Welcome to The Dispute Board Federation
I am pleased to announce that the DBF is finalising the programme for the Winter Symposium to be held in Istanbul the 12th through the 15th of November 2009. This symposium brings together experts from 15 countries who will explore ADR and Dispute Board topics from an infrastructure development perspective.
This 4 day event will include lectures, break-out sessions, networking, and discussion groups all centered on "The Role of ADR & Dispute Boards In The Effective Rebuilding of Immediate Post-Conflict Countries".
The Dispute Board Federation, its members, partners, and related organisations know that the effective rebuilding of immediate post-conflict countries involves a combination of construction, diplomacy, risk management and finding an effective way to prevent disputes from arising during the process. Accordingly this year's Symposium seeks to probe the relationships between all of these subjects in the hope of arriving at the optimum strategy for use by multilateral development banks, contractors, employers, and insurers in the resolution of disputes on infrastructure projects and the effective delivery of those projects within the necessary time constraints and within the prescribed budgets.
The Symposium is open to both DBF Members and non-members and an individual email announcement will be forthcoming shortly. Registration for this event will open 1 Spetember 2009 and advance registration is available.

The Winter Symposium 
The Winter Symposium covers the newest Developments in Construction Alternate Dispute Resolution including the use of Dispute Boards and Mediation. The World's Experts in these subjects will discuss current issues, problems, and their solutions. Speakers include members of the World's Development Banks, leading contractors, arbitrators, dispute board leaders, lawyers and others at the cutting edge of procurement and the prevention of disputes in the construction process.
In addition to the working sessions there will be a gala reception for all participants and the opportunity for networking amongst the approximately 200 planned participants.
Additionally a pre-Symposium practical training programme dealing with ADR in The Construction Sector is being offered separately and will deal with the proper use of ADR in a construction setting, mediation, and dispute boards.
This symposium brings together experts from 15 countries who will explore ADR and Dispute Board topics from an infrastructure development perspective and with a focus on the analysis and practical tools related to:
- Operational Disputes
- Procurement issues
- Financial risk abatement and management with ADR
- Interaction between disputes and risk avoidance
- Creating value through effective use of ADR and Dispute Boards
- Mediation in post conflict situations
- Dispute Boards under Civil Law
- Dispute Boards and ADR under Sharia Law
- Mediation of infrastructure project disputes under Sharia Law

Country Report: China 
The DBF provides its services to countries needing assistance in procurement issues dealing with dispute boards and ADR.
China has traditionally been a user of disupte boards in its major development projects and in particular in the development of its hydropower facilities. It is now using its experience to become one of the leading exporters of knowledge and construction ability for Hydropower facilities in developing countries.
This knowledge comes from the approximately 23,000 dam projects actually built in China. This number places China at the top of worldwide dams constructors as that is rougly half of the number of dams existing worldwide. In this regard the Chinese engineering companies, the state run organisations and the Chinese banks are in the process of developing approximately 50 new major dam projects in over 30 counties worldwide. Projects include USD$2+ billion dam projects in Nigeria, Laos, and Pakistan along with several in Africa and the Mekong region.
China was one of the first countries to fully endorse the use of Dispute Boards in projects of this scope and the DBF congratulates them on their continued efforts to deliver quality projects on time and on budget utilising DABs.
The Dispute Board Federation will continue to offer its assistance in these efforts and provide procurement and DAB services as requested.

Focus on Books
The Dispute Board Federation's Winter Symposium will focus on the many aspects of dispute resolution available on major infrastructure projects.
A critical topic to be covered will be the use of mediation during the construction process including the use of mediation both before and after adjudicator decisions.
The DBF online bookstore provides the
