The Maze of searching for fair payment rates in healthcare is not a simple process to determine. While the government strives for transparency, the consumer lacks the expertise to manage or understand their provider bill and the payer relies on discounts to reduce the cost of healthcare spending.
Providing transparency is a good idea in theory. It was originally introduces by federal legislation under George W. Bush's administration and expanded by the Patient Protection and Affordable Care Act signed into law in 2010. At this point, over 40 states have established some form of publicly accessible healthcare provider price comparison websites. The data bases, known as "all-payer claims data bases" are designed to enhance cost containment. The Federal government programs are the largest payer, through programs such as Medicare, Medicaid , the children's healthcare programs and others publish their payment rates. The published payment rates while complicated, difficult to evaluate, not consistent or uniform in structure and definitely not user friendly.
