Shaping Up the MWAA Board

Recently I attended a briefing for elected officials arranged by Congressmen Connolly and Wolf on the U.S. Department of Transportation (DoT) Office of Inspector General's (OIG) review of the management and governance of the Metropolitan Washington Airports Authority (MWAA) as had been requested by Congressman Wolf.  Such a periodic review is desirable because MWAA was created by an Act of Congress that established a compact between Virginia and the District of Columbia to operate Dulles International Airport, Ronald Reagan National Airport, the Dulles Toll Road, and construction of the Silver Line.  MWAA serves multiple masters, and an independent review of its operations is important for all stakeholders and the region.  The decisions made by the MWAA Board of Directors have a great impact on many people in the region.

 

Since MWAA undertook responsibility for the two airports in 1986, it has advanced the level of air service immeasurably.  An undersized and outdated terminal at Reagan National was replaced with a sleek, modern, and efficient terminal.  The iconic Terminal at Dulles designed by Eero Saarinen was tripled in size while maintaining its historic design.  Transport buses that must have seemed modern and efficient when they were introduced have for the most part been replaced with an underground people-mover system.  The success of MWAA in handling large contracts suggested it as being able to supervise and construct the Silver Line in the Dulles Corridor.  Phase I will be open within less than a year and a half.  The financing plan for Phase II is now being negotiated.  The Commonwealth of Virginia did not have the capacity to manage such a large project without the help of MWAA.

 

One of the findings of the OIG review to date of projected toll revenues is that they appear reasonable.  Some had predicted much greater toll increases than are likely or necessary.  The interim review raises questions about actions taken by some MWAA board members.  As described in the interim report, a few members have shown very poor judgment.  Policies and procedures need to be tightened to ensure that actions of a few do not distract from the good work done by so many others.  With the very different masters MWAA has in the federal government, the District of Columbia, and the Commonwealth of Virginia, it is imperative that the MWAA Board adopt the most stringent policies on transparency, procurement, and conflicts of interest of any of its three masters in order to show good faith as stewards of public funds.

 

We cannot let the actions of a few Board members take away from the good work of many.  The MWAA Board needs to shape up itself and maintain public confidence.  The work of its staff on the two airport terminals and on Phase I certainly has the admiration of many of us.

Hurricane Preparedness Sales Tax Holiday Ends Tomorrow

Park Authority Taking Nominations for Elly Doyle Award

Neighborhood parks are filled with visitors, RECenters are busy , and lakefronts and historic sites are attracting thousands of guests in Fairfax County.  This means that peak park usage time has arrived and now, more than ever, Park Authority volunteers are hard at work, toiling side by side with park staff members.  Fairfax County depends on volunteers to power our parks, and this is a great time to say thanks for the hard work.  The Elly Doyle Park Service Award was established by the Park Authority in 1988 in recognition of former Park Authority Board member Ellamae (Elly) Doyle's years of outstanding service toward the preservation of parkland, natural areas, and recreational facilities.  There is no better way to say thank you for volunteer service than through a nomination for an Elly Doyle Park Service Award.  Visit www.fairfaxcounty.gov/parks/2012doylenom.htm for information about the award, the nomination form, and the address to mail your nomination form.  Nominations are due by June 22. 

 

Election Officers Needed from our Young Adult Community

Don't forget that Virginia's sales tax holiday on hurricane and flooding preparedness items purchased ends tomorrow, May 31.  You can stock up on supplies for protecting your home and business during hurricane and flooding season and also add items to your family's emergency supply kit.  Visit www.tax.virginia.gov and type in "sales tax holidays" to view information about this sales tax holiday and others in Virginia.  You will find a complete list of items that are exempt from sales tax during this special time.
 
Learn how to recycle fallen leaves the natural way on your own property with a "Backyard Composting" class on Thursday, May 31, 7:00 to 8:00 p.m., at the Walker Nature Education Center, 11450 Glade Drive.  Reservations required by May 29.  Fee is $5/person RA members, $8/person non-members; adults only.  Call 703.476.9689 or email naturecenter@reston.org to reserve your spot.  Plants thrive in the rich organic soil that composting efforts provide.  Participants will learn how kitchen waste and other yard debris can be composted.
 
Sign up for the Summer Bird Count on Saturday, June 2, 6:45 a.m. to Noon, at Walker Nature Education Center, 11450 Glade Drive.  This event is free, but you must sign up by May 31 by calling 703.476.9689 and press 5, or e-mail enviroed@reston.org.  This half-day annual Summer Bird Count throughout Reston's natural areas is a great opportunity to meet local bird experts, learn tips on identification, and have fun while helping obtain important information to help our feathered friends.  Enjoy an optional lunch, tally results, and swap stories back at Nature House after the count.
 
Reston's Lake Cleanup Day will be held on Saturday, June 2, 10:00 a.m. to Noon, with access points at Lakes Audubon, Thoreau, and Anne.  Sign up by May 29 to join fellow boaters and lake enthusiasts for the 6th annual Reston Lake Cleanup.  Volunteers will get on their boats or walk the shorelines of each lake to collect.  To volunteer contact Ha Brock, community outreach specialist, at 703.435.796 or email habrock@reston.org.
 
The Reston Chorale and the Washington Balalaika Society Orchestra will present "America Sings with Russian Strings" on Saturday, June 2, 7:30 p.m., at Oakton High School, 2900 Sutton Road, Vienna.  This concert will be a delightful musical journey from the Volga to the Shenandoah with two of Northern Virginia's premier arts organizations together for the first time.  Advance tickets are $20 adults, $18 seniors, $15 students; children 12 and under are free with an adult.  Ticket price at the door will be $25 for all.

Register for "How to Ride the Bus," a training session for citizens 55 years and older, to be held on Thursday, June 21, 1:30 to 3:30 p.m., at Reston Community Center Hunters Woods, 2310 Colts Neck Road.  Cost is free.  Travelers-in-training will identify a bus stop near Reston Community Center, learn to read bus schedules and route maps, learn how to pay the fare and how to signal the driver to stop, as well as other bus travel skills.  The bus will deliver participants to a Metrorail station where they will learn how to determine the fare and purchase Metrorail fare cards, load SmarTrip cards, read the system map, and board the trains to travel by rail.  Trainees will enjoy riding a special bus called MATT (Mobile Accessible Travel Training), used to educate seniors through a hands-on learning experience.  Contact Karen Brutsche at 703.476.4500 or go to www.restoncommunitycenter.com to register.
 
Plan now to attend an exciting two-day schedule of events at the Fairfax Station Railroad Museum, 11200 Fairfax Station Road,  on August 25 and 26 honoring Clara Barton, Founder of the Red Cross, and a 150th Anniversary Civil War Reenactment Commemoration.  Outside exhibits and demonstrations are free; museum fee is $5/adult; $1/age 4 to 10; 4 and under are free.  Outside activities include exhibits, Union and Confederate Reenactors, and living history demonstrations.  Inside the Museum you can see Clara Barton displays, Civil War telegraph and museum exhibitions, and local authors.  This exciting two-day event will commemorate the medical evacuation of the Union wounded brought to this train station after the nearby battles of 2nd Manassas and Ox Hill.  3,000 Union wounded were brought by various means to this train station.  They were hastily treated as they lay and awaited rail transport back to hospitals in Alexandria and Washington.  Civilians were sent out on the trains to aid the wounded.  One of those civilians, Clara Barton, would later be called the "Angel of the Battlefield" for her efforts.  Experience the lectures, exhibits, historical interpretations, and demonstrations featuring Union Medical Units, Confederate Soldiers, Civil War camp life, Civil War railroad history, Civil War telegraph office, and Clara Barton.
