advocacy of dispute resolution techniques, the promotion of dispute boards to lessen corruption in infrastructure project construction and by assisting developing countries in prompt, effective and corruption free redevelopment. In this regard the Dispute Board Federation is pleased to announce that its Public Policy Centre on Conflict Resolution will be be holding a regional governmental policy workshop for key leaders from Laos, Vietnam, Cambodia, Singapore, Thailand, Indonesia, and Malaysia on June 16 & 17 in Singapore. This workshop is by invitation only and is restricted to government ministers, planning officials, development officers, and development banks.  The DBF has partnered with Qatar Airways to allow participants in its programmes the best airfares to Qatar and to celebrate this alliance is offering its two most popular programmes in Doha, the hub of Qatar Airways. The two programmes are the DBF-FIDIC Intensive Dispute Adjudication Board (DAB) Intensive Training Programme and the FIDIC Contracts Total Immersion Programme (FTIP).
The FIDIC-DBF DAB Intensive Training Programme The first programme is our Intensive DAB Training Programme held in conjunction with FIDIC. The basis for this programme is that the World Bank and other multilateral development banks now require the use of Dispute Boards in all infrastructure projects they finance. The reason being that the use of Dispute Boards prevents almost 99% of all project disputes from escalating into time consuming and costly litigation. Training in the proper implementation and use of Dispute Boards as well as selection and training of potential Dispute Board Members is critical to the effective use of these boards and the economy they provide.
The Dispute Board Federation along with FIDIC have realised that a specialised intensive training programme is needed and from that realisation these courses have been created.
This Intensive Dispute Board Training Courses take participants in an organized and structured way through the leading methods of dispute resolution and prevention using Dispute Boards. They cover the contents of the FIDIC Contracts Training Manual dealing with dispute boards as well as the rules of the International Chamber of Commerce and the Dispute Board Federation Dispute Board Rules and procedures.
Participation is limited to 30 individuals with trainers providing detailed explanation, courses, notes and case studies and leading in-depth discussions, almost at an individual level. Additionally each participant is given the opportunity of preparing a Dispute Board Decision for review and comment by the trainers. Each participant who successfully completes this portion of the training is eligible for 16 credit hours by the Dispute Board Federation for its Professional Dispute Board Member Designation.
FIDIC Contracts Total Immersion Programme (FTIP)
This truly intensive 6-day programme with 3-4 trainers per day and is for the individual who wants to maximise their learning experience in a relaxed environment. The location for our programme is planned to be at one of the 5-star Doha Hotels and the price includes all instruction, lunches and study materials. Each participant receives one-on-one training in a special setting offering the finest accommodations and training facilities in the Middle East.
The programme is taught using a combination of lecture, group discussion, problem solving and for each topic the use of case studies covering real-world situations encountered on large international infrastructure projects and their resolution.
The culmination of this programme is the in-depth knowledge of the entire range of FIDIC Contracts, how they operate individually and collectively and how to use each to best advantage.
Each of our instructors is an expert in this field and they provide lively analysis of the contracts making the experience a truly enjoyable one.
