Rick Emmett Named City Appointee to CBID Board
The Knoxville CBID Management Corporation (CBID) welcomes its newest board member and city appointee to the board, Rick Emmett, who is the urban growth manager and downtown coordinator for the City of Knoxville.
"I am pleased to have Rick Emmett's valuable experience and insight as the city appointee to the CBID board," says CBID Chair Robyn Askew. "The knowledge he brings of downtown Knoxville will be invaluable to us. On behalf of the entire board, we look forward to working with him."
"I am excited about the future of downtown Knoxville and am looking forward to working with the other members of the CBID to continue to make our downtown a wonderful place," says Emmett.
In his role as Knoxville's urban growth manager, Emmett focused on issues related to orderly development, particularly providing or expanding city services to fast-growing areas or neighborhoods that had been annexed into the city. Emmett also helped develop the city's state-mandated growth plan and worked as census coordinator for the city working on both city and Knox County redistricting plans.
Recently he also served as the liaison between the city, contractors, residents and businesses on the recently completed Gay Street Streetscapes Project. One of his major tasks was working with contractors to minimize the disruptions caused by the 18-month-long reconstruction of the 100 and 200 blocks of Gay -- which rest on a bridge-like structure above the original Gay Street -- so that businesses and residents could continue to function.
Emmett, who has worked with the city since 1992, is a licensed surveyor in Kentucky and Tennessee and has an associate degree from Southeast Community College in Middlesboro, Kentucky. He has also attended the University of Kentucky and Lincoln Memorial University.

CBID Hires Marketing Coordinator
Elan Young recently joined the Knoxville CBID Management Corporation (CBID) to serve as its marketing coordinator. She brings over 10 years of experience in communications, specifically in the nonprofit sector where she worked on publications, media relations and organizational branding.
As the marketing coordinator, she will be responsible for partnering in communications with downtown stakeholders, businesses and property owners; developing a range of electronic and print marketing materials in accordance with the CBID strategic plan; and developing advertising campaigns, maintaining the website and social media outlets, among other duties.
"I'm looking forward to working with Elan Young, whose experience in nonprofit communications makes me confident that she will help the CBID reach its strategic planning goals," says CBID Chair Robyn Askew.
"I'm thrilled to be able to put my skills to work for the Central Business Improvement District," says Young. "I love Knoxville's downtown, and I think the revitalization that has happened here is a reason to make all of East Tennessee proud. I'm pleased to be a part of an organization that represents the interests of those working and living here -- for the present and the future."
Young was most previously the communications and media relations associate for the Amputee Coalition, a Knoxville-based national nonprofit organization that serves people with limb loss. There, she coordinated various publications and learned about the communications and marketing strategies and challenges facing many nonprofits.
Young holds a B.A. from The University of North Carolina at Chapel Hill and an M.F.A. from The University of North Carolina at Greensboro.
