A.R.E. Statement on the Budget Cuts, April 21, 2009
|
Statement from A.R.E. on the Budget Cuts to Public EducationApril 21, 2009Stop the War on Education! Teachers and Students, Organize Now!The Association of Raza Educators (A.R.E.) opposes the proposed budget cuts to education, health, and other social services. State politicians as well as the Governor plan to end the existing $16 billion deficit by laying off teachers and cutting spending on much needed social programs. We believe that the budget cuts will not only affect the 26,000 teachers that are being dismissed throughout the state, but the students in severely under-funded school districts.- Currently, California public schools rank 47th in spending (approx. $7,571/pupil per yr.).
- Given public school funding formulas, poor and under-funded districts will not be able to make up for the cuts on public education. (only school districts in affluent neighborhoods will be able to raise the necessary funds through local property taxes).
- For the past decade, with increased standardization of schools, curricula, and testing, we see the hypocrisy of government officials who say they care about education and want improved test scores, yet they are doing little to provide the funds necessary for ensuring a quality education to all students.
- Low income, Latino/a, African-American, and Pacific Islander students are being pushed out of high schools at soaring rates. Currently, 60% of Latino/a youth and 56% of African-American youth are being pushed out of our schools. We believe this is due to two reasons: (a) the eurocentric curriculum and standards-based assessments that serve to track students into the labor and military sectors; (b) the broader structural, economic inequalities that perpetuate the mis-education of historically dominated groups.
We believe that the problem of educational bankruptcy originates with the general lack of support for public education. We are living a crisis, whose genesis begins with the racial and economic roots of this nation. Today, this is evidenced in the move to privatize public education, a phenomenon that is, by design, taking place throughout the entire globe, especially in the "underdeveloped" regions of the world. Consider these facts:- From 2006 to 2008 U.S. defense spending has increased by 161 billion. In 2008 the U.S. federal government allocated $800 billion to defense and homeland security versus $91.1 billion to public education.
Between 1983 and 2003, 23 new prisons were opened. Between 1982 and 2003, only one new university was opened in the state of California.- By 2012-2013, $15.4 billion will be spent on prison systems in California, as compared with $15.3 billion spent on education.
- The federal government has budgeted $9 trillion for the bail out of banks, corporations, and private firms.
Given these realities, A.R.E. stands against the budget cuts and for a free, culturally relevant education that is equitable and truly public, in the sense that parents and students along with teachers have a say in the content and form of education rather than politicians and corporations. We see these cuts as hurtful not only to teachers, but to historically marginalized groups in the United States, in particular African-American, Latino, and low-income urban students and migrant students.> Therefore, we demand that the politicians in California, Gov. Schwarzenegger, Congress, and President Barack Obama,END THE INVESTMENT IN THE PRISON SYSTEM!END THE INVESTMENT IN THE UNJUST AND CRIMINAL WAR IN IRAQ!END THE PRIVATIZATION OF EDUCATION!FULLY FUND A CULTURALLY RELEVANT EDUCATION NOW!A.R.E. calls on ALL teachers, students, and other aligned organizations to mobilize and organize against what we consider a violation of the human right to a free and equitable education for ALL students. The Association of Raza Educators |
