National News 

Restraint and Seclusion Bill

Re-introduced to the House: Bill H.R. 1381: Referred to as the Keeping All Students Safe Act, the bill would put in place minimum safety standards to prevent abusive restraint and seclusion in schools across the country, similar to protections already in place in medical and community based facilities.

 

Student Privacy Initiative

The Department of Education has launched a new privacy initiative to safeguard student privacy. Read the press announcement. In addition, the Department is releasing proposed FERPA regulations.

 Arizona News 

The Governor signed the budget bills, and the Legislature is busily working towards sine die.  The session is not expected to continue more than another two more weeks. Below are some of the bills of interest still under consideration: 

  • HB 2213:  Updates terminology relating to individuals who are developmentally disabled throughout Arizona Statutes - passed the Senate and has been transmitted to the Governor: 
  • HB 2415:  Expands the requirements for school district policies on harassment, intimidation and bullying to cover electronic communications - awaiting third read in the Senate  
  • SB 1190:  Requires the Department of Economic Security (DES) to present placement options to parents and guardians of developmentally disabled individuals living in certain institutional settings  -  awaiting floor action in the House
  • SB 1232:  Continues the Developmental Disabilities Advisory Council for ten years, and adds duties and members to the Council - awaiting third read in the House
  • SB 1553: Establishes provisions and procedures relating to Arizona Empowerment Scholarship Accounts - awaiting final read in the Senate

 

 

Transplant Restoration Update - Medicaid

AHCCCS website says transplant coverage is restored including a letter to members that restores coverage.

 

Raising Special Kids hosted a visit on April 4th by Melody Musgrove, Ed.D, Director of the Office of Special Education Programs, from the U.S. Department of Education. Director Musgrove makes a number of field visits each year to the states to discuss issues related to IDEA implementation. Visits with the Arizona Department of Education, Alhambra Elementary District, Raising Special Kids (Arizona's Parent Training and Information Center), and the Arizona Early Intervention Program were scheduled on Director Musgrove's itinerary while in Arizona.

 

Community Events

April is Autism Awareness month!

  • The soon-to-be released film "The United States of Autism" tells the story of 20 diverse families across the United States who are meeting the challenges of autism within their families and within their communities. Learn more about the film and the participating families.
  • In the film "Wretches & Jabberers", two men with autism embark on a global quest to change attitudes about disability and intelligence. Determined to put a new face on autism, Tracy Thresher, 42, and Larry Bissonnette, 52, travel to Sri Lanka, Japan and Finland. At each stop, they dissect public attitudes about autism and issue a hopeful challenge to reconsider competency and the future.

 

15th Annual Day on the Lake Program

Thursday, June 2 - Saturday, June 4

8:30 AM to 2:30 PM daily at Bartlett Lake Marina

Registration opens at 7:30 AM on each day.

Day on the Lake is an adapted water sports program for those with physical and

neurological disabilities for:  

· Children ages 3-8 (fishing and boat ride only)

· Children and adults 8 years and older (all activities)

· Those with physical and/or neurological challenges who are at least 1 year post injury

· Note: Scholarships are available

All are welcome to come out and watch the day's events and activities.

Registration began on April 1, 2011.

FCC's Emergency Access Advisory Committee Survey on 9-1-1 Accessibility
The FCC's Emergency Access Advisory Committee (EAAC) released a national on-line survey to determine the most effective methods by which persons with disabilities may access Next Generation 9-1-1 emergency services systems. The results of the survey will inform the EAAC as it develops recommendations for the FCC to draft rules to ensure that people with disabilities can access NG 9-1-1 services.  The survey, which will be available until April 24th, is available in English, Spanish and American Sign Language (ASL) video.

 

Meeting webcast re: recommendations on closed captioning

The FCC is asking for input on reinstating rules for inserting audio narrated descriptions into television programs. The VPAAC will meet on May 5, 2011 from 9:00 a.m. - 5:00 p.m. In Washington, DC (7am MST). This committee works to develop recommendations on closed captioning of Internet programming previously captioned on television to make it accessible. The VPAAC was created by the Twenty-first Century Communications and Video Accessibility Act of 2010. The meeting is open to the public and will also be Webcast live on REBOOT.FCC.gov

Desert Challenge Regional Games
Location - Mesa, AZ:  Red Mountain High School, Shepperd Aquatics Center and Usery Archery Range
Date - May 6 - 8, 2011
MASD sponsors the Desert Challenge Games annually during the month of April. The Desert Challenge Games is Olympic style competition specifically for athletes with physical disabilities.
The Desert Challenge Games are sanctioned by Wheelchair Sports, USA, National Disabled Sports Alliance, United States Association of Blind Athletes and Disabled Sports, USA. Events include Track & Field, Swimming, Table Tennis, Archery, Cycling, Weightlifting, Bocce Ball and Wheelchair Basketball.
