Special education will face more than $1 billion in cuts and millions more will be trimmed from other federal programs for people with disabilities next year unless lawmakers act.

The National Council on Disability (NCD) released its annual progress report on national disability policy. The Arizona Republic

Proposition 204, the Quality Education and Jobs Initiative, makes permanent a temporary 1-cent-per-dollar state sales tax to support K-12 education, with some funding for children's health care, community colleges and universities. The measure also puts the money outside legislative control and blocks lawmakers from using these funds to seek further cuts in education.

Voters approved a temporary one cent tax in 2010 to support key programs, including education, during the economic downturn. The tax, which raises about $1 billion a year, expires in May.

Childless Adult Waiver Proposal

The authority of AHCCCS to cover Childless Adults expires December 31, 2013. AHCCCS recently posted information on its website regarding a request to the Centers for Medicare and Medicaid Services (CMS) that would allow AHCCCS to continue to cover childless adults after January 1, 2014. The public is invited to provide feedback. The public comment period on this draft request closes on October 19, 2012. Helping Raising Special Kids Make a Difference

Lisa first heard about Raising Special Kids just after her daughter was born. Without knowing what was behind her daughter's medical condition, she wasn't sure what sort of help to ask for. But Lisa appreciated the support she received to discuss new developments, and to talk about her questions. 

With her daughter now in high school, Lisa reflects on the challenges of raising a child with a very rare condition. "We did not even have a diagnosis until she was 10 years old," said Lisa. "There was no specific support group for me to join, but I knew that Raising Special Kids was always there for me."

It took a lot of research, visits to different doctors in several states, and dogged persistence to discover what was causing her daughter's medical problems. Lisa explained, "When you are going through this struggle, you just feel isolated, and you don't know where to turn. It's so hard because your friends and family want to help, but they don't know what to do, they haven't walked in your shoes. It was good to have other parents I could talk with and share."

 "I always feel welcomed--like part of the family," she added.

Resources Focus on Antipsychotics for Children and Adolescents

Antipsychotic Medicines for Children and Teens: A Review of the Research for Parents and Caregivers discusses antipsychotic medicines to treat psychiatric conditions in children. It explains what medical research says about the benefits and possible side effects of these medicines when taken by children. The information in the summary comes from the report First- and Second-Generation Antipsychotics for Children and Young Adults published by the Agency for Healthcare Research and Quality (AHRQ) in February 2012, which is based on a review of 81 studies published between January 1987 and February 2011 on antipsychotic medicines in children. Financial Aid Program

This program is for families of infants and toddlers ages birth through 3 who have been diagnosed with a moderate to profound hearing loss who are in pursuit of spoken language outcome for their child. Awards assist with expenses for services such as auditory support services, speech-language therapy, tuition, etc. Families should be committed to a listening and spoken language outcome for their child or children with hearing loss. This program is for individuals only.; Awards are made once a year, generally in December. Award amounts vary; from $300 to $2,000.

Video Submissions on Bullying Being Accepted

The Federal Partners in Bullying Prevention is seeking videos created by adolescents (ages 13-18) that send a positive message about the importance of being "more than a bystander" to bullying in their schools and communities. Adolescents are encouraged to submit 30- to 60-second original public service announcements that showcase ways they are taking action against bullying and promoting a culture of kindness and respect in their schools and communities. The deadline for submission is October 14, 2012. The contest winner will receive $2,000, with the two runners-up earning $500 each. Phoenix Sister Cities International Competition for Artists with Disabilities

Artists who are 19 years old and older, have a disability and live in Arizona or one of Phoenix's nine sister cities are eligible for the seventh annual Phoenix Sister Cities International Competition for Artists with Disabilities.

The deadline for the contest is Friday, Oct. 5. Cash awards of $500, $300 and $150 will be granted to the first, second and third place winners. An event to display the art and announce the winners will be from 6 to 9 p.m. Friday, Nov. 2, at The Warehouse 1005 Studio and Gallery, 1005 N. First St.

This year's contest theme is "Hope Sees the Invisible and Achieves the Impossible." Entrants should send two-dimensional watercolors, pastels, pen and ink, charcoal, photography, mixed media and computer-generated art no larger than 24 inches x 30 inches to AICCD, 4545 N. 36th St., Suite 125A, Phoenix, AZ 85018.

National Latino Children's Summit

The National Latino Children's Institute, in partnership with eLatinaVoices, will convene a national summit of organizations serving Latino children on October 19-20, 2012, at the University of Arizona, Virginia Piper Campus Center, located at 550 East Van Buren, Phoenix, Arizona.

 

The Summit will bring together child-serving organizations, including educators, employers, public policy makers, community organizations and Latino leadership to have a frank discussion about the action needed to prepare Latino youth to reach their full potential and successfully join the future workforce. Special sessions will cover a variety of public policy topics including health and well-being of children; effective and equitable education; the importance of bridging identity, language, and history; child safety; youth leadership; and civic engagement and political empowerment. Subject matter experts will lead all sessions from a national level and also offer a local Arizona perspective.

Baseball in Southwest Valley - Challenger League

Goodyear Little League Challenger division is part of a nationwide program for youth with mental and physical disabilities. Youth ages 4-18 can enjoy the full benefits of Little League participation in an athletic environment structured to their abilities including those using wheel-chairs. Teams are set up according to abilities, rather than age, and can include up to 20 players.

 

Any interested participants who live in the southwest areas of the Valley including Goodyear, Surprise, Buckeye, Avondale, Litchfield Park, Verrado, and others may register. Open registration is December 3rd through January 31st.

Parent Leadership 

 

Raising Special Kids' Parent Leaders share valuable experience and knowledge with new parents. As mentors they build confidence, increase advocacy skills, and provide support that decreases the isolation and grief new parents often feel when learning of a child's disability. Last year, Parent Leaders mentored 360 new parents. Over 90% reported they improved their ability to work with professionals, and their ability to provide for their child's needs, services, and care.
