Taking Care of the Newborn

I am in Richmond on April 18 for the Reconvened Session of the General Assembly to consider vetoes and amendments proposed by the Governor to legislation passed in the regular session of the General Assembly.  This session that is most often referred to as the "veto" session deals mostly with technical amendments that the executive branch feels are important to be made to bills before they become law.  The session also deals with bills that the Governor has vetoed and that cannot become law unless passed over his veto by a two-thirds vote in each house.

 

One particular veto by the Governor is of special concern to me because of the importance I attribute to the bill and to the meaning that could be inferred from its veto.  House Bill 99 introduced by Delegate Patrick Hope and passed unanimously by both houses of the legislature creating a statewide process to implement newborn screening for critical congenital heart disease (CCHD) was vetoed by the Governor.  Congenital heart defects account for 24% of infant deaths due to birth defects, according to the Center for Disease Control.  A simple, non-invasive, screening process recommended by the federal Department of Health and Human Services and the American Academy of Pediatrics is available using pulse oximetry screening.  When detected as early as possible, CCHD can be treated without further health risks.

 

Already in Virginia we require hearing tests for infants, and our infant screening tests for 28 different metabolic disorders using the same spot of blood taken from the infant's heel.  During my legislative career I have been involved in the legislation adding the new screenings as research made them available.  My bill adding biotinidase deficiency screening to the list was based on research done at the Medical College of Virginia by Dr. Barry Wolfe.  It was the first such screening required in the world.  The outcomes of these screenings can prevent permanent, mental disability or death.

 

The CCHD screening can have the same results for children.  Maryland is putting such a program in place.  The Governor's explanation for vetoing the bill is that the work group needed to implement the program would expand the size of government when he is trying to reduce its.  It says the Health Department can do the work, but past experience shows, as I experienced with infant screening, that it does not get done unless the legislature directs it.  The Governor and many legislators spent a great deal of time this legislative session working on their concerns about the unborn.  This bill reflects a realistic and responsible concern for the newborn.  I will be voting to override the Governor's veto, and I will be encouraging my colleagues to do the same.

The Smart Market opens its 2012 season today - Wednesday, April 18 -  from 3:30 to 7:00 p.m. at the National Realty parking lot at the corner of Sunrise Valley Drive and Reston Parkway.  Enjoy the bounty produced by our local farmers and artisanal food producers along with growers from Pennsylvania and West Virginia.  One of the best things about spring is the return of our local markets!

The United Christian Parish of Reston will hold an evening of remembrance and witness for the victims of Nazi Germany on Thursday, April 19, which is the 69th anniversary of the start of the Warsaw Ghetto Uprising.  The program, open to all, will take place at 7:00 at the church, 11508 North Shore Drive, Reston.  Kay Rodgers, a parish member and a seminarian at Wesley Theological Seminary, visited Poland and the camps of Auschwitz, Birkenau, and Treblinka, with a group from Wesley Seminary.  She will narrate a slide show describing ghetto life, instances of resistance, and seeds of hope.  Child care will be available.
 
The 9th Annual 5K Fund Run/Walk to benefit Nature House will be held on Saturday, April 21, 8:00 a.m., at Walker Nature Education Center, 11450 Glade Drive, Reston.  Adult fee is $30; children's fee is $20.  Register at www.active.com.  The Fund Run/Walk is a community-based and sponsored event.  Timing is by Reston Runners.  Enjoy a rolling, scenic and mostly wooded course through Reston neighborhoods and parkland.  Don't want to run or walk?  Consider volunteering by contacting Ha Brock at ha@reston.org.  Funds go to Friends of Reston, a 501(c)(3) organization, to benefit Nature House.  Donations above and beyond the race entry fees are tax deductible.

Sign up for the 12th Annual Hopecam 5k Run/Walk on Sunday, May 6, 8:30 a.m., 1890 Preston White Drive, Reston.  Fee is $25 ($10 for kids 12 and under).  Register online at www.hopecam.org/ournews/events/hopecam-5k.  This event will be professionally timed.  Families are encouraged to participate; strollers are welcome!  Hopecam connects hospitalized and homebound children undergoing long-term treatment with their teachers, classmates, family, and friends by providing laptops, high speed Internet, and web cameras.  All services are provided free of charge to the families.  Hopecam partners with area hospitals, social workers, and dozens of school districts in Virginia, DC, and Maryland.

The American Cancer Society's Relay for Life will be held on Saturday, May 12, at South Lakes High School, Reston.  The opening ceremony begins at 1:00 p.m. and will set the tone for the entire 19-hour, high-energy event.  At Reston Relay, teams of people camp out at South Lakes HS and take turns walking or running around its track.  Because cancer never sleeps, each team is asked to have a representative on the track at all times during this overnight event.  Last year Reston Relay had over 800 participants who raised over $234,000 for the American Cancer Society.  Visit the Relay -- it's great fun for the whole family -- and make a contribution at www.restonrelay.org.
