Spending Plan Approved

The General Assembly passed a spending plan for FY2012-2014 last week in a session that had much more drama than most meetings of the state's legislature. One Democratic Senator changed his vote after the budget had failed to pass in order that the constitutionally required majority could be reached; a Republican Senator got a State Police escort back to the Capitol from visiting his wife in the hospital in order that he could vote. By a one vote margin the $85 billion spending plan for the next biennium was approved.

 

I refer to the bill that passed as a spending plan because it lacks essential features of a real budget. Every year the Governor and the House Appropriations and Senate Finance Committee members get together and slice the pie of available state revenue.  Just as at any party, there often is sharp disagreement as to the size of the slices and who should get what. Such a disagreement delayed approval of the plan for about a month.  The good news with such a system is that the spending plan is balanced so long as the revenue estimates are accurate. The bad news is that needs often go unmet.

 

One of the areas of greatest need that continues to go unaddressed is in transportation. Although Governor McDonnell campaigned for his job on the basis of having a transportation plan, he has yet to show leadership in meeting the growing urgency of responding to the worst traffic congestion in the Nation that is in Northern Virginia. The most logical answer to automobile traffic congestion is to provide alternative means of commuting such as mass transit among others.  While Governor McDonnell agreed to provide an additional $150 million of state funds for the Silver Line Metrorail project, the amount is a fraction of the monies being provided in Hampton Roads for projects there. No analysis is provided as to the relative need of the regions of the state in dividing up funds as budgeting system with minimal sophistication would require.  While the Governor frequently reminded voters during his campaign that he was born in Northern Virginia, he has spent the last several decades in the Tidewater region.  He is well aware of the transportation needsthere from personal experience, but he does not seem to respond as strongly to the needs of Northern Virginia that are well documented.

 

 Budget amendments sponsored in the House by me and Delegate Tom Rust and in the Senate by Senators Janet Howell and Mark Herring to increase the amount of direct state support to the Silver Line were not supported by the Governor nor approved in the General Assembly.  The budget impasse was related to getting the Senate amendment approved. While the approved spending plan did not include the additional monies, the Silver Line Phase 2 can move forward with its existing financial plan and have an increase in state monies for the project debated at future General Assembly sessions.

 

 The needs of our region for additional transportation funding are but one example of an antiquated state budgeting system that leaves our region short of the state assistance it warrants.  Just slicing up a shrinking pie is not adequate for our high growth region.  We will limp along with another spending plan, but the Governor could create a real legacy for himself by providing real leadership for an objective based budget that would certainly include more monies for the Silver Line, our schools and social services.

Clean the Bay Day is June 2

You are invited to participate in this year's Clean the Bay Day, an annual shoreline litter cleanup that has removed more than 5.5 million pounds of trash along nearly 5,000 miles of Virginia shoreline and involved more than 115,000 volunteers since its inception in 1989.  Clean the Bay Day has become one of the most easily identifiable ways for citizens to help improve their natural environment.  The 24th Annual Clean the Bay Day will be held on Saturday, June 2, from 9:00 a.m. to 12:00 Noon at hundreds of Virginia sites.  Your participation is a great way to interact with Virginia citizens who are demonstrating grassroots support for their local waterways and a healthy Chesapeake Bay.  You and your neighborhood group or organization can participate in the cleanup by calling Tanner Council at the Chesapeake Bay Foundation's Hampton Roads office by Friday, May 11, at 757.622.1964 or at tcouncil@cbf.org.

Delegate Ken Plum and Senator Janet Howell will host a Public Meeting on Tuesday, June 5, 7:30 to 9:00 p.m. at the Reston Community Center at Hunters Woods, 2310 Colts Neck Road, Reston.  Find out what new laws go into effect on July 1.  Learn what got funded and what didn't in the Commonwealth's two-year spending plan.  This event is free and open to the public; all are welcome.

The Board of Trustees of the Virginia Capitol Foundation is pleased to announce that the long-anticipated statue of Thomas Jefferson will be dedicated on Friday, May 4, in a brief ceremony at 10:00 a.m. in the Capitol Extension Plaza, Capitol Square, in Richmond.  The Executive Committee of the 2007 Virginia Capitol Restoration and Extension Project charged the Virginia Capitol Foundation with the task of commissioning an original work of art representing Thomas Jefferson, the architet of the Virginia Capitol.  Ivan Schwartz, co-founder of StudioEIS, was tapped by the Foundation to create the original full-length bronze image.  The statue, which will be on permanent display in the Capitol Extension, will serve as a guidepost, beckoning the more than 100,000 annual visitors to enter America's first monument to democracy.  As always, the Capitol is open for tours seven days a week on the following schedule:  Monday through Saturday 8:00 a.m to 5:00 p.m. and Sundays from 1:00 to 5:00 p.m.  Call 804.698.1788 for more information.

Sign up for the 12th Annual Hopecam 5k Run/Walk on Sunday, May 6, 8:30 a.m., 1890 Preston White Drive, Reston.  Fee is $25 ($10 for kids 12 and under).  Register online at www.hopecam.org/ournews/events/hopecam-5k.  This event will be professionally timed.  Families are encouraged to participate; strollers are welcome!  Hopecam connects hospitalized and homebound children undergoing long-term treatment with their teachers, classmates, family, and friends by providing laptops, high speed Internet, and web cameras.  All services are provided free of charge to the families.  Hopecam partners with area hospitals, social workers, and dozens of school districts in Virginia, DC, and Maryland.
 
Interfaith Communities for Dialogue presents "Coming to America:  The Jewish, Christian and Muslim Experience" on Tuesday, May 8, 6:30 to 9:30 p.m. (registration at 6:30 p.m.) at John Calvin Presbyterian Church, 6531 Columbia Pike, Annandale.  Speakers will be Rabbi David Kalender of Congregation Olam Tikvah, Fr. The American Cancer Society's Relay for Life will be held on Saturday, May 12, at South Lakes High School, Reston.  The opening ceremony begins at 1:00 p.m. and will set the tone for the entire 19-hour, high-energy event.  At Reston Relay, teams of people camp out at South Lakes HS and take turns walking or running around its track.  Because cancer never sleeps, each team is asked to have a representative on the track at all times during this overnight event.  Last year Reston Relay had over 800 participants who raised over $234,000 for the American Cancer Society.  Visit the Relay -- it's great fun for the whole family -- and make a contribution at www.restonrelay.org.
 
This year's Northern Virginia Fine Arts Festival will be held May 18, 19, and 20 at Reston Town Center.  A ticketed, "Artful Happy Hour" for the top-rated, juried festival providing an interactive experience to view and purchase art from more than 200 uique and talented artists from across the nation begins on opening night, May 18, at the Town Center Pavilion.  Festival hours are May 18, 5:00 to 8:00 p.m.; May 19, 10:00 a.m. to 6:00 p.m.; and May 20, 10:00 a.m. to 4:00 p.m.  The Festival features hand crafted, one of a kind artwork, contemporary and original performances, artist demonstrations, acclaimed children's activities, and live music.  Admission is free; however, a $10 donation will receive a $10 gift certificate to participating Reston Town Center restaurants.  Visit www.restonarts.org for more information.
