National News

 

New Community Based Services

New opportunities in Medicaid and Medicare that will allow people to more easily receive care and services in their communities rather than being admitted to a hospital or nursing home were announced by Health and Human Services. HHS finalized the Community First Choice rule, which is a new state plan option under Medicaid, and announced the participants in the Independence At Home Demonstration program.

The first 16 organizations that will participate in the new Independence at Home Demonstration were announced. They will test whether delivering primary care services in the home can improve the quality of care and reduce costs for patients living with chronic illnesses. Read the press release. Community Health Centers get $728 million

Patient rolls have grown since 2008 at the centers as more Americans lost their jobs and health insurance. The White House said 20 million Americans - up from 17 million four years ago - now receive care at the federally funded facilities. The Department of Health and Human Services (HHS) said that the Affordable Care Act will have funded the construction of more than 300 new community health centers by 2014. Read more.

Medicaid officials have agreed to release long-awaited rules for a new program designed to expand community living, caving to pressure after disability advocates blocked all of the entrances to their building. Read article

 

 

Recommendations on Managed Care Implementation

The National Council on Disability (NCD) sent a letter with specific recommendations regarding the implementation of Medicaid managed care for individuals with disabilities to the Centers for Medicare and Medicaid Services (CMS).

Kidscare II Coverage Starting
Starting May 1, some children on the KidsCare waiting list became covered under KidsCare II, a program similar to KidsCare that is being supported with funds from three Arizona hospitals and federal matching funds. Thanks to this key community initiative, nearly 22,000 children on the KidsCare waiting list will be eligible to enroll in KidsCare II. This enrollment is not automatic and families need to complete new applications.

Families on the waiting list should update their address and find out if their children are eligible to enroll by calling the KidsCare II hotline at 1-800-377-3536. Families on the KidsCare waiting list have just 30 days to apply for when they receive their letter from AHCCCS.

Tamper Resistant Prescription Pads

Notice from AHCCCS: Effective November 1, 2012, all handwritten prescriptions for AHCCCS enrollees must be written on Tamper Resistant Prescription Pads (TRPP) to be in compliance with federal regulation. For additional information, visit:

Legislative Update -The legislative session ended on May 3rd.

Bills passed/signed by the governor include:

  • HB 2252 Both parents are entitled to equal access to prescription medication for a child
  • HB 2377 In cases of limited guardianship, an incapacitated person may retain the right to vote if the person files a petition, has a hearing and the judge determines by clear and convincing evidence that the person retains sufficient understanding to exercise the right to vote.
  • HB 2526 Beginning October 1, 2012, the AHCCCS Administration is required to charge a quality assessment on health care items and services provided by nursing facilities, to be used for supplemental payments to nursing facilities for covered Medicaid expenditures, in order to obtain federal financial participation in the services.
  • HB 2534 Allows AHCCCS to modify hospital in-patient reimbursement rates
  • HB 2655 Mandatory monitoring of Department of Economic Security contracts for residential care services for developmentally disabled persons is reduced to once each year, from once every six months.
  • SB 1047 Creates a new income tax credit of up to $500 for individuals or $1000 for married couples filing jointly for contributions to certified school tuition organizations. At least 90 percent of contributions made under the new credit must be used for scholarships or tuition grants for students in specified circumstances, including students with disabilities and dependents of members of the U.S. Military. Retroactive to January 1, 2012.
  • SB 1136 The Department of Economic Security is required to conduct central registry background checks to determine qualifications for employee or contractor positions that provide direct service to children or vulnerable adults.
  • SB 1258 Eliminates the list of exemptions that could be used to promote a student from third grade whose score on the reading portion of AIMS is far below the third grade level, and instead allows such a promotion only for a child with a disability whose individualized education program team and parent agree that promotion is appropriate or for a student who is an English language learner with less than two years of English language instruction.

Swim classes for kids with special needs are available at City of Phoenix Telephone Pioneer Pool located at 1946 W. Morningside. Courses include:

  • Angelfish - This course is designed to teach water safety and swimming skills to people with special needs.
  • Therapeutic Water Exercise - This course is specially designed to teach water exercise to enhance fitness for older adults or those with arthritis or special needs.

Free Class from NAMI Arizona

Family to Family is a free, 12-week course for families, partners and friends of individuals with serious mental illness taught by trained NAMI family members and caregivers of individuals living with mental illness. The course examines the emotional responses families have to the trauma of mental illness; many family members describe their experience in the program as life-changing.

Win a Mobility-Equipped Van in National Contest

The Mayor's Commission on Disability Issues supports the inaugural National Mobility Awareness Month in May. The theme is "Life Moving Forward," which is also the central focus of a contest that will present three winners around the nation a custom wheelchair-accessible vehicle. To enter the contest, individuals or caregivers tell their story in writing or in a video and submit it to MobilityAwarenessMonth.com. Video submissions will be posted on YouTube. The public can vote for their favorite story from now until May 13 on Facebook and other social media platforms. The Wheelchair Accessible Vehicles will be given away to the winners May 16-31.

Early Head Start 

Parents with children from birth to 2 years old and pregnant women have a special opportunity to learn comprehensive parenting skills in their home through the city's Early Head Start program.  Head Start staff will visit each home weekly and parents participate in socialization events twice a month. Various activities help the children transition to Head Start and other preschool programs.

Head Start Offers Kids a Special Learning Experience

Families with children ages 3 and 4 before Sept. 1 that meet federal guidelines for family size may be eligible to enroll in the 2012-13 Head Start school year. Head Start offers active learning activities, nutritious meals and snacks, health screenings, and disabilities and mental health services. Parents of children with special needs are encouraged to apply. Visit a Head Start classroom to find out why the program is so special.

Applied Behavior Analysis (ABA) Fundamentals Class for Parents

A "Fundamentals of ABA" training class for parents, habilitation therapists, and anyone else involved in helping children with autism is being offered by AZA United. The class discusses the common features and needs of children on the autism spectrum and strategies for success to teach new skills and increase positive behaviors. Terms and concepts that will be discussed include reinforcement, function of behavior, extinction, differential reinforcement, prompting, fading, behavioral shaping and much more. This class is an interactive presentation that includes group activities, video examples and useful handouts.

The 13th Annual Arizona Survivors of Suicide Conference

The day will be focused on Hope and Healing, utilizing a lecture format, discussion, and experiential exercises designed to deepen and expand the understanding of grief, specifically as it relates to loss by suicide.

  • To explore opportunities in the grieving process for personal growth, which can lead survivors out of a tunnel of despair, into a journey of hope and acceptance

2012 National Transition Conference: College and Careers for Youth with Disabilities

The conference, held in Washington, DC from May 30, 2012 through June 1, 2012, will bring together professionals and families to discuss the transition from school to adult life for people with disabilities.

Help Raising Special Kids make a difference

  

 

Taylor and his sister GiorgiannaChris had to think pretty hard about how she originally found Raising Special Kids. "It was a really, really long time ago," she laughed thinking of the journey through her son's elementary, middle and high school years. I think it was our doctor who referred us, or was it the school?"

 

That time period was a bit of a blur. Her son, Taylor did not have a definitive medical diagnosis, and her family was having a hard time with his school. "The Parent to Parent connection was especially helpful, as were the staff assistance with school issues, medical issues and finding lots of resources," she said.

 

"Like many parents, sometimes I wanted to deal head on with an issue-other times I'd just want to bury my head in the sand. Those were the times I just needed someone to listen." Chris recalls the training and consultation she received helped her gain confidence in advocating for her son. When she went to meetings she began to feel "I can do this!" And it worked. Today Taylor is doing well, and Chris is very proud. "He's really a great kid-full of love and he's so happy! It makes me feel good I stuck to my guns. The support I got from Raising Special Kids really helped me to do that."

 

When Chris began to help others as a Parent to Parent mentor, she said, "I learned so many things from other parents."

Be a Parent Leader 

Raising Special Kids' Parent Leaders share valuable experience and knowledge with new parents. As mentors they build confidence, increase advocacy skills, and provide support that decreases the isolation and grief new parents often feel when learning of a child's disability. Last year, Parent Leaders mentored 360 new parents. 0ver 90% reported they improved their ability to work with professionals, and their ability to provide for their child's needs, services, and care.
