Young Adults Enrolled for Health Care Coverage
Under the new federal health care law individuals under 26 may remain on their parents' health plans even if they are not full time students, or already married. The provision went into effect September 23, 2010. As a result, insurers added over 600,000 young adults to health care plans. The U.S. Department of Health and Human Services has estimated that about 1.2 million young adults may seek coverage in 2011.

Proposed Rules Help States Evaluate Medicaid Access
The Centers for Medicare & Medicaid Services (CMS) issued a proposed regulation that provides guidance to States on ways to ensure people with Medicaid have access to health care services.
Federal law requires that Medicaid provider payment rates be consistent with "efficiency and economy" and at levels sufficient to assure people with Medicaid have the same access to health care services as people with other types of health insurance. Tight State budgets coupled with increased demand for services during the recession have led many States to propose reductions in Medicaid provider payments.
The proposed rule will be available under "Special Filings," at: http://www.ofr.gov/OFRUpload/OFRData/2011-10681_PI.pdf or http://www.federalregister.gov/inspection.aspx.
