Unemployed Veterans not eligible for GI Bill can still get educational funding

Veterans Retraining Assistance Program VOW To Hire Heroes Act Of 2011 Creates New Benefit For Unemployed Veterans

Congress passed, and the President has signed into law, the VOW to Hire Heroes Act of 2011. Included in this new law is the Veterans Retraining Assistance Program (VRAP) for unemployed Veterans. The Department of Veteran Affairs (VA) and the Department of Labor (DoL) are working together to roll out this new program on July 1, 2012. The new program will provide retraining for Veterans hardest hit by current economic conditions.

The VRAP offers 12 months of training assistance to unemployed Veterans. To qualify, a Veteran must:

  • Be at least 35 but no more than 60 years old
  • Be unemployed (as determined by DoL)
  • Have an other than dishonorable discharge
  • Not be eligible for any other VA education benefit program (e.g.: the Post-9/11 GI Bill, Montgomery GI Bill, Vocational Rehabilitation and Employment Assistance)
  • Not be in receipt of VA compensation due to unemployability
  • Not be enrolled in a federal or state job training program

The program is limited to 45,000 participants during fiscal year 2012, and to 54,000 participants from October 1, 2012, through March 31, 2014. Participants may receive up to 12 months of assistance at the full-time payment rate under the Montgomery GI Bill-Active Duty program (currently $1,473 per month). Applications will be submitted through DoL and benefits paid by VA. DoL will provide employment assistance to every Veteran who participates upon completion of their program.

Participants must be enrolled in a VA approved program of education offered by a community college or technical school. The program must lead to an Associate Degree, Non-College Degree, or a Certificate, and train the Veteran for a high demand occupation.

Meet the newest member of the CMVE family - Tiffany Putman, Military Counselor

Tiffanny is the wife of an active duty marine, and part of a very active military family as the granddaughter of a World War II veteran, grandniece of a Korean War Veteran, daughter of a Vietnam veteran, sister of a Gulf War veteran and wife to OEF/OIF active duty Marine.
Tiffany Putman
Tiffany Putman, CMVE Counselor

As the wife of a an active duty service member, Tiffanny has had to move quite a bit and spent 2 years before TCC in Seoul, South Korea where she worked on the base helping military spouses with career counseling and placement. She said doing this kind of counseling in a foreign country was a challenge as she had to work within the legal and international requirements, (SOFA - Status of Forces Agreements), for employing military families members.

Tiffanny has also worked as a mental health counselor, and a disabilities counselor.  Prior to her overseas duty, Tiffanny was a career counselor with Harrisburg Area Community College in Pennsylvania where she worked under Dr. Edna Baehre-Kolovani, who is joining TCC this year as its new President.  When asked about Dr. Baehre-Kolovani she said she appreciates the streamlining and cooperation Dr. Baehre-Kolovani encouraged between community college campuses in PA and she is excited to see more of the same here at TCC.

Tiffanny is very passionate about working with the military and their families.  She has volunteered for over 15 years with various support organizations.  She has performed all kinds of jobs from teaching basic computer classes to being the command liaison to a national military family organization.  Some of the organizations she has worked with include Army Community Services, Marine Corp Community Services, Navy MWR, and  the Department of Defense Dependent Schools (DoDDS) to name a few.

Tiffanny is looking forward to working with active duty, veteran and dependent students. She is currently being cross-trained to functional in a variety of areas that pertain to counseling students. Additionally, she is planning to work closely with the Education Accessibility offices to help students that may have limitations get the assistive technology they need.  Tiffanny is excited about being a part of the CMVE and furthering the vision of being a comprehensive, one stop shop for all military related students who come to TCC and a national model for high quality programs and services.

We welcome Mrs. Tiffanny Putman aboard CMVE and we hope you will as well. To schedule a counseling appointment, call 822-7723 or email TPutman@tcc.edu.

The CMVE offices at Virginia Beach get a facelift

The CMVE offices at TCC Virginia Beach are undergoing major renovations over the next few months.

CMVE blueprints
Plans for the new and improved CMVE

Plans for expanded offices, additional counseling rooms for students, a larger lobby and student lounge area and for moving the Veterans Affairs offices into the CMVE space are underway.

The construction will begin in mid-May and will continue through the summer. Counselors, advisors and all other student services will still be available during construction. All phone numbers and contact information will remain the same. The only change for students is that they will now access the Center through the back doors of the Kempsville Building rather than the main entrance. Call ahead for directions and instructions.

Lobby
The old cafeteria will become the military waiting and lounge area

These new renovations and expansions prove the committee TCC has made to its military and veteran student population. The Center also provides services for military spouses and dependents. The new and improved Center should be ready by the fall 2012 semester.

TCC CMVE receives $7,500 grant from Give an Hour

Walmart provides funds for eight $7,500 grants to help military families in the Hampton Roads Region

Give an Hour™, a national nonprofit organization providing free mental health services to veterans of Iraq and Afghanistan and their loved ones, announces recipients of eight $7500 grants from Walmart in Hampton Roads. Hampton Roads and Fayetville, NC are two demonstration projects administered by Give an Hour for the Community Blueprint Network, a collaborative effort to help communities address the needs of veterans and military families on a local level.

TCC will be using the grant money to give workforce assessments and pre-employment training for military spouses approved through the MCAA program. The pilot program will start out with 20 students and will help them accomplish a Career Readiness Certificate (CRC). Lahoma Rodriguez, a program coordinator at TCC CMVE, says they are aiming to create a "replicable program that will get military spouses to an employable status so they can help support their families."

To find out more about the program or to apply to participate, contact Lahoma Rodriguez at the CMVE at LRodriguez@tcc.edu or 757-822-7703.
