Comments being accepted on proposed Medicaid rule

Medicaid physician pay swept up in battle over funding and access

As states struggle to balance their budgets in conjunction with the requirements of the federal health care reform legislation, opposing polices between Congress, the Obama administration and state and federal Court decisions could create complications for how Medicaid physicians are paid. The State Flexibility Act of 2011 would give states greater flexibility to adjust their Medicaid/CHIP programs through changes in eligibility standards and enrollment procedures which would require repealing the Maintenance of Effort (MOE) requirement in the federal health legislation. A Senate version of the State Flexibility Act is currently being sponsored by Senator Orrin Hatch (R-Utah). Opponents of the bill argue that it would have devastating effects on low-income women, children and the disabled. On the other hand, the U.S. Department of Health and Human Services (HHS) proposed a new rule, Medicaid Program: Methods for Assuring Access to Covered Medicaid Services, which would create a standardized, transparent process for States to measure access to health care in their individual Medicaid programs as part of an effort to assure consistent payments, quality of care and adequacy of providers. The proposed rule would require states to prove that Medicaid pay cuts will not hurt access to care.

Rates for Arizona Pre-Existing Condition Insurance Plans down 40%

Health and Human Services to reduce premiums, make it easier for Americans with pre-existing conditions to get health insurance

The U.S Department of Health and Human Services (HHS) announced on May 31st new changes to the 24 federally operated Pre-Existing Condition Insurance Plans (PCIP) that are intended to increase affordability and access to the program. Read more.

 

Information on grant applications posted for review

The Arizona Developmental Disabilities Planning Council has posted information on the 2011 Request for Grant Applications on its website at www.azgovernor.gov/DDPC. You are invited to visit the site and review information on the four grants and the areas they address, including transportation, wellness, planning and support, and self-advocacy development.

The site contains several components designed to provide information to potential grantees, including Frequently Asked Questions, the four individual grant applications and other information that is necessary to successfully submit a grant application.

 

Five-Year Plan

The Arizona Developmental Disabilities Planning Council is seeking feedback from people with developmental disabilities, family members, caregivers and advocates, providers of services and supports.

 

Opportunities to learn and offer feedback about the Arizona Developmental Disabilities Planning Council's proposed five year plan (2011-2016) have been scheduled. The mission of the Arizona Developmental Disabilities Planning Council (ADDPC) is to represent the interests and needs of persons with developmental disabilities throughout the state of Arizona. The ADDPC engages in advocacy, capacity building and systemic change to increase inclusion and involvement in the community, and promotes self-determination, independence, productivity and integration to support persons with developmental disabilities and their families in all facets of community life. 

 

The five year plan will govern the ADDPC goals, objectives and activities over the next 5 years. Public feedback on the plan is important! Three meetings:

Through the Community Advisory Committee, peer and family voice on behavioral health issues is heard and carried to the Council where our voice affects decision-making, policy, procedures and the planning processes of Arizona's adult behavioral health care system in Flagstaff. This meeting is also available by Telemed in Phoenix and Tucson. The public is also welcome to attend the full Arizona Behavioral Health Planning Council meeting on June 15th from 10:00 to 12:30 at NARBHA.

 

 

Advocacy Training - June 29

The next couple of years of legislative action and elections will be critical. Many traditional skills remain relevant: power analysis, how to make a visit, telephone call or write a letter, how to deal with legislative dodges, how to join together for united action, how to do communications with policy makers and media. New skills are also necessary to be effective with the new realities about how to join together in old and new alliances to build citizen skills and citizen organizations for political power and effective advocacy.

This advocacy training is provided by Protecting Arizona's Family Coalition, a large alliance of community, and health and human services groups, with 10 years of experience organizing, training and preparing citizens for effective legislative advocacy.

2011 Medical Home Webinar Series: Partnering with patients and families in the Medical Home

Part 4: Patient-and family-centered care in the medical home

To demonstrate how the Medical Home works in practice, the American Academy of Pediatrics (AAP) and its National Center for Medical Home Implementation (NCMHI) will be hosting the fourth webinar as part of a free four-part Webinar series for all child health professionals invested in providing family-centered primary care via the medical home model. This webinar will be led by RJ Gillespie of Children's Clinic, Oregon; Mercedes Rosa of Statewide Parent Advocacy Network, Inc (SPAN); and Suzanne Bronheim of the National Center for Cultural Competence. The objectives of this webinar include the following:

  • State the importance of patient-and family-centeredness in the delivery of preventive, acute, and chronic care for all children and youth
  • Describe the impact of provider/parent partnerships on positive child health outcomes, particularly for diverse patient populations
  • Explore strategies, tools, and resources available to assess practices cultural and linguistic competency and its impact on health disparities

Community Meetings to Discuss AHCCCS Respite Reduction

The Arizona Autism Coalition will be hosting two meetings to discuss the AHCCCS respite reduction from a maximum of 720 per Individual Service Plan (ISP) year to a maximum of 360 Individual Service Plan (ISP) per year, as well as the elimination of childless adult coverage. There will be two meetings so that people who are unable to attend in the evening might be able to participate during the day. Both meetings will be held at the Disability Empowerment Center located at 5025 E. Washington Street in Phoenix in the first floor conference room.

  • Meeting Option 1: Wednesday, June 15 from 7:30-8:30 PM after Superintendent of Public Instruction, John Huppenthal's discussion with Coalition members which will begin promptly at 6:30 PM (all are welcome and encouraged to attend)
  • Meeting Option 2: Friday, June 17 from 10:00 AM-12:00 PM

You do not have to be an Arizona Autism Coalition member to attend,

 

Survey about AZ disability services

The Arizona Statewide Independent Living Council (AZSILC) would like to know what you think about disability related programs and services in Arizona. The survey is targeted to people with disabilities, their family members, friends, care attendants and other stakeholders. The data collected will be used to propose enhancements and revisions to existing disability related programs and/or demonstrate the need to develop new ones.

The deadline for completing the survey has been extended to June 17, 2011.

Event for Arizona Turner Syndrome Families

Rhonda Zieba is parent of a fifteen-year-old daughter with Turner Syndrome and a volunteer for the Turner Syndrome Society. She is coordinating a local event on July 23rd, 2011 in the Phoenix area to reach and educate AZ who are affected by Turner Syndrome. The immediate goal is to initiate and assist direct communication with individuals and their families for medical and emotional support. The long term goal is to start an Arizona chapter of the Turner Syndrome Society.

Rhonda is requesting email contact from interested families to learn the number and age range of Turner girls or adults in Arizona. This will help in planning the upcoming event as well as coordinating educational information according to medical needs or concerns. She will send out specific event details for the afternoon of July 23rd when they are finalized. There will be hotel rooms available for anyone who would like to stay overnight.
